The Federal Highways Administration (FHWA) has recognized the safety benefits of Rectangular Rapid Flashing Beacons and highly recommends them at uncontrolled intersections to alert drivers about pedestrian crossings. These devices are pedestrian activated and utilize a “shutter flash” which is an irregular flash pattern similar to the flash patter of emergency vehicles. FHWA has found that two beacon systems increase vehicle yielding from 18% to 81% with little to no decrease in yielding a year after installation.

Broadway Crosswalks Improvement Project
The Broadway Crosswalks project, will install two RRFB’s per crosswalk. The RRFB’s will be pedestrian activated and the two units will be solar powered and communicate wirelessly.

FUNDING This project competed for and was awarded funding through the Federal Highway Safety Improvement Program (HSIP). Additionally the El Dorado County Transportation Commission and the El Dorado County Transit Authority contributed funding for bike lane improvements and the new bus stop.

P RO J E C T F E AT U R E S • Install 3 Rectangular Rapid Flashing Beacons (RRFB) at the following 3 locations: •Carson Rd. and Broadway •Blairs Ln. and Broadway •At the Tractor Supply mid block crosswalk •(The two remaining midblock crosswalks will be removed) • Replace 10 ADA ramps to meet current ADA standards • Restripe the crosswalks throughout the corridor with highly reflective paint • Replace pedestrian related signage with highly reflective signs • Add bike lane identification with bike lane striping where possible, or Share-the-Road Sharrows when the road is too narrow for a bike lane • Construct a new bus stop with a shelter along the frontage of 1360 Broadway (Tractor Supply Store)
