PROPOSED SIGN BYLAW AMENDMENT
EXECUTIVE SUMMARY The City is proceeding with initiatives to introduce additional advertising opportunities in the community including digital billboards adjacent to major transportation routes and advertising signage at major playing fields and ball parks. The Sign Bylaw does not currently permit this type of signage and its amendment is required. RECOMMENDATION That Council be requested to amend the Sign Bylaw to allow for advertising located on Cityowned property. 1.0 COMMMENTS & ANALYSIS The Revenue Committee has identified a number of options to increase revenue to the City that involve allowing for new advertising signage on City-owned properties. In April, it endorsed proceeding with a proposal to allow for digital signage along major arterials and to allow for advertising signage in the City’s major parks and ball fields. The Sign Bylaw, 1992, No. 2638 provides that Council may regulate or prohibit signs and sets out the City’s requirements for the size, type, form, appearance and location of signs. As the Bylaw does not currently permit the proposed signage, an amendment is recommended to allow for advertising signage on City-owned property including road rights-of-way and parkland. The proposed amendment is seen as an interim measure. Staff have long recognized that the Sign Bylaw is in need of updating to reflect current community objectives for signage, allow for modern signage types, and reference current legislation. It is anticipated that this work will be the subject of a future work program in either 2017 or 2018. An amendment to provide for the City’s proposals at this time is recommended.
May 19, 2016 SIGN BYLAW AMENDMENT Page 2 of 2 2.0 OPTIONS (1) Adopt the recommendation of this report to amend the Sign Bylaw to allow for advertising signage on City-owned property (recommended); or, (2) Determine that the amendment be considered as part of a larger review of the Sign Bylaw and request that staff bring forward an amendment to the current work program and financial plan to provide for a portion of this work by signage and design consultants. It is anticipated that this review, including a community consultation process, would require 6-8 months for completion.
