Outreach Ministry Committee Customary Outreach Ministry Committee Customary As of 7/8/2016 The mission of the Outreach Ministry Committee of the Church of the Epiphany is to serve God by showing Christ’s ever-present love, justice and mercy to the world through leadership in outreach ministry. The Committee promotes responsible stewardship in the parish through outreach activities and charitable giving.

Purpose The Committee supports the individual ministries within the parish then continues on to the community, diocese and the world. Budgeted funds support activities including inreach (held at least semi-annually), outreach (Room In The Inn, Beans & Rice, and the Mission Team) and volunteering along with responsible disbursements from the line item budget transferred into the Outreach Committee checking account.

Membership Confirmed and baptized members of the Church of the Epiphany are eligible for membership to the Outreach Ministry Committee. Interested persons will be nominated by an existing member or the presiding rector. The Committee shall vote at the next regularly scheduled meeting on any new member. A quorum vote is required for membership. The Outreach Ministry Committee shall consist of a minimum of 4 members and a maximum of 8 members. In addition to attending regular meetings, all Committee members are expected to participate in other activities of the church.

Meetings Customarily, regular meetings of the entire Committee are held monthly on the 2nd Sunday of the month at 9:30 am in the multi-purpose room on the 2nd floor of the church. The Chair may call special called meetings when it is in the best interest of the work of the Committee. Regular and special called meetings are subject to a quorum requirement of 60% of the entire Committee. The Chair will remind / notify members of upcoming meetings. E-meetings are meetings conducted electronically by way of email communications when timely action by the Committee is required. The same quorum requirement remains for e-meetings. Page 1

Outreach Ministry Committee Customary Regular and special meetings shall be open to all people who wish to attend.

Voting At all regular and special called meetings, all votes shall be by voice or show of hands. Voting by e-mail shall be known as e-voting. The Chair shall tally and save the emailed votes until the next meeting and report the results for the official minutes.

Officers The officers of the Outreach Ministry Committee shall consist of a Chairman, Cochairman / Treasurer and Secretary. Officers will serve a 2 year term with an option of a consecutive term (in same office) if needed. A member must be off 1 year before returning to an officer capacity. Nominations will come from the floor with a 60% quorum ruling. Officers will move consecutively from Secretary to Co-chairman/Treasurer then to Chairman. If a vacancy in an office appears, nominations will be taken to fulfill the unexpired term at the next regularly scheduled meeting.

Responsibilities of Officers The Chairman shall set the agenda for meetings, send reminders for regular meetings and notify the membership of any special called meetings. The Co-chairman shall replace the Chairman during any absence and be responsible for the management of the checking account / checkbook. The Co-chairman shall present a financial report at each regularly scheduled meeting. The Secretary shall record minutes for all meetings and prepare a copy of the meeting minutes to be distributed at the next regularly scheduled meeting. In the absence of the Secretary, he/she shall arrange for someone else to record the minutes.

Elections Elections for officers shall take place at the regular scheduled meeting in October with officer positions beginning in January of the following year.

Finances The Outreach Ministry Committee maintains a separate checking account as approved by the Vestry and will share any information requested about such account with the presiding Rector, current Vestry or Church Treasurer when requested. The Cochairman will make all financial documents available to the Audit Committee. Page 2

Outreach Ministry Committee Customary Checks require two (2) signatures and the signers on the checking account shall be the Chairman and Co-chairman. The Chairman and Co-chairman are authorized to make unscheduled payments up to $150 without prior consent of the Committee. The Outreach Ministry Committee maintains the Joy Alves Outreach Fund. All funds given to the poor box or any individual giving will be placed into the Joy Alves Outreach Fund. It is the intention of the Outreach Ministry Committee to grow this fund until which time the fund can self-fund the Outreach Ministry Committee. At this time, only money in the budget line item designated to the Outreach Ministry Committee is distributed.
