Parkland Youth Baseball League Midget Rules Rules For Midget Division 1. The batting order shall be the e ntire roster. (see note below for players a rriving late or leaving early) 2. No hitting devices will be a llowed to be used during the game. 3. Each team plays up to 9 players defensively for the American League but the batting order will be the e ntire game day roster. The National League is a ble to utilize 10 players defensively if they c hoose to. 4. No player may sit for more than TWO defensive innings c onsecutively, unless due to injury or disciplinary reasons. Any player sitting for disciplinary reasons will be deemed removed from the game a nd will be a n out when his turn c omes up in the batting order. The "free substitution rule" is in e ffect. 5. Seven (7) innings is a c omplete game. An official game is 4 ½ c omplete innings (4 ½ when the home team is a head). If a fter 4 ½ innings the game is not c ompleted a nd c alled for darkness or weather during the middle of the inning the game REVERTS BACK to the last c omplete inning. Whoever was winning the LAST COMPLETE INNING will be declared the winner. If the game is tied a t the c onclusion of the last c ompleted inning the game will be c onsidered a tie. 6. For the regular season, if the game remains tied a fter the a llotted innings, a n a ttempt to c omplete the game with e xtra innings should be a ttempted in the following manner: 1. One e xtra full inning of play 2. Use of International TieBreaker Rules for a ny inning a fterwards (no outs, the last out from the previous inning is put on second base, the lineup resumes from that point. When e ither team is leading a fter the home team bats, the game is over) If it is difficult to c omplete the game due to darkness or weather, a game should be c ompleted a t a later date a s stated in the c onstitution a nd in rare c ircumstances c ould e nd in a tie if both coaches a gree to that c onclusion. 7. A pitcher must be removed from pitching for the remainder of the game if a pitcher hits 3 batters in one inning. 8. Only the batter a nd the ondeck batter shall have bats a nd both shall wear protective helmets. 9. All team members not playing should remain behind the protective screen or on the bench. If a player is c oaching 1st or 3rd base he must wear a batters helmet. 10. Bunting is a llowed. Fake bunts a nd, subsequently, swinging a t the pitch is a llowed a t this level. 11. The infield fly rule is in e ffect. 12. A c ourtesy runner c an be used for the c atcher with 2 outs. That runner must be the runner who made the last out. a. Stealing of a ll bases. Stealing of home should be feet first. In the American League, players may steal a t their own risk on the pitchers first move. In the National league, players may not steal until the balls c rosses home plate (no secondary leads a llowed). b. The pitcher, under normal balk rules, may a ttempt to pick off the runners a t a ny base. Each pitcher is a llowed one (1) balk warning per game. The batter may ‘advance’ on a dropped 3rd strike by the c atcher a s per normal baseball rules. st Other than a t 1 base the runner MUST slide if a play is being made on the runner. This rules applies a t home plate if the c atcher is within the c onfines if the batter’s box a rea. If the c atcher moves up the 3rd base line beyond the batter’s box a rea the runner must a ttempt to a void c ontact by running a round the c atcher a nd staying within the base path. No runner shall leave the ground in a n a ttempt to hurdle the c atcher making a play on the runner. A 12 run rule will be used in the National league. The American league will have a 12 run rule after 4 innings a nd 10 run rule a fter 5 innings. The visiting team will be declared the winner if they have scored 12 or more runs that the home team a t the c onclusion of a n inning a fter the home team has had a t least 5 times a t bat (at the e nd of the 5th inning”). The home team will be declared the winner when they have scored 12 or more runs than the visiting team a nd the visiting team has had a t least 5 time a t bad (at or during the bottom half of the 5th inning). The NATIONAL LEAGUE will have a 5 run per inning rule. After the 5th run in the inning is scored the inning will be over. This rule does not a pply in the last inning of the game. Games c alled for darkness or foul weather (including lightening) will be rescheduled within 5 days a s a new game if 4 c omplete innings were not played before the game was c alled (4 ½ innings if the home team is a head). However, if the last c ompleted innings e nded with a team ahead by 12 or more runs, that team shall be declared the winning team, regardless of the number of innings c ompleted. The maximum bat dimensions shall not have a barrel greater than 2 5/8 inches a nd a length no greater than 33 inches. There is no weight to length differential. As of the start of the 2015 season only bats stamped USSSA BPF 1.15 or BBCOR logo will be legal. Any bat not in compliance will be removed from the game. The batter will be out using the bat when identified as illegal. A second infraction will result in a team forfeit regardless of the score.
