Below is an update pertaining to some of the issues I have been addressing since the previous Board meeting in January.

Legislative Capital Projects A list of legislative appropriations was approved during the January regular meeting and then grants were written for each of these requests. The appropriations were submitted to our state senator and representative thru a capital projects website named CAPSIS. These requests were also handdelivered and discussed during a lobbying visit to Juneau. The new legislators for our area this year will be Senator Click Bishop (District C) from Fairbanks and Representative David Talerico (District 6) from Healy. 1. 2. 3. 4.

Lobbyist The District Lobbyist and myself met with our senator and representative as well as a few other legislators to discuss the aforementioned capital projects requested by the District. After these conversations and if there are any discretionary funds available this year, we felt that the District is in a strong position with these requests to receive a portion of this funding. The legislators were appreciative of projects that save funds over an extended period of time and that these savings can be utilized to enhance the educational program being offered. The legislators were extremely excited to hear about the greenhouse in relation to processing and distributing food to all the schools and the partnership with the university to teach an agricultural curriculum. A number of pictures were shown in regards to the first year of this project. The District will be splitting travel costs with AP&T again this year. The District may be presenting to the energy legislative committee in March. FY16 Budget The District’s FY16 operating budget is in the initial stages of discussion. Of concern is the impact the Governor’s budget submitted for education may have upon our finances for next year. If the one-time funding (32 million dollars statewide for education) that was approved in HB278 for education last session is eliminated, the financial cost to our District will be approximately $178,000. The District may not be able to continue to fund our current staffing levels if a reduction of this magnitude is implemented. This year the forecast on the hill is one of limited resources and funding as reflected by the lower than projected price for a barrel of oil. However, we need to continue to stress the importance of education funding that was allocated last year especially since these previously approved funds are being utilized to build this year’s budget.

District Calendar A “draft” 2015-2016 District Calendar was distributed to the school administrators to share with the ASB/CSAC and staff for the purpose of review and to submit suggested changes. Any suggestions need to be submitted thru email attachment before the Board meeting in March. This will be an Action Item for the March Board meeting. Teachers are tentatively scheduled to begin work for the 2015-2016 school year on August 18th, which is the same Tuesday of the month as last year and allows the District to close school for FY16 on the Friday before the Memorial Day holiday. This calendar also provides for “Moose Days” in September as well as a full week for Spring Break in March. See attached “draft” 2015-2016 calendar. School Broadband Assistance Grant “The Alaska State Library has reviewed your FY2015 school broadband assistance grant (School BAG) application and has awarded State funds in the amount of $236,548.20 to the Alaska Gateway School District to help bring the schools listed in your application up to or closer to 10 Mbps of download capacity.” At this time, the Technology Director is working with AT&T to upgrade all of or schools’ connectivity to at least10 Mbps. An update will be provided at the Board meeting. E-rate RFP The technology department previously posted an RFP for the District’s Internet proposal. This RFP is for three years of Internet services beginning on July 1, 2015 and ending on June 30, 2018. The erate committee reviewed three company’s bids and GCI was selected as the vendor for the next three years. This recommendation will be an action item within the agenda. Certified Contracts Certified contracts were updated and plan to be hand-delivered to all the sites beginning February 20, 2015 with each teacher or administrator signing for receipt. Certified staff will have 30 days to sign an offered contract before it becomes null and void. All certified contracts were updated in the areas of salary, starting date, placement, daily rate, assignment, certificate areas and certificate expiration date. Since the job fair was moved to March this year, contracts will need to be distributed at least 30 days prior to this event so the District can post any vacancies for next year in time to offer contracts to selected candidates. Last year certified contracts were distributed on or about March 7, 2014. Alaska Teacher Job Fair The Alaska Teacher Job Fair is scheduled for the 27th and 28th of March this year instead of a mid April date. Registration and all other arrangements have already been secured for the District as well as a ½ page ad in the brochure. The Board will need to decide which members will be attending to assist with the interviewing process.
