• Over the past three years, OCWD has spent $79.3 million purchasing untreated imported water to partially refill the basin and offset major impacts of the recent drought • OCWD recently invested $142 million to expand the Groundwater Replenishment System (GWRS) – Provides a source of water that would otherwise be discharged into the ocean • Although groundwater levels have fallen, they are still within normal historic operating range due to careful planning & GWRS

About Your Water

• Your drinking water meets all state & federal standards • The groundwater basin (72% of your drinking water supply) is being threatened • OCWD legacy in protecting groundwater basin • Basin is a vital resource to all of Orange County • Collaborative approach with the proper authorities will get the job done • We need a fully functioning groundwater basin, especially during droughts

• Industrial businesses released toxic contamination polluting the groundwater • One well has already been turned off because contaminants exceeded the Maximum Contaminant Level (MCL) • One well could provide enough water for 40,000 residents • So far, a few of the Responsible Parties have settled lawsuits admitting contamination and agreeing to fund $16 million in onsite and offsite cleanup • More cleanup needs to be done

Solution – A holistic approach to contain and clean up contamination • Break problem into 2 parts: – on-site (highest concentrations) – handled by state agencies – off-site high concentrations (shallow aquifer) – handled by OCWD

Coordinate with regulatory agencies Collaborate and work with communities Continue to seek cost recovery from those responsible South Basin groundwater cleanup will be based on research and proven technologies • National Contingency Plan (NCP) – federal government’s blueprint for responding to both oil spills and hazardous substance releases.
