Red Land Little League 2016 Minor AA League Rules OFFICIAL LITTLE LEAGUE BASEBALL REGULATIONS SHALL GOVERN PLAY WITH THE FOLLOWING MODIFICATIONS: SECTION 1: Formation of Teams a) Pool of players shall consist of any player designated from Minor AAA Draft, 9/10 yr olds provided by Player Agent, and 8 yr olds that attended 8 yr old Evaluation Process and deemed proficient to attend a Minor AA tryout. 8 yr olds must attend Minor AA tryout process to be eligible for division. b) A Tryout for evaluation purposes to include the Pool, with the exception of approved Manager’s sons/daughters, will be scheduled; players will be contacted with tryout date/time information. Tryouts will be coordinated by Division Coordinator and Player Agent. c) Tryout will evaluate player proficiency in fielding, throwing, batting and running skills. d) Managers will be required to attend a Draft shortly after the Tryout; in the event an approved manager is unable to attend the draft, the Player Agent and Division Coordinator will select his team through the draft process. All draft proceedings, including player draft positions and trades, shall be “confidential” and all attending Managers are to respect all draft rules. e) Managers to pick draft order by picking number out of hat and draft proceeds from low number to high number and alternates every other round (ex. 8 teams in Draft and Manager picks #2 position so his Draft picks will be #2, # 15, #18, #31, #34, etc.); Children of Manager’s will be slotted in round #5 and siblings must be picked in consecutive rounds unless deemed a safety risk and dropped to Minor A Division. f) There will be 12 players assigned to every team and if a team during the year losses a player, he must contact Division Coordinator immediately to secure a replacement if available thought Minor A or the League Waiting List furnished by the Player Agent g) At the conclusion of the draft there will be time allotted for trading of players. At the end of set period, all teams are finalized and no other player transactions may take place. h) No 10 yr old will be assigned to the Minor A level. 9 yr old undrafted players or players requested by Parents to play in Minor A will be assigned to that Division by the Player Agent. SECTION 2: Game Rules a) Players in batting cage must have helmet b) Catchers in bullpen must be properly equipped including cup c) Bench players warming up outfielders prior to the start of a game or between innings must have a helmet on d) Umpire(s) are responsible for checking safety of all equipment prior to game e) Maximum of 3 adults in dugout during game; if scorekeeper other then Coach is used, he/she may not be in dugout if exceed requirements

No eating in dugouts Manager’s are responsible for enforcing the league “No Smoking “ policy on school properties Players may only leave the dugout for restroom visits; Manager approval is required Gates should to be closed at all times during game On-deck batters may not pick up or swing a bat until it is his/her turn as batter First batter of each inning should not enter field of play until called for by the umpire 9 players are required to start, continue, and finish all games Judgment calls including balls and strikes may not be questioned; baiting or constantly commenting on umpire calls will not be tolerated and will be reviewed by league officials for disciplinary actions to include suspension, managers must be in control of their assistants and fans in respect to judgment calls to avoid disrespect to umpires and the opposition When questioning rules, a timeout must be taken and discussed professionally with the umpire; know the LL Rulebook All players must be in the batting order; exception is an injured player where it is agreed upon that he can sit in the dugout but will not be participating on the game Players must play a minimum of 4 defensive innings and managers are strongly encouraged to rotate players into different positions during game; this is an INSTRUCTIONAL LEAGUE! Coaches may warm up pitchers Stealing bases is permitted in accordance with official Little League Rules. No stealing of HOME PLATE will be allowed . No head first slides except when going back to a base. 3-run limit per inning; 5-run limit in the 6th inning. No extra innings will be played. If a game is tie after 6 complete innings, the game is a tie. There will be NO infield fly rule in any regular season games. Pitching Rules per LL Guidelines in “Section 3” below. No 10-run rule. Games on Saturday that have another game immediately following, will be limited to 2-hours. No new inning will start later than one hour forty-five minutes after the game start time. If an inning is started and not completed due to the time restriction, the official score will be recorded as that of the last complete inning. ALL pitches thrown will count toward a pitchers pitch count, even for incomplete innings. Players may not advance on a catchers overthrow.

SECTION 3: Pitching Rules a) Pitchers will be on a pitch count with the maximum pitches allowed per day: a. 85 pitches for 11-12 year olds b. 75 pitches for 9-10 year olds c. 50 for 8 year olds. b) The following rest requirements are in effect (Little League Option #1): a. if a player pitches 66-85 or more pitches in a day, three (4) calendar days of rest and a game (see note below) must be observed

b. if a player pitches 51-65 pitches in a day, two (3) calendar days of rest and a game (see note below) must be observed c. if a player pitches 35-50 pitches in a day, two (2) calendar days of rest and a game (see note below) must be observed d. if a player pitches 21-35 pitches in a day, one (1) calendar day of rest must be observed e. if a player pitches 1-20 pitches a day, no (0) calendar day of rest must be observed f. NOTE: A player may not pitch in consecutive games. Exception – League Age 16 and under – A player may pitch in consecutive games if 40 or less pitches were delivered in the previous game. If a pitcher reaches the pitch limit while facing a batter they may continue to pitch until any one of the following conditions occurs: 1. That batter reaches base, 2. That batter is put out, 3. The third out is made to complete the half-inning. A pitcher who delivers 41 or more pitches in a game cannot play the position of catcher for the remainder of that day, Every pitch thrown to a batter shall be considered a pitch unless the umpire calls time out prior to the pitch crossing home plate. Each team’s scorekeeper to count both team’s pitches and the defensive team must report to the umpire when a pitcher has delivered his/her maximum amount of pitches; it is recommended that respective scorekeepers verify periodically throughout the course of the game (every ½ inning) the pitch counts. Pitching logs must be in the possession of the respective managers prior to the start of the game for the opposing manager to review. At the conclusion of the game respective managers must sign off on opposing teams pitching log as verification; Division Coordinator will be checking logs for compliance.

Section 4: Team Responsibilities HOME a) Prepare field prior to game: drag, line, walk field to observe any unsafe conditions and repair prior to start of game b) Furnish 2 new baseballs and 1 ball in good condition to Umpire c) Secure Umpire fees from Concession Stand and present to Umpire d) Warm up on field till 35 min. before game time e) Use Batting Cage (may have to share if game on Senior Field) 35-10 min. before start of game f) Drag field, fix mound, return bases to sheds at conclusion of game g) Lock up all areas needing secured before leaving Complex h) Call in or email score to Division Coordinator VISITOR a) Turn on breakers, hook up transmitters and have scoreboard manned with competent individual prior to game; return to storage area and turn off breakers at conclusion of game

b) Use Batting Cages (may have to share if game on Senior Field) till 35 min. prior to game time. c) Warm up on field 35-10 min. prior to game time d) At conclusion of game empty all trash cans (even if not full) and sweep out dugouts Division playing rules approved by RLLL Board on 12/02/2013.
