leaving early) No hitting devices will be allowed to be used during the game. It is expected that teams play 9 defensive players during the game for both leagues. No player may sit for more than TWO defensive innings consecutively, unless due to injury or disciplinary reasons. Any player sitting for disciplinary reasons will be deemed removed from the game and will be skipped when his turn comes up in the batting order. The "free substitution rule" is in effect. In the National league only, teams may play up to 10 players defensively but the batting order will be the entire game day roster. The 10 th defensive player must be an outfielder, where the outfielders are positions in an umbrella fashion (ie no short fielder / umpire judgment on questionable placements). Six (6) innings is a complete game. Four and one half (4 ½) innings with the home team in the lead constitutes a complete game. An incomplete (less than 4 ½ innings) will be restarted from the point at which the game was suspended. A tie game of greater than 4 ½ (or 5) innings shall be replayed from the point at which the game was suspended. In a suspended game of greater than 5 innings, if the visiting team ties or takes the lead in the top half of the inning, the home team must bat and the game taken to completion on another date. For the regular season, if the game remains tied after the allotted innings, an attempt to complete the game with extra innings should be attempted in the following manner: 1. One extra full inning of play 2. Use of International TieBreaker Rules for any inning afterwards (no outs, the last out from the previous inning is put on second base, the lineup resumes from that point. When either team is leading after the home team bats, the game is over) If it is difficult to complete the game due to darkness or weather, a game should be completed at a later date as stated in the constitution and in rare circumstances could end in a tie if both coaches agree to that conclusion. In the national and American league, a pitcher must be removed from pitching for the remainder of the game if he throws 6 walks in one game. That is, after 6 walks total, a national and American league pitcher must be removed. Also, if a pitcher hits 3 batters in one inning he must be removed from pitching for the remainder of the game for both american and national.

8. Only the batter and the ondeck batter shall have bats and both shall wear protective helmets. 9. All team members not playing should remain behind the protective screen or on the bench. If a player is coaching 1st or 3rd base he must wear a batters helmet. 10. Bunting is allowed. Once a player squares to bunt he must either bunt or take the pitch. 11. No infield fly rule will be used. 12. A courtesy runner can be used for the catcher with 2 outs. That runner must be the runner who made the last out. This must be announced to the other coach and to the umpire. 13. Leading is not allowed. 14. Stealing of 2nd and 3rd base is allowed, after a pitched ball crosses the plate. No stealing home is allowed on wild pitches or passed balls. Double steals (2 nd and 3rd ) are allowed. If the throw is errant no runner may advance for any reason and THE PLAY IS DEAD. A runner may not attempt to steal home on any pitch, passed ball or not. A runner on 3rd may only attempt to ‘steal’ home when a pickoff attempt (Actual throw) is made by the catcher to any base. Once the catcher throws the ball back to the pitcher runners may not advance, regardless of the pitcher successfully catching the ball or not. No runners may advance further on an overthrow from the catcher on a steal attempt. 15. When a pitcher is in contact with the pitcher's plate (rubber) and in possession of the ball, baserunners must occupy their base(s), and shall not leave said base(s) until the next pitched ball has crossed homeplate. 16. The runner cannot leave his base before the pitched ball crosses the plate: a. If a runner leaves his base early, which may be called by an umpire, it shall result in a dead ball. b. The first violation of the rule (at any base) shall result in a warning to the offending team. Subsequent violations by any member of the same team at any time during the game (at any base) shall result in the base runner being called out. c. Notwithstanding the forgoing, a base runner on any base may attempt to advance when the following occurs: i. Batted ball ii. A ‘pick off’ play is made on the runner on any base by the catcher after a pitch is thrown (ball must be thrown) all runners may advance one base at their own risk EXCEPT when a catcher throws to 2nd or 3rd base to throw out a runner stealing that base (see Rule 12).

