PERRYSBURG AMATEUR BASEBALL/SOFTBALL COMMISSION SUPPLEMENTAL PLAYING RULES PW7 I.

GENERAL These playing rules are adopted pursuant to Article XXIV of the BY-LAWS of the PABSC and reflect the League philosophy in accordance with the purpose and objectives set forth in Articles I and II of said By-Laws.

LEAGUE The PW7 league is designed to introduce beginning players to the game of baseball. It is the intent of this commission to make the PW7 program an arena for learning the basic FUNdamentals in a non-competitive atmosphere. PW7 is an instructional league designed to concentrate on player skills development, while also introducing the players to competition and good sportsmanship. Therefore, two coaches will be permitted on the field to provide instructions and encouragement to the players. Sportsmanship and citizenship as well as teamwork, should be the foundation upon which coaches should focus, while providing instruction on fundamentals of skill and game play. Keep in mind - this game is for the kids and should be kept FUN while getting ready for the next level! PW7 shall consist of players currently in 1st grade. This league follows the supplemental playing rules contained herein. Players must live and/or attend school in the city of Perrysburg. For PW7 in extreme weather conditions if the wind chill temperature is 45 degrees or less or if heat index exceeds 100 degrees (for all age groups), the fields will be closed. ELIGIBILITY a. Ages i. No one playing in the PABSC will play in a league lower or higher than their age/grade dictates. Proof of age (birth certificate) will be required at the time of registration. No special allowances will be made for any child with regard to this rule. b. Fees i. No one may practice or play in a game until fees are paid and registration/liability waivers are completed. ii. Fees may be waived/reduced based on financial hardship at the discretion of the Board of Governors. c. Conduct i. Any player or coach may be excluded from league activities for conduct uncomplimentary or detrimental to the league as determined by the League Commissioner and the Board of Governors. 1

d. Team Priority i. A player may play for only one team in the PABSC League. They may play for other area teams as long as they have their Coach’s approval and the Perrysburg team is their first priority in case of game conflict. e. Team Rosters i. Late registrants will be assigned as openings occur by the League Commissioner and the Director of Player Personnel. V.

PLAYING REQUIREMENTS Playing requirements will be enforced in all house league games, including tournament games, except if a team is competing against a team outside of the PABSC League. In this case, the said rules shall be discretionary and subject to the league rules in which the PABSC teams are participating. a. Playing Time i. PW7 will abide by a 1 ½ hour time limit or 6 innings played for games. No inning will begin if both teams will not have a chance to complete the inning before the time limit. b. Batting Order i. Each member of the team will bat in rotation. This rotation will change from game to game giving all players an equal opportunity to have an equal number of at bats. If three (3) outs are made, the bases will be cleared and that team will continue batting until the rotation has been completed. If three (3) outs are not made by the time the entire rotation has had an “at bat,” then the teams will switch places. ii. Any late arriving player(s) will be added to the bottom of the batting order. iii. Each team will be limited to one rotation of batters per inning. iv. At any time, the team at bat may use a courtesy runner for the catcher. This will help speed play up by allowing the catcher to change into the protective gear. The courtesy runner should be a player that has already batted in the current inning. c. Pitching Restrictions i. Each team shall have their coach or assistant coach pitching. VI.

SUPPLEMENTARY RULE EXCEPTIONS a. No infield fly rule b. No walks i. After 7 pitches, the player will be required to hit from a tee. If the batter is fouling the pitches off they will continue without the tee until they no longer make contact. There will be no walks. The player will either be on base or be called out. c. Hit batsmen i. If a player is hit by a pitch, it is a no pitch. d. Outfielders i. Every player on the team will play somewhere on defense. The regular infield positions, including a catcher, will be filled with extra players positioned in the outfield (on the grass). A coach or parent (designated by the coach) will stand behind home plate (if needed) to retrieve all balls which pass the catcher. 2

ii. Player positions on defense will be rotated, so that each player has the opportunity to play all the positions. The defense positions shall continue to be rotated throughout the season. However, player safety is the number one priority when it comes to fielding each position. iii. The pitcher/player must stand to either side of the coach for fielding purposes. GAMES a. General Info i. If the ball is hit in to the outfield the play will stop when an infielder gains and maintains secure possession. Runners half way between bases go to the next base. No running on over throws. ii. Before the game the head coaches will meet to establish all applicable rules and regulations. All games will be umpired by a coach or a person designated by the coaches. iii. The home team is responsible for setting up the bases, putting them away, and replacing the post caps. The away team is responsible for raking the infield, pitcher’s mound, batting boxes, base areas, and leveling any holes caused by play. Both teams are responsible for litter control, especially in their dugout area. iv. No matter how many players from the teams attend the game, the game will be played. Players from the opposing team will help fill empty positions in the outfield and will bat with that team. v. The PW7 league shall be a non-competitive league. No one shall keep score. This is an instructional league and the main goal is teaching the kids to play the game and have fun! b. Postponed Games i. Weather or wet grounds are the only valid reasons for postponement. ii. The 30-Minute rule will be adhered to. Play cannot start or resume until 30 minutes has passed after the last lightning flash or audible thunder. The number of delays allowed will be at the head coaches’ discretion collectively. iii. If the fields are not suitable for play, it will be noted on both the PABSC web site and Twitter account. iv. All postponed games need to be rescheduled by contacting the Scheduling Director. These games are to be played within two weeks of the week originally scheduled if at all possible. v. A decision by the League Commissioner and Scheduling Director is necessary to reschedule any game for reasons other than weather (for example, school activities involving or utilizing a number of players from a team). c. d. Base Coaching & Assisting i. Only a coach or a coach appointed designee can base coach. If under 18 a helmet must be worn. If a player acts as base coach, they must be uniformed and helmeted. ii. i. If a runner leaves early, the runner will be given a warning. This warning consists of the ball being declared deal and the runners being sent back to their original bases. On the next occurrence, in the same inning, the runner will be called out and the ball will be declared dead. VIII.

EQUIPMENT a. Clothing i. All players must wear a complete uniform during all official games. This includes a hat. ii. All players acting as catcher must wear a protective cup. iii. Jewelry or sharp decorative items must be removed or taped. iv. Players are not to wear uniforms to practice sessions. Uniforms are to be worn only during regular games. b. Spikes i. Steel spikes are prohibited in the PW7 league. c. Helmets i. All batters and all runners will wear helmets with ear flaps and face guards at all times. The player may wear their own personal helmets, however they must have ear flaps and face guards also. The penalty for intentionally removing helmet, unless time is called, is to be called out. d. Care of Equipment, Safety of Participants i. Players throwing bats, throwing or kicking helmets, or mistreating League equipment may be ejected from the game - without warning. e. Bat Size i. The maximum diameter of any bat used in PW7 shall not exceed 2 ¼”. ii. The length of any bat used in PW7 shall not exceed 30”.

NOTE: This set of supplemental playing rules was compiled from the Master Supplemental Playing Rules set forth by PABSC. These rules are league specific and were assembled to eliminate confusion on specific rules that differed from league to league.
