BUSINESS ARISING PREVIOUS MEETING MINUTES: The Strata Council reviewed the previous meeting minutes from October 27, 2011. A motion was made to approve the minutes, seconded and CARRIED.
FINANCIAL REPORT: The Strata Council reviewed the financial statements from October – November 2011. A motion was made to approve the financial statements, seconded and CARRIED. Strata Fees are due on the 1st of the month. A $25 late charge will be applied to late payments. Accounts owing $1000 or more are susceptible to a lien being charged against the property.
1. Construction Progress Report A report by BC Building Science identifies areas of moisture found on the bottom of the back wall in Commercial unit 2, the hair salon. A leaking toilet seal (now repaired) was found inside of commercial unit 2 which could be the cause of one of the current leaks into the electrical room. The Strata Council approved a repair quote from New City Contracting (NCC) for $4,500. NCC was asked to re-slope the paving stones outside of the west gate in the courtyard (now repaired). The outstanding deficiencies are the lack of detailing and correct sloping of the fire escape stairs and the method of installation of the Krystal Plug in Commercial Unit 2. BC Building Science will be sent a letter outlining the deficiencies along with a request to have them repaired at no additional cost to the Strata Corporation. 2. Mechanical Maintenance
Professional Mechanical Limited (PML) has provided a list of recommended replacements to the HVAC systems. The recommendations were investigated by the building manager who provided a report on his findings. Among the recommendations is replacement of one of the domestic hot water tanks. The Strata Council will consider whether or not replacement of the tank is necessary or if the Strata should investigate an alternative system option to supply the domestic hot water to the building. PML has recommended to repair the sump pump located in the parking garage and replacing the fan entering the electrical room. The Strata Council approved the repair to the sump pump and the electrical room fan.
NEW BUSINESS 1. Building Manager Report The Building Manager, Benedicto Valenz, of Valenz Services, provided the Strata Council with a report of the most recent happenings within the building. It was reported that the roof requires an inspection and the fan on P2 requires inspection.
2. Hydro Flushing
All of the horizontal drain lines were hydro flushed by Pacific West Plumbing in December 2011. This should be done every two - three years as good maintenance practice. A big thank you to all of the residents who facilitated access their units. 3. No-Smoking Signs The City of Vancouver bylaws restricts smoking within 6 meters of a door, window or air intake. The Strata Council approved installing four “No Smoking” signs at the exterior entrances of the building. 4. Electrical Vault Maintenance BC Hydro and Worksafe BC require that the Strata perform maintenance on the electrical vault. The Strata Council has investigated whether or not they are in fact responsible for the entire maintenance cost as there is a BC Hydro substation located in the vault. Council approved to proceed with the required maintenance. 5. Water Leak – Unit 403 It was reported that a water leak occurred in the ceiling of unit 403. The cause of the leak is not yet known; the resulting damage appears to be minimal. 6. Strata Council Members Duties & Responsibilities
Every year, immediately following the Annual General Meeting, the property manager and the strata council discuss their duties, responsibilities and the obligations. Each member will be provided with a summary of these items. The strata council designated the following positions: Judith Graham - President, Gerry Brown - Vice President, Allan Fineman - Treasurer, Tim Cunningham – Secretary and Nagib Karim – Privacy Officer. 7. Storage Locker Rental The Strata Council approved to have the storage locker under the stairs cleaned out by the building caretaker and to dispose of the contents. 8. Front Entrance Canopy A sub-committee was formed to investigate possible replacement of the front awning. Nagib Karim will coordinate with the owner of Commercial Unit 2 as they will be installing a new canopy above the restaurant in the near future.
