The City of Vernon is the largest municipality in the Regional District of North Okanagan, accounting for nearly 47% of the Regional District’s population in 2006.

Note - the amount of land being farmed in the Regional District in 2001 and 2006 was larger (by nearly 7,000 ha.) than the amount of land currently designated in the ALR. While it is possible that some land being farmed within the Regional District is not located in the ALR, a more probable explanation is that the land in question is subject to Statistics Canada’s “Headquarters Rule”. Because agricultural operations are often composed of numerous parcels of land in a number of locations, the “headquarters rule” assigns all data collected for the agricultral operation to the area where the farm headquarters is located. Over time, the census definition of “farm” or “farm operation” has changed. An explanation of these changes can be found at: http://www.statcan.ca/english/freepub/95-629-XIE/2007000/terms.htm#farm. In 2006, an “agricultural operation” was defined as a farm, ranch or other agricultural operation producing agricultural products for sale or the intention of sale in the past 12 months. The significant increase in 2001 and 2006 in the amount of land devoted to unmanaged pasture in the above Table and Graph 3 is most likely explained by the application of Statistics Canada’s “headquarters rule” as explained in footnote #4 on page 5. If this is the case, it can be anticipated that the actual amount of land being farmed in North Okanagan in 2001 and 2006 may be as much as 10,000 hectares less - accounted for in large part by unmanaged pasture outside the Regional District but being part of farm operations headquartered in North Okanagan. 9

While most fruits, berries and nuts in the Regional District of North Okanagan are accommodated on only a relatively small amount of the Regional District’s farmland base, apples accounted for 75% of all land planted to fruits, berries and nuts in 2006.
