Ascertain from the Kiwanis Board of Directors how much scholarship Money is available for the coming year.
January
Initial meeting with Scholarship Committee
February
Call the High School Counselors for Port Townsend High School, Chimacum High School and Quilcene High School, if it is decided that each of those schools will get at least one scholarship.
March-April Get the scholarship applications from the participating schools. Arrange that every committee member gets the scholarship applications to read and score. Meet with the Scholarship Committee to award the scholarships to each school. May
Contact each school to let them know who the scholarship recipients are. Make arrangements to present the scholarships at each school’s awards ceremony. The Club President usually does the presentations. Mail each scholarship recipient a packet outlining what they need to do in order to receive their scholarship monies. Give a list of scholarship recipients and scholarship amounts to the Club Treasurer.

AUGUST Contact the Kiwanis Board when they are putting together the budget for the coming Kiwanis Year, which typically happens in August or September prior to the year starting, which is from October 1 thru September 30. The board has typically authorizes $5,000 for the coming year, but always push for extra funds to expand the number of scholarships. We usually award $1,000 scholarships. For 2012 we only have $4,000 to award. There has been a Presidential Freedom Scholarship (PFS). The PFS is usually applied for online, by the recipient that we choose. The PFS does a $500 matching scholarship. They award $500 and Kiwanis matches it with an additional $500. It helps us reach more students that way. Go to http://www.learnandserve.gov/about/programs/pfs.asp to get the latest updates to the scholarship. We usually give 2 PFS scholarships to a school. The Feds will match 2 scholarships to each high school we choose to work with. The only requirement the PFS has is 100 volunteer hours by the application during the school year. As of 2008 there is no scholarship money available. Continue to check It was last checked on 2-1-2012 and is still not awarding scholarships. There are several Port Townsend Kiwanis Scholarships awarded. A typical year would see the committee award $5,000 in scholarships. We might award two $1,000 scholarship based on academics to Port Townsend, one $1,000 academic scholarship to Chimacum, and 2 PFS scholarships each to Port Townsend and Chimacum. That would total $5,000. You can see what we have awarded in the past by looking at the “Kiwanis Scholarship Recipients” section of this manual. When the scholarship is for “academics”, that it what it is for. When the scholarship is for “volunteer”, that is for the PFS scholarship. The list of recipients goes back to 2001. JANUARY Have your initial committee meeting. At this meeting you will decide how the available funds will be awarded. Will you award a Bob Harper Scholarship, a Dr H. Kennith Carter Scholarship, academic scholarships, volunteer scholarships, or any other scholarship that you might find funds for. The Carter Family awards the Ken Carter Scholarship, through Kiwanis, and are responsible for the funds. Prior to this meeting make sure the Presidential Freedom Scholarship is still available, what the requirements are, how many are available for each school, etc. You can do this by accessing their website at http://www.learnandserve.gov/about/programs/pfs.asp. As of 2-1-2012 the Presidential Freedom Scholarship is not available. You will also decide among the committee members if there needs to be any changes to the criteria used to award each scholarship. For example, the Academic scholarship for Port Townsend and Chimacum have used a minimum grade point average and minimum SAT score to be eligible for the scholarship. You can see those requirements in the Appendix section of this manual. In the past we have used a minimum GPA of 3.30 and a minimum SAT score of 1275 to be eligible. We have also had a requirement of 4 years attendance at the school in order to qualify.

FEBRUARY Call the Port Townsend High School Councilor’s office at 379-4523 to find out when the Scholarship applications will be available for at least 2 consecutive weeks. In the past Marcus Sather and Jennifer Stankus have been our contact. Each Port Townsend scholarship applicant completes 2 sets of applications and they are passed around the community for ALL the service clubs to view. They will probably be available in March or April. Call the Chimacum High School Councilor’s office at 732-4481 ex. 1, ex. 5 and talk with The councilor to find out when the scholarship applications will be available. Chimacum handles their scholarship applications differently than Port Townsend. Chimacum requires each applicant to make a complete application for each scholarship they want to apply for, so we don’t have a time limit on how long we can keep the applications. They are ours to keep. Quilcene High School contact person is Shea Harrington at 765-3363 ex. 252.

