Board Chair Fles declared a quorum present and called the meeting to order at 7:05 PM.

REVIEW AND APPROVAL OF AGENDA /MINUTES

VOTED: 8,650 – 0

Motion by Director Chadwick to approve the agenda as amended, seconded by Director Couture. Motion carried.

Motion by Director Boudway to approve the minutes of the September 1, 2016 Regular Board Meeting, September 22, 2016 Special School Board Meeting, September 22, 2016 School Board Workshop, and September 26, 2016 Special School Board Meeting, seconded by Director Dovinsky. Motion carried.

V.

COMMITTEE REPORTS A. Curriculum Committee – At its September 13th meeting, the Committee discussed with GAHS Principal, Chad Kempton, various topics including:    

Maine proficiency based diploma law GAHS Social Worker position Weighted grade policy for band students Building Goals - GAHS

B. Dropout Prevention Committee – No Meeting. C. Educational Plan Committee – No Meeting. D. Finance Committee – At its September 27th meeting, the Committee discussed the District’s Fuel Depot Agreement with the City of Gardiner. The Committee discussed the Department of Education’s announcement regarding the New Major Capital School Construction Application Cycle. After discussion, the Committee agreed to submit school construction applications for TC Hamlin School and Pittston Consolidated School. It was shared with the Committee the District has entered into an agreement for the purchase of 38,000 gallons of propane at $0.9850 per gallon with Fieldings Oil & Propane. It was stated the District paid a rate of $.9950 per gallon the previous year. The Committee also reviewed and discussed with GAHS Principal, Chad Kempton, his proposal for the reconfiguration of Class Advisors at the High School. After its discussion, the Committee voted to send the Class Advisor Proposal to the School Board for consideration.

VOTED: Director Boudway motioned to approve the GAHS Class Advisor Proposal, as presented, seconded by 7,501 – 0 – 1 Director Cone. Director Couture abstained from the vote. Motion carried. E. Negotiations Committee F. Policy Committee – At its September 1st meeting, the Committee discussed whether modifications to Policy KF, Community Use of Facilities and Grounds, are warranted. After discussion, the Committee requested additional information for its next meeting. G. Relations by Objective Committee – No Meeting H. Gardiner Area High School Student Representative Report – No Report I.

NEW BUSINESS A. GARDINER AREA HIGH SCHOOL ACADEMIC DATA ANALYSIS UPDATE Chad Kempton, GAHS Principal, shared with the Board student data for the 2015 – 2016 school year. Mr. Kempton addressed questions as he reviewed the information. B. APPROVAL OF THE 2016 – 2017 EMERGENCY PLAN

VOTED: 8,650 – 0

Motion by Director Dovinsky to approve the 2016 – 2017 Emergency Plan, seconded by Director Couture. Motion carried.

C. APPOINTMENT OF THE ATTENDANCE OFFICERS – BUILDING PRINCIPALS VOTED: 8,650 – 0

Motion by Director Avery to accept the nomination of the building principals as the School Attendance Officer for their respective schools, seconded by Director Couture. Motion carried.

A. BOARD CHAIR REPORT 

43rd Annual MSMA Fall Conference – October 27 – 28, 2016



Local Delegate to MSBA Annual Delegate Assembly The Board discussed nominating a member for the MSBA Annual Delegate Assembly. Director Couture agreed to serve as the District’s Delegate.

B. SUPERINTENDENT REPORT 

XI.

Harvest Lunch – School Nutrition Locally grown foods are being served to students as part of the District’s School Nutrition Program.

EXECUTIVE SESSION

VOTED: 8,650 – 0

Motion by Director Dovinsky to go into executive session at 7:52 p.m. to discuss the Education Technician / Administrative Assistant Association Agreement pursuant to 1 M.R.S.A. § 405(6)(D), seconded by Director Avery. The Board reconvened at 7:59 p.m. Motion carried.

The Meeting adjourned at 8:00 p.m.
