Market Update NATIONAL Australian economic conditions improved considerably over the quarter for almost all states. Unemployment either fell or remained stable for all states and territories, fueled by consistent employment growth and continued business investment. Business confidence has recovered from the marginal fall last quarter and reached fresh highs in the most recent economic polls. Overall jobs received for the quarter were close to our own historic highs. Government has been particularly strong and consistent across all levels and states. The private sector also performed well, whilst being a little more patchy in demand. Large panel clients varied between buoyant and stable while SME demand has continued to rise. Australia continues to function in three tiers, although the make up of those tiers has changed since last quarter. New South Wales remains the leading state, but ACT and particularly Victoria have moved closer to joining them on the first tier. There is little to separate the remaining states, with the exception of Western Australia which has now separated from the trailing group to lag both Queensland and South Australia on most metrics. Although all three states experienced improvement in the unemployment rate the resources sector dominates their respective performance and will most likely lag the Eastern states unless global demand returns to pre 2008 levels for key commodities. Demand for all specialisations (particularly Security) grew significantly for the quarter, apart from Executive and SAP / ERP / CRM which both remained flat. Candidate availability tightened across all groups and again Security experienced the biggest drop in availability to become our most competitive area. Most General IT categories have also seen demand rise and available supply contract, with the exception of Testers, Architects and Infrastructure where both demand has stabilised and candidate markets remained relatively stable. Overall recruitment conditions are currently easiest for Testers and Architects, whilst Project Managers and Developers remain our tightest categories.

Unemployment 4.6% (Down from 5.2% in the Winter Quarter)
NSW has continued to lead the way economically in Australia. Business investment and economic growth are well above long term averages generating a mostly positive outlook for the majority of our clients for the immediate future. Unemployment decreased markedly from last quarter and is now vying with the ACT for the lowest in the country. Hiring confidence is strong and we have experienced higher demand from our clients across most categories. The candidate market meantime contracted for a third quarter in a row. With business confidence continuing to grow and a large number of projects underway across both private and public enterprise this is likely to continue in the foreseeable future. Demand for all specialisations continues to grow with the exception of Executive which has plateaued and SAP / ERP / CRM which experienced a small reduction. Digital remains the largest specialisation and Executive the smallest, whilst Security experienced the biggest rise in new jobs and the most significant contraction in available candidates to be the most competitive market at the moment. Demand for Business Intelligence and Data professionals was also very strong. Every specialisation saw a reduction in available candidates reflecting the large drop in state unemployment across the quarter. Transformation and Digital follow closely behind Security as the most short supplied markets. In the General IT market, Project Management staff remain our most requested resource, closely followed by BA’s and Developers. This quarter also saw a large jump in new jobs for both Project Managers and Developers whilst BA’s plateaued somewhat along with Infrastructure / Dev Ops roles. Architect and Test roles experienced a slight easing in demand alongside an expanding candidate market. All other categories experienced a tightening in available candidates, with the exception of Project Management staff which was largely stable. This movement left Developers as the tightest candidate category and Testers as the easiest to fill.

Unemployment 5.7% (Down from 6.1% in the last Quarter)
Victoria leapfrogged the ACT, to become the outright second strongest economy in the country closing the gap on NSW. Momentum has largely been provided again through population growth and continued construction spending. These conditions have bouyed both business and consumer confidence. Unemployment also reduced significantly, powered by the nations’ strongest growth in new jobs. We have experienced increased demand from most clients across most categories and seen a definite shift towards permanent employment. In contrast to previous quarters, candidate pools tightened across almost all markets creating much tighter conditions than even three months ago. All specialisations experienced an increase in demand, with the exception of Executive and Transformation / Change which both remained relatively flat. Security and Digital continue as the most in demand specialisation, followed by BI / Data Analytics and SAP / ERP / CRM staff. Again, apart from Executive all available candidate pools also contracted creating much more competitive markets across the board this quarter. Security experienced the greatest reduction in available candidates leaving those roles in the most short supply. Transformation and Digital are also much tighter than previous quarters with slightly better recruitment conditions across the remaining categories. General IT has seen Project Management staff and Developers continue as the most requested resources. BA’s and Developers saw a large jump in jobs for the quarter along with smaller rises for Testers and Network Engineers. Infrastructure roles along with architects were in line with last quarter’s demand. Apart from Infrastructure / DevOps applicants, all other categories were either relatively stable or reduced in available talent pools. Developers joined Architects as the tightest candidate categories and available Project Managers also fell significantly. All other categories have larger pools with Testers and Infrastructure having the most available candidates.

