Introduction Monmouthshire County Council is seeking expressions of interest to develop a site of approximately 1.03 hectares (2.55 acres) for mixed use purposes.

Location

The Council require an area to be allocated within the site to accommodate up to 5 coach parking spaces with associated turning requirements. The developer would be bound to agree the location of the spaces with the Council, prior to the submission of a Planning Application.

Monmouth is served by the a40 which provides direct access to Ross–on–Wye and the M50. Abergavenny lies approximately 24km (15.2 miles) to the west. Newport, where the 2010 Ryder Cup is to be held, is located approximately 39km (24.4 miles) due south west.

In accordance with the adopted Monmouthshire Unitary Development Plan (June 2006) and Local Development Plan documents (2007) the Council is seeking to deliver a high quality development scheme which acknowledges the prominence and profile of the site, a key gateway to and from the Town.

The Town has an urban population of approximately 8,500 and a county population of approximately 84,900.

Basis of Disposal

The site is situated near the southern boundary of Monmouth, approximately 420 metres south east of the town’s central shopping area. The site is bounded to the east by the A40 and the north, west and south by the B4293, Cinder Hill Street and Portal Road.

Planning Statement Offers are sought on the basis of hotel (Use Class C1) and / or business use (B1 Offices).

Monmouthshire County Council is offering a 999 year long leasehold interest in the site as a single lot with vacant possession. The Council intend to retain ownership of the land identified for the aforementioned coach parking spaces.

Method of Sale The long leasehold interest will be offered for sale by way of an informal tender process with parties requested to submit an initial expression of interest. Short listed parties will then receive a technical information pack and will be asked to submit detailed design and financial bids. The closing date for offers is stated in the covering letter. The vendor does not undertake to accept the highest or any offer received.