ARTICLE II Player Eligibility 1. A player must c omply with the following c riteria a. A player may not play in the Midget Division if he turns 13 before May 1 of the c urrent year. b. It is recommended that a player should be 11 on or before May 1 in order to play. Teams The teams will be made up of players from e ach organization; e ach organization will determine how many players c onstitute a team. The Midget c onferences will be further subdivided into two leagues, the

The National a nd American league divisions will be utilized when more than 10 teams a re a vailable in the a ge bracket divisions. Participating teams shall be composed of players from a ny organization in good standing represented within the PYL. Entry into the American League division will require a tryout to determine which players a re ready for a more competitive e nvironment. The National League subdivision will be designed for a less c ompetitive a nd more developmental e nvironment than the American League. It is e xpected organizations will place players ready for a more c ompetitive e nvironment in the American League . Teams e ntering into the American or National league divisions will be determined by the following: 1) Organizations with e nough registered players to field only one team a t a given a ge bracket (in a ny league) will have c hoice a s to the National or American league. 2) Organizations with e nough players to field 1 to 4 teams will e nter a t least one (1) team into the American League subdivision based on tryout e valuations a nd the remaining teams will be placed in the National league subdivision. 3) Organizations with e nough players to field five teams or more will e nter a t least two (2) teams into the American League a nd the remaining teams will be placed into the National league. 4) IF a n organization is a ble to field more than one c ompetitive team for the American League than more than one may be e ntered. 2. Double rostering a. A player may be permitted to play on a nother team that is NOT in the league. Travel players may only play on a n American League team. No travel players may play on any national league team. However, a player playing in the Lehigh Valley Baseball League, Berks Diamond League, Connie Mack, American Legion, or a ny other travel/tournament team must be listed on the roster a s a ‘TRAVEL PLAYER’. This includes school teams when in season a nd MUST be on the final roster by the May 19 th deadline. There will be a maximum of three (3) players listed a s such per team. Travel players a re a ble to be double rostered to ONE American League team only a nd not to any National League teams. b. A listed travel player may pitch a s long a s he/she does not pitch a t the travel level. A travel player(s) may only pitch a total of 2 innings per game a t the Biddy level a nd travel players in total may only represent 3 innings of a ny given PYL game. That is, in a given game, travel players may only pitch a total of 3 innings in total for the game. For players in the LVLBL, players must play on the PYL team a ssociated with the LVL association they a re a ffiliated to. If you a re a pitcher in a nother league, you will be designated a s nonpitcher for the PYL beginning the date you throw the first pitch for the other league(s). Double rostered travel players (nonpitchers) will be a llowed to pitch
Parkland Youth Baseball League Midget Rules but a re limited to only 3 innings per week for a ny PYL team a nd travel players may represent only 3 pitched innings in total of a ny given PYL game. That is for a given game, in total, travel players may only pitch 3 innings in total for the game for a ll travel players. Each player may pitch one inning or one pitcher may throw 3 innings. The remaining 3 innings of e ach game must be performed by nontravel players. c. Double rostered players will be required to participate in 70% of PYL league games to participate in the e nd of the season playoffs. (rounding upward if needed, such a s in a 14 game season – 70% is 9.8 or 10 games needed to quality for playoffs). d. Doublerostering nontravel players inside the league is a utomatic (all younger players are rostered onto to ONE National league upper level team) provided the following conditional a re met: i. The player may play up only one a ge level a nd c annot be double rostered on two teams. ii. The player may play up only one a ge level a nd c annot be double rostered on two teams in the same division. The player will designated a s doublerostered to that time on the website.