MARCH-APRIL Update the “Kiwanis Scholarship Judging” Instructions form (see Appendix). You will need to change the date to the current year, change the body of the instructions to the correct year, update the judge’s names and their pertinent information, and make any changes to the judging instructions that might have been decided upon by prior meeting. Let the committee members know as soon as you do, when you will be able to get the scholarship applications from the schools. When you get the applications from each school, go through each application to weed out those applicants that do not qualify by our minimum standards. The minimum requirements are in the Appendix section of this manual. Update the Scholarship Score Sheet for each school, putting in the name of each student, input The scores for the GPA and SAT, and include the 5 points if the student is a Key Club member Or the child of a Kiwanian. Give the eligible applications to a committee member, along with the judging instructions, guidelines, and score sheet (see Appendix). When that committee member finishes with the applications for a particular school, they are to pass them on to another committee member, and so on, until all committee members have seen and graded the scholarships for all the schools. A committee member should not need more that one day to read and grade the applications of a particular school. When all the scholarships have been graded by each committee member, set your last full committee meeting. It should be shortly after completion of the scoring so the reasoning for the scores are still fresh in each committee members mind. This meeting may last 30 minutes if everyone is in agreement as to the winners, or it could take a couple of hours is there is strong disagreement.

MAY Contact the counseling department at each school to let them know who the scholarship recipients are. Also find out when the awards presentations are and make arrangements to present them. The club president usually does the presentation, but not always. Send a letter to each winner (see Appendix for sample letters, depending on which scholarship that person won) congratulating them on their selection. Include in the letter what they need to do in order to get their money. There is a form in the Appendix section of this manual that tells the student how to get their funds if it is an academic award. Before sending out the letters to the winners of the Presidential Freedom Scholarship, double check with PFS to make sure you give the winners the correct information, as the procedure for notifying PFS seems to change every year. Pay particular attention to the deadline for entry. It has been as late as August and as early as June. Most recently the deadline was June 30, and the student had to apply themselves. I would print out the application and enclose it in the letter to the winner and include the Kiwanis information the student will need to complete the application. Give a list of recipients to the club treasures with the amounts the club will be giving each student. Remember, some scholarships are split between the club and PFS. We ALWAYS send the money to the school. We seldom, if ever, make the check directly to the student. In one instance the check was made to the student’s parents because the student got another scholarship that was reduced by any amount he got from another scholarship, and we wanted to keep our scholarship quiet in that case. If a student is awarded a scholarship in June of this year and decides not to take the award Immediately, he/she must authorize payment to a school by the start of Fall Semester the Following year, or forfeit their scholarship.

Kiwanis Scholarship Judging 2012 Instructions Thank you for agreeing to help with judging of the Kiwanis Scholarships for 2010. You will be selecting scholarship recipients from both Port Townsend and Chimacum high schools, and possibly Quilcene. We will be giving Chimacum High School a merit based scholarship and 1 or 2 Presidents Scholarships, depending on if Quilcene ever responds to our request. Port Townsend High School students will receive a merit based scholarship, and 2 Presidents Scholarships based on volunteer hours worked during the student’s senior year. The first to be awarded will be the merit based scholarships. Enclosed in your packet are the score sheets for both Port Townsend and Chimacum. I culled the applications down to the students who qualified based on GPA and SAT requirements. Those students are listed along with the point totals they earned based on their GPA and SAT scores (the tables for both are included for your benefit). You will be scoring the students based on what is in their scholarship packet, and what you know about the student personally. If you look at the score sheet you will note that there are between 1 and 20 points available based on their work experience, community service, extra curricular experience, and overall impression. Please score all the students, total your score, and then pass along the scholarship booklets to the other judges. Please keep your score sheets until the final meeting. We have until April 20 to get the Port Townsend applications back to the high school, so we need to stay on task. When all the scholarships have been judged we will meet at Marilou’s house to do the final selection, so please try to finish your judging within a couple of days of getting the packets. I am shooting for May 1st for that meeting.

Ashley Hobson 141 Quimper Lane Port Hadlock, WA 98339 Dear Ashley; I am writing to congratulate you on being chosen to receive the Presidential Freedom Scholarship. The Presidential Freedom Scholarship is a matching scholarship awarded by the federal government. Their requirement is that the recipient has done at least 100 hours of community service during the past 12 months, and have a local organization cosponsor you by matching the federal government’s $500 donation. The Port Townsend Kiwanis Club is the co-sponsoring organization. You are required to apply online at www.learnandserve.gov/about/programs/pfs.asp. The government will take their time in responding to your online request and it may take several months in order to receive your funds. The Port Townsend Kiwanis Club will have their matching $500 to your college in time for fall quarter 2006 assuming you complete the enclosed Recipient Form in a timely manner.
