Location Situated on the shores of Morecambe Bay, Middleton Towers is situated approximately 1km to the south of Heysham and 6km to the south of Morecambe. The port at Heysham has regular ferry services to both the Isle of Man and Ireland, whilst it’s close neighbour, Morecambe, provides a wider range of shops and services, a pleasant promenade and notable buildings and landmarks including the recently refurbished Midland Hotel. The development is situated off Carr Lane, Middleton in a secluded coastal position. Travel distance to Lancaster is 8 miles, Junction 34 of the M6 is 9 miles, Morecambe railway station with services to Lancaster (mainline), Leeds and Preston is 5 miles away. The Lake District National Park is 30 miles to the north.
Planning - Implemented Consent The pertinent planning applications are as follows. Outline planning permission (ref: 00/00156/OUT) for the retirement village, comprising of dwellings, other residential accommodation, retail, leisure, recreation and ancillary administration facilities, new access and circulation, landscaping and other associated works was approved following a call in inquiry on 15 February 2002. Reserved matters were approved by the Council on 17 October 2005 (ref: 05/00740/REM) and subsequently amended in August 2007 (ref: 07/00799/ FUL). This has been implemented and parts of the retirement village have now been constructed.
Planning – Additional Consents Full planning permission was granted on 15 March 2010 (ref: 09/01188/FUL) for the ‘erection of 33 no. dwellings with associated external works’ on land at Badger Wood, which forms a part of the wider site. This sought to re-plan that part of the scheme known as ‘Badger Wood’ and resulted in a reduction of residential units from 57 flats to 33 houses on that part of the site. This consent has been approved for renewal under ref: 13/00265/RENU on 15 May 2014.

The Existing Agreements Planning permission (ref: 00/00156/OUT) is subject to a S.106 agreement between Lancaster City Council and The Glory Hole Limited dated 17 October 2001, as varied by a deed of variation dated 6 September 2005. Copies will be made available upon request. The Agreement contains the following obligations: 1. Scale of Development No more than 650 units will be constructed on the site (including the residential care home) of which no less than 20% of the total number of units shall be “car free” design. 2. Affordable Housing Requires 10% of the dwellings constructed on site to be affordable and provides detailed requirements for the transfer of the affordable housing to an RSL and defines those qualifying for the affordable dwellings. 3. Occupation of Dwellings Restricts the occupancy of the dwellings to a household whose head of the house is not less than 55 years of age without the prior consent in writing from the LPA. There is an application pending to remove this restriction. 4. Phasing of the Development The development shall be carried out either in single continuous phase or in three separate phases namely: • Phase 1 – not more than 208 dwelling units including 10% affordable dwelling units, a reception / administration facility, a leisure and health club / clubhouse. • Phase 2 – not more than 223 dwelling units including 10% affordable dwelling units, the residential care home, ancillary retail facilities, a guest house and a library within the existing listed building. • Phase 3 – the remaining dwelling units including the remaining affordable dwelling units. Please note that phases 2 and 3 relate to land outside of the subject property.
5. Use of On-Site Facilities by the Wider Community Limits the use of the on-site leisure facilities for use by residents of the site or the Parish of Middleton who are aged 60 or over or registered disabled under the National Assistance Act 1949. 6. Provision of a Bus Service • Requires the owner to operate a minibus service, subject to several specific operational requirements, for a period of 5 years from the occupation of the first dwelling. 7. Green Transport Plan Requires the submission of and adherence to a green travel plan, including measures such as a car washing scheme, cycle storage facilities, shower facilities and the display of public transport information together with a mechanism for periodic review.
