Proposed NCAA Legislation Highlights There are over 100 proposals in the current legislative cycle. Below are highlights from just a few of the proposals. Contact the Compliance Office if you have any questions. 2016-120 Time Demands Expectations Intent: During a prospective student-athlete's official visit, an institution shall provide the prospective student-athlete with written notice of time demands expectations related to being a student athlete generally and time demands expectations specific to the sport or sports for which the prospective student-athlete is being recruited by the institution.

2016-124 Definition of Required Activities Intent: Required athletically related activities include any activities, including those that are countable in the daily and weekly limitations, that are required of a st udent athlete. Such activities include, but are not limited to, the following:  Compliance meetings;  Organized team promotional activities;  Recruiting activities, including student-host duties;  Media activities;  Fundraising events;  Community service events;  Team-building activities; and  Travel to and from awayfrom-home competition. 2016-45 Unofficial Visit OffCampus Contact Intent: Permit in-person, off-

campus contact between an institutional staff member and a prospective student-athlete or an enrolled student-athlete (or other student) and a prospective student-athlete to occur during an unofficial visit at a noninstitutional facility within one mile of campus boundaries. 2016-55 NLI Dead Periods Intent: The dead periods surrounding the initial signing dates of the National Letter of Intent (Monday through Thursday) shall apply only to prospective student-athletes who are eligible to sign a National Letter of Intent; further, to specify that for all other prospective student -athletes, the days surrounding the initial signing dates of the National Letter of Intent (Monday through Thursday) shall be quiet periods. 2016-67 Graduate Student Eligibility Intent: To maintain eligibility, a graduate student-athlete must successfully complete a minimum of six semester or quarter hours of academic credit from course work that meets graduate program requirements during each regular academic term in which he or she is enrolled full time as a graduate student; further, to specify that a graduate student-athlete or a postbaccalaureate student-athlete who is enrolled in a specific degree program must earn six hours of academic credit applicable toward his or her designated degree program. 2016-76 Summer Scholarships Intent: Reduce, from six to

three, the number of credit hours in which a prospective student-athlete is required to enroll in order to receive athletically related financial aid to attend an institution's summer term prior to the prospective student's initial, full-time enrollment at the certifying institution. 2016-31 Official Visit Calls Intent: Permit a noncoaching staff member or coach who does not count toward the numerical limitations on head and assistant coaches to make unlimited telephone calls to a prospective student-athlete during the five days immediately preceding the prospective student-athlete's official visit. 2016-32 Unofficial Visit Communication Intent: An athletics department staff member may make telephone calls and send electronic correspondence to a prospective student-athlete or those individuals accompanying the prospective student-athlete beginning the day immediately preceding the prospective student-athlete's unofficial visit until the conclusion of the visit. 2016-33 Evaluations Intent: Evaluations that occur September 1 through May 31 shall count against the permissible number of recruiting opportunities (except for evaluations that occur on the same day as a permissible contact) and that evaluations that occur June 1 through August 31 shall not count.

Proposed NCAA Legislation Highlights (continued) 2016-51 Campus Tours Intent: An institution's athletics department may arrange and/or conduct a campus tour during the institution's camp or clinic, provided the format of the tour has been approved by an institutional authority outside the athletics department (e.g., admissions office). 2016-48 On-Campus Evals. Intent: In sports other than football, to permit an institution to conduct an on-campus evaluation of a prospective studentathlete, as specified.

2016-28 On-Campus Contact with Former SAs Intent: Permit on-campus contact between a former studentathlete and a PSA and his or her relatives (traditional or nontraditional) or legal guardians. 2016-66 Minor Hours Intent: Credit hours earned or accepted toward a minor may be used to satisfy credit-hour requirements after the first two years of enrollment, provided the minor is officially designated (pursuant to institutional policy) by the student-athlete by the

beginning of the applicable term; further, to specify that credit hours earned or accepted toward an undergraduate certificate program may be used to satisfy credit-hour requirements after the first two years of enrollment, provided the program requires a minimum of nine credit hours to complete, is only available to regular, degreeseeking undergraduate students and student-athlete officially des ign at es th e p ro gr am (pursuant to institutional policy) by the beginning of the applicable term.

Autonomy Proposals Highlights 2016-131 Away Competition Meals Intent: On each day associated with an away-from-home competition (from the time the team is required to report on call for team travel until the team returns to campus) an institution may choose to provide studentathletes with regular meals (or allowances) or meals at the institution's discretion. 2016-133 Entertainment Intent: Permit an institution, conference or the NCAA to provide reasonable entertainment to student-athletes at any time. 2016-135 8-Hour Period

CARA Prohibition Intent: Required athletically related activities other than competition (and associated activities) shall be prohibited during a continuous eight-hour period between 9 p.m. and 6 a.m.; further, to specify that required athletically related activities shall be prohibited during an eight-hour period after release following a home contest that concludes after 9 p.m. (with an exception for travel) and upon return to campus from away-from-home competition after 9 p.m. 2016-136 Off Days Intent: Required athletically related activities shall be prohib-

ited for a seven-day period beginning the day after a student-athlete's or a team's last contest of the championship segment; further, to specify that an institution shall provide a student-athlete with 14 additional days off during or outside the playing and practice season during the regular academic year when classes are in session. 2016-138 Preseason & Vacation Period Off Day Intent: An institution shall provide student-athletes with one day off per week during a preseason practice period and during a vacation period when classes are not in session.

Make sure your Countable Athletically Related Activity (CARA) logs (practice logs) are up-to-date in JumpForward through November. Be sure to inform the Compliance Office of any updates to your NCAA Eligibility Center Institutional Request List (IRL) and your Declaration of Coaches and Staff Form. Also, make sure to get any new

recruiting and scouting services you would like to use approved by the Compliance Office prior to using them. Finally, fall sport coaches should notify the Compliance Office of any potential medical hardship waiver candidates. Remember: Always ASK Before You ACT!
