Linscott, Law and Greenspan (LLG) has responded to my comments dated January 26, 2009. My comments dealt with the planned improvement (traffic signal) at Crest Road and Crenshaw Boulevard. LLG's memorandum dated January 27, 2009 indicated that their analysis did include the traffic impacts of the proposed project at Crest Road/Crenshaw Boulevard without the planned improvement. The analysis is summarized in Tables 8-1, 8-2, and 8-3. Therefore, the traffic impact analysis of this project is complete and accepted. Should you have any questions, please contact me.

The following is a response memorandum prepared to address the traffic-related comments by Joanne Itagaki from the City of Rancho Palos Verdes (memo dated January 26, 2009) regarding the Traffic Impact Analysis for the Senior Apartment Project, prepared by LLG Engineers dated January 15,2009.
Comment No.1 LLG should provide the City with an analysis of the intersection of Crest Road and Crenshaw Boulevard without the "planned" traffic signal improvement. This analysis will identify the project's traffic impacts without the signal improvement. A revised traffic impact analysis should be submitted including the analysis without the "planned" traffic signal improvement.

Response to Comment No.1 The traffic analysis provided in the report analyzed the intersection of Crest Road and Crenshaw Boulevard as an all-way stop. Please refer to columns one through four of Tables 8-1,8-2 and 8-3 on pages 23, 24 and 25 of the report, respectively. As shown in the aforementioned tables, the proposed Project will not significantly impact the intersection of Crest Road and Crenshaw Boulevard assuming an all-way stop. The traffic analysis also analyzed the intersection of Crest Road and Crenshaw Boulevard assuming installation of a six-phase traffic signal (split-phased on Crest Road) as planned by the City of Rancho Palos Verdes (see column five of Tables 8-1, 8-2 and 8-3). As shown in the tables, when signalized operation is assumed, this intersection is forecast to operate at LOS A during both the AM peal< hour and PM peak hour. Even though the proposed Project does not have a significant impact at this location, the Project can be expected to pay a fair share towards the planned improvement at this location and the fair share values are provided in the report. After discussions with Ron Dragoo, Senior Engineer, I received clarification with regards to the "planned" traffic signal improvement identified in the January 15, 2009 traffic impact analysis of the subject project. The traffic signal installation at Crest Road/Crenshaw Boulevard is on the City's "planning list" of Capital Improvement Projects (CIP). However, this list is currently not approved or funded. Therefore, LLG should provide the City with an analysis of the intersection of Crest Road and Crenshaw Boulevard without the "planned" traffic signal improvement. This analysis will identify the project's traffic impacts without the signal improvement. A revised traffic impact analysis should be submitted including the analysis with and without the "planned" traffic signal improvement. Should you have any questions, please contact me.

TRAFFIC IMPACT ANALYSIS FOR SENIOR APARTMENT PROJECT - December 15, 2008
I have reviewed the traffic impact analysis for the Senior Apartment Project located on the northwest corner of Crenshaw Boulevard and Crestridge Road. These comments are based on my review of the traffic study conducted by Linscott, Law and Greenspan Engineers (LLG) dated December 15, 2008. The analysis methodology and assumptions are adequate. They are based on discussions between City staff and the traffic consultant prior to the start of this analysis and the City's traffic impact guidelines (Los Angeles County Traffic Impact Analysis Guidelines dated January 1, 1997). The following comments are relatively minor and do not affect the overall results of the traffic impact analysis. 1. Page 4, Crenshaw Boulevard - Based on visual observation of Crenshaw Boulevard, I believe parking is allowed on Crenshaw Boulevard south of Crestridge Road. There are no posted signs that would indicate parking is prohibited. In addition, parking for events at the Art Center has "overflowed" onto Crenshaw Boulevard. Confirm parking restrictions exist or not on Crenshaw Boulevard. 2. Page 4, Hawthorne Boulevard - There is reference to "Palos Verdes Drive" in this paragraph. Which "Palos Verdes Drive" is this in reference to (Palos Verdes Drive North)? Please clarify. 3. Figure 3-1, Existing Roadway Conditions - This figure identifies roadway conditions on Silver Spur Road. There is no written description of this roadway in Section 3.0 Existing Conditions. Either include a written description of Silver Spur Road or remove the conditions on Figure 3-1. 4. Page 11, 2nd paragraph - The first sentence in this paragraph is incomplete. Please revise to form a complete sentence.

5. Page 29, Section 10.0 Sight Distance Evaluation - This evaluation does not address the southbound right turning vehicles from Crenshaw Boulevard onto Crestridge Road. What are the impacts of these vehicles on the sight distance from the access driveway? Are additional restrictions necessary to minimize impacts? Should you have any questions, please contact me.