17. Appeals by the defensive team of a runner leaving early should be raised by the head coach to the umpire, after the pitcher has the ball in vicinity of the mound and before the next pitch. 18. Any runner that “taunts” while off their base, will be given a warning. Second and subsequent team infractions during the game, the runner will be called out; at the discretion of the umpire. 19. The batter may not advance to 1st base on dropped 3rd strike by the catcher. 20. There are no balks called. 21. Other than at 1st base the runner MUST slide if a play is being made on the runner. This rule applies at home plate if the catcher is within the confines of the batter’s box area. If the catcher moves up the 3rd base line beyond the batter’s box area the runner must attempt to avoid contact by running around the catcher and staying within the base path. No runner shall leave the ground in an attempt to hurdle the catcher making a play on the runner. 22. A 12 run rule will be used in this division for both the American and National leagues. The visiting team will be declared the winner if they have scored 12 or more runs than the home team at the conclusion of an inning after the home team has had at least 5 times at bat (at the end of the 5th inning”). The home team will be declared the winner when they have scored 12 or more runs than the visiting team and the visiting team has had at least 5 time at ba (at or during the bottom half of the 5th inning). 23. The NATIONAL LEAGUE will have a 5 run per inning rule. After the 5th run in the inning is scored the inning will be over. This rule does not apply in the last inning of the game. 24. Games called on account of darkness or foul weather (including lightening) will be rescheduled within 5 days as a new game if 4 complete innings were not played before the game was called (4 ½ innings if the home team is ahead). However, if the last completed innings ended with a team ahead by 12 or more runs, that team shall be declared the winning team, regardless of the number of innings completed. 25. The maximum bat dimensions shall not have a barrel greater than 2 5/8 inches and a length no greater than 33 inches. There is no weight to length differential. As of the start of the 2015 season only bats stamped USSSA BPF 1.15 will be legal. Any bat not in compliance will be removed from the game. The batter will be out using the bat when identified as illegal. A second infraction will result in a team forfeit regardless of the score.

1. A player must comply with the following criteria a. A player may not play in the Biddy Division if he turns 11 before May 1 of the current year . It is recommended that a player should be 9 on or before May 1 in order to play. Teams The teams will be made up of players from each organization; each organization will determine how many players constitute a team. The Biddy conferences will be further subdivided into two leagues, the American league and National league divisions. The National and American league divisions will be utilized when more than 10 teams are available in the age bracket divisions. Participating teams shall be composed of players from any organization in good standing represented within the PYL. Entry into the American League division will require a t ryout to determine which players are ready for a more competitive environment. The National League subdivision will be designed for a less competitive and more developmental environment than the American League. It is expected organizations will place players ready for a more competitive environment in the American League . Teams entering into the American or National league divisions will be determined by the following: 1) Organizations with enough registered players to field only one team at a given age bracket (in any league) will have choice as to the National or American league. 2) Organizations with enough players to field 1 to 4 teams will enter at least one (1) team into the American League subdivision based on tryout evaluations and the remaining teams will be placed in the National league subdivision. 3) Organizations with enough players to field five teams or more will enter at least two (2) teams into the American League and the remaining teams will be placed into the National league. 2. Double rostering a. A player may be permitted to play on another team that is NOT in the league. Travel players may only play on an American League team. No travel players may play on any national league team. However, a player playing in the Lehigh Valley Baseball League, Berks Diamond League, Connie Mack, American

Legion, or any other travel/tournament team must be listed on the roster as a ‘TRAVEL PLAYER’. This includes school teams when in season and MUST be on the final roster by the May 19 th deadline. There will be a maximum of three (3) players listed as such per team. Players must be rostered in the PYL within the same organization as the organization they are double rostered on. That is, a player on an LVLBL south parkland team can only be rostered to a PYL south parkland team. b. A listed travel player may pitch as long as he/she does not pitch at the travel level. A travel player(s) may only pitch a total of 2 innings per game at the Biddy level and travel players in total may only represent 3 innings of any given PYL game. That is, in a given game, travel players may only pitch a total of 3 innings in total for the game. For players in the LVLBL, players must play on the PYL team associated with the LVL association they are affiliated to. If you are a pitcher in another league, you will be designated as nonpitcher for the PYL beginning the date you throw the first pitch for the other league(s). Double rostered travel players (nonpitchers) will be allowed to pitch but are limited to only 3 innings per week for any PYL team and travel players may represent only 3 pitched innings in total of any given PYL game. That is for a given game, in total, travel players may only pitch 3 innings in total for the game for all travel players. Each player may pitch one inning or one pitcher may throw 2 innings and another pitch one inning. The remaining 3 innings of each game must be performed by nontravel players. c. Double rostered players will be required to participate in 70% of PYL league games to participate in the end of the season playoffs. (Rounding upward to the higher game if needed, such as in a 14 game season – 70% is 9.8 or 10 games needed to qualify for playoffs). d. Doublerostering inside the league to an upper level National league team is automatic (all younger players are rostered on ONE upper level team) provided the following conditions are met: i. The player may play up only one age level and cannot be double rostered on two teams. ii. The player may not pitch in the upper age level. iii. The team should have 70% of players be age appropriate. iv. Use of lower level players may only be done to fill up to 10 players on the team that is short players. D ouble rostered players cannot play if the regular roster has 10 players already playing.