Queensland is benefitting from economy leading jobs growth and consistently strong export growth (39% annual rate). Business Investment has also risen to be 13.5% higher than twelve months ago. All three have been the driving force behind state economic growth in Queensland and helped push the unemployment rate below 6% for the first time in almost four years. Overall these conditions have translated into more jobs and less available candidates across the Queensland IT market in comparison to last quarter. Business confidence, whilst remaining below decade averages, is certainly on an upswing and likely to ensure the current competitive market conditions continue well into 2018. Amongst our specialist categories, Security and BI / Data Analytics both showed increased demand, whilst other categories were either stable or not large enough to currently provide a reliable measure (Executive). Security and Transformation / Change remain the most in demand groups. The number of available candidates was down for most specialisations with the exception of Business Intelligence / Data Analytics which stabilised at last quarter levels. Security saw the largest contraction in applicants to remain the tightest candidate market by some distance. Conditions are slightly easier for Business Intelligence and Transformation / Change. All categories in the General IT market either remained flat in terms of demand or enjoyed slight rises. Project Management staff and Developers both saw gains and continue to be the state’s most requested resources. Infrastructure and Network roles also increased while new roles for BA’s, Architects and Testers were stable at last quarter levels. Similarly, all candidate markets were either stable (Developers, Testers, PM’s and Network Engineers) or contracted marginally (BA’s, Infrastructure / DevOps & Architects). Architects and Developers are the most challenging candidate markets followed by BA’s, whilst the remaining categories enjoy slightly higher levels of available talent.

Unemployment 5.9% (Down from 6.4% in the last Quarter)
The unemployment rate in Western Australia fell for a second quarter in a row to settle at 5.9%. Employment growth has reached a five year high and is continuing to drive the job market. Most other economic indicators lag the other Australian states but importantly have seen improvements this quarter. Business investment is at the highest level for two years, a further sign that business confidence is returning, albeit slowly. Signs are certainly appearing in our IT markets to support this with demand for personnel up for the most part and the number of available candidates contracting in most categories. We are cautiously optimistic about the improved conditions continuing into 2018. Apart from Digital and Executive, where we have not had enough roles through to provide reliable trends, all other specialisations showed increased demand from a wide cross section of our client base for the quarter. SAP / ERP / CRM & Security continue to be the most in demand specialisations, followed by BI / Data Analytics and Transformation / Change. Specialist candidates remain in relatively short supply, with security professionals at the top of the list. Transformation and BI / Data candidates were stable at last quarter levels and SAP / ERP / CRM continue to be the market with the most available candidates. The General IT market was mostly positive with all categories experiencing either a lift in demand or maintaining last quarters position. Project Managers, Developers and Testers all rose, with the first two firmly positioned as our most requested skill set. BA’s are also in high demand, whilst there are less positions for Architects and Network engineers. In contrast to last quarter the supply of candidates fell for most categories, with the exception of Architects, which increased slightly, and Testers, which remained flat. Despite the small rise in available candidates, Architects remain the smallest pool to draw from followed by Developers & BA / Systems Analysts.

Unemployment 5.8% (Down from 7.3% in the last Quarter)
South Australia performed strongly in the last quarter and recorded the largest fall in unemployment across the country to now sit at 5.8%. Business investment is up 11.9% on a year ago and is at the highest level for more than two years. Although currently still not as strong as the Eastern states the gap is closing and the improving conditions has seen South Australia record the largest year on year wage increase at 2.1%. Competition for IT personnel continues to rise on the back of more roles received from both public and private enterprise and another drop in available resources to fill them. Our Specialisations are reflecting increased business confidence and are underpinned by Digital / Digital Transformation and other change projects. Security and Executive roles both increased (from very small bases) but are still not large enough to provide a reliable trend. Digital and Transformation remained flat on last quarter, with all other specialisations experiencing an increase in requested roles. All candidate markets again tightened markedly without exception. The tightest to source is now Digital, closely followed by Transformation / Change with little to separate SAP / ERP / CRM and BI / Data Analytics. General IT markets were also up in terms of new jobs received, with the exception of Infrastructure, Architects and Testers which were all stable from last quarter. Project Managers along with BA / Systems Analysts are our most requested roles followed closely by developers. The number of available candidates fell for all categories apart from Network Engineers which remained flat. Developers and Architects are the most candidate short markets presently, although all markets are considerably tighter for supply than six months ago. Slightly easier conditions remain with Infrastructure and Project Management.

Unemployment 3.7% (Stable at 3.7% from the last quarter)
Although the ACT unemployment rate was the only state or territory not to fall for the quarter, it held stable and remains the lowest in the country. The second highest rate of population growth in the country (behind Victoria) is driving economic growth which is currently 24.7% higher than decade averages. Both Government and private client demand have increased, particularly across our specialist categories. The candidate market shortened further in supply, again most markedly amongst our specialisations. Increasing demand and falling supply ensure we continue to sit firmly in a candidates market for the foreseeable future. In terms of specialisations Security rose considerably in total roles for the quarter to join Digital and SAP / ERM / CRM as the most requested resource currently. Apart from Digital, which remained flat, and Executive, which has not seen enough activity to produce a reliable result, all specialisations recorded a rise in demand. Available candidates fell across most specialty pools with the exception of Transformation / Change which remained flat. Security tightened further and continues to be the market with overall the least applicants to draw from. All categories remain tight for talent but conditions are slightly less challenging in Transformation and SAP / ERP / CRM. In the General IT market, BA / Systems Analysts are the most requested resource followed by Developers and Testers. All three increased again this quarter while all other categories remained flat. Developers and Testers both increased again in available candidates during this period. Available supply of Project Managers and Architects were in line with last quarter while the remaining categories all tightened further. Testers were again largest candidate pool by some distance and Architects remain the tightest candidate category followed by BA’s and Developers.