iii. Use of lower level players may only be done to fill up to 10 players on the team that is short players. D ouble rostered players cannot play if the regular roster has 10 players already playing. iv. The player may not pitch in the upper a ge level. v. The t eam should have 70% of players be a ge a ppropriate. vi. Use of lower level players may only be done to fill up to 10 players on the team that is short players vii. players c an only be used on one upper level team, once c alled up they a re "married" to that team. e. American league players in the biddy level a re a lso a utomatically double rostered onto the midget level. f. Players must c ome from a n inhouse program within their own organization only. g. Any pitching violation of the double rostered player (traveling or playing up) will result in a forfeit of the game. PLAYOFFS The Midget division will have two separate playoff tournaments, one e ach for the American a nd National leagues respectively. The Midget National division will have a single e limination tournament to determine the regular season c hampionship. The Midget American league will have a double elimination tournament to determine a playoff c hampion. The e xact structure of the tournament will be decided by league officers a nd board members. The league officers a nd board members shall decide the number of teams, in e ach e ligible division, to participate in the playoffs. In general for the American League, it is e xpected that the top e ight (8)
Parkland Youth Baseball League Midget Rules teams in e ach c onference, plus a ll teams with a .500 or better record qualifies for the Playoffs. In the event that not a ll e ight (8) teams in a particular division have a .500 or better record, only those teams with a .500 record will be e ligible for the Playoffs a nd brackets will be filled out in a ccordance to the tiebreaker rule. If more than e ight (8) teams qualify, then a single e limination pigtail round will be held. Once the final e ight (8) teams in e ach division have been determined, a double e limination playoff tournament will be held. The Midget National division will have a single e limination tournament to determine the regular season championship a nd include a ll teams in the division regardless of record. See c omplete playoff details in the PYL c onstitution. The e xact structure of the tournament will be decided by league officers a nd board members. Article III Pitching and Participation 1. A pitcher may pitch only 9 innings per week (Monday through Sunday). One pitch thrown constitutes a n inning pitched. If a pitcher e xceed 9 innings in one week the same in which the infraction occurs shall result in a forfeit. 2. A pitcher may pitch four (4) inning maximum per game in the Midget division. If a player pitches 4 innings in a game he may not pitch the following day regardless of number of innings thrown that week. This includes c onsecutive games played on Sunday a nd Monday. Violation of any of these rules will result in a forfeit of the game in which the infraction occurred. 3. Delivery of one (1) pitch c onstitutes having pitched in one inning. If a ny inning is played in part on two c alendar days, delivery of one pitch in that inning in e ach of those c alendar days constitutes having pitched in two (2) innings. 4. In the national and American league, a pitcher must be removed from pitching for the
remainder of the game if he throws 6 walks in one game. That is, after 6 walks total, a national and American league pitcher must be removed. Also, if a pitcher hits 3 batters in one inning he must be removed from pitching for the remainder of the game for both american and national. Pitcher rest: a. If he/she pitches in less than three (3) innings in one (1) c alendar day, no rest is required. b. If he/she pitches in three (3) innings in one c alendar day, he/she must have one (1) calendar day of rest. c. If he/she pitches in four (4) or five (5) innings in one (1) c alendar day , he/she must have two (2) c alendar days of rest. d. If he/she pitches in six (6) or more innings in one (1) c alendar day, he/she must have three (3) c alendar days of rest.
Parkland Youth Baseball League Midget Rules e. Pitching on back to back days or playing a doubleheader is a llowed a s long a s the a bove rest rules a re met. That is, double headers a re a llowed a s long a s its 3 innings total for both games. In this c ase, the player would then need a day of rest the following day. Pitching less than 3 innings in total for both games of a doubleheader would not require rest the following day. f. If a pitcher pitches 4 innings in a game he c annot pitch the next game of a double header or the next day if c onsecutive games a re played. g. If a pitcher pitches on c onsecutive days he c annot pitch 3 days in a row. This includes starting a new week. You c annot pitch Saturday/Sunday a nd pitch Monday (new week) not c an you pitch a double header Sunday a nd pitch on Monday. Violation of League pitching restrictions will result in a forfeit of the game. 5. Once a player is replaced on the mound he may not pitch a gain in that game. He may, however, reenter a t a ny other positions. 6. For a ll pitchers, rainouts or incomplete games will c ount toward innings pitched for that week or game. 7. Innings pitched by a pitcher shall be recorded a s ‘innings’. 8. A pitcher c annot ‘quick pitch’. While pitching from the stretch there must be some type of deliberate movement between the ball a nd the glove. That is the pitcher must “ come set” prior to pitching the plate to the batter. The pitcher c annot have the ball a nd throwing hand in his glove a nd just pick up his lead leg a nd throw. This will be illustrated a t the c oaches’ meeting for proper instruction. 9. A team may c arry a ny a mount of players determined by its sponsoring organization keeping in mind the forfeit rules. 10. There is to be no ‘cutting’ of players in a ny division, unless there a re no e nough volunteer coaches or teams a re full. At that point the organizations a re e ncouraged to reach out to the league that they have players a vailable to send to other organizations. Likewise, organizations that a re looking for players to round out teams a re e ncouraged to reach out to the league to find players. 11. Teams a re to bat the bench a. In the e vent of a n injury the batter’s sport in the order will be skipped with no penalty. b. If a player is e jected from the game his turn in the order becomes a n a utomatic out. c. If a player needs to leave the game e arly there is likewise no penalty. If a player is arriving late he will be e ntered in the lineup a t the e nd of the order (ie there were 12 players to start the game he will move into the 13 th spot). d. If a player a rrives late a nd the team is a t the top of the order he must wait until the last better bats until he is e ligible to bat. He c annot a rrive a nd just be inserted into a ny batting spot.