e. Any pitching violation of the double rostered player (traveling or playing up) will result in a forfeit of the game. PLAYOFFS The Biddy division will have two separate single elimination playoff tournaments, one each for the American and National leagues respectively. The American league tournament will determine the playoff champion and the National league tournament will determine the regular season champion based on seedings from the regular season records. See complete playoff details in the PYL constitution. The exact structure of the tournament will be decided by league officers and board members. Article III Pitching and Participation 1. A nontravel pitcher may pitch only 9 innings per week (Monday through Sunday). One pitch thrown constitutes an inning pitched. If a pitcher exceed 9 innings in one week the game in which the infraction occurs shall be a forfeit. 2. A nontravel pitcher may pitch three (3) inning maximum per game in the Biddy division. Violation of any of these rules will result in a forfeit of the game in which the infraction occurred. 3. Consecutive pitching on days or double headers a. Pitching on back to back days or playing a doubleheader is allowed. A pitcher may pitch a MAXIMUM of 2 innings each game of a doubleheader. b. If a pitcher pitches 3 innings in a game he cannot pitch the next game of a double header or the next day if consecutive games are played. c. Pitching on back to back days or playing a doubleheader is allowed as long as the standing pitching rules are met. Pitcher rest: If he/she pitches in less than three (3) innings in one (1) calendar day, no rest is required. If he/she pitches in three (3) innings in one calendar day, he/she must have one (1) calendar day of rest.

d. You cannot pitch Saturday/Sunday and pitch Monday (new week) not can you pitch a double header Sunday and pitch on Monday. e. A designated travel player(s) may only pitch a total of 2 innings per game at the Biddy level and travel players in total may only represent 3 innings of any given PYL game. 4. Once a player is replaced on the mound he may not pitch again in that game. He may, however, reenter at any other positions. 5. For all pitchers, rainouts or incomplete games will count toward innings pitcher for that week or game. 6. Innings pitched by a pitcher shall be recorded as ‘innings’. 7. A pitcher cannot ‘quick pitch’. While pitching from the stretch there must be some type of deliberate stop as the ball and the glove come together. That is the pitcher must “come set” before delivering the ball home. The pitcher cannot have the ball in his throwing hand and just pick up his lead leg and throw. This will be illustrated at the coaches’ meeting for proper instruction. 8. A team may carry any amount of players determined by its sponsoring organization keeping in mind the forfeit rules. 9. There is to be no ‘cutting’ of players in any division, unless there are no enough volunteer coaches or teams are full. At that point the organizations are encouraged to reach out to the league that they have players available to send to other organizations. Likewise, organizations that are looking for players to round out teams are encouraged to reach out to the league to find players. 10. Teams are expected to bat the bench a. In the event of an injury the batter’s sport in the order will be skipped with no penalty. b. If a player is ejected from the game his turn in the order becomes an automatic out. c. If a player needs to leave the game early there is likewise no penalty. If a player is arriving late he will be entered in the lineup at the end of the order (ie there were 12 players to start the game he will move into the 13 th spot). d. If a player arrives late and the team is at the top of the order he must wait until the last better bats until he is eligible to bat. He cannot arrive and be inserted into any batting spot.

e. The coach of the team with the player arriving late or leaving early should notify the opposing coach of the situation in advance. f. If a player bats out of order, an out will be awarded to the defensive team in batting order position that was skipped.
