Subject:  Handheld GPS Units    The use of handheld GPS allows for developing a point file that will enable PSAP’s  to locate the exact location of a 911 caller.  The 911 Board provides aerial photos  however, the cycle in which flying occurs creates a gap for 911 centers to view  newly developed streets.  Allowing the use of handheld GPS will not only close the  gap of delay but it will also validate mapping received by the 911 Board.    My recommendation is to allow for handheld GPS if data is used strictly for 911  Addressing and CAD street maintenance.    The requests by email are as follows:

These streets and buildings would not be seen in the aerial images because by the time we receive the aerial images they are already a year old. A GPS unit would be our only method of getting this information as accurate as possible. The locational accuracy of streets and addresses is very important when the GIS data is imported into CAD. Incorrect placement of streets and addresses could result in the sending of emergency responders to wrong locations and could potentially cause some jurisdictional issues (which could delay dispatch). An example of the process would be: I go out and GPS a new street that has been built. Back in the office, I import this information to my GIS software and add necessary attributes (name, address range, etc). Then, I import the updated street centerline file into CAD for use in address verification and dispatch. Our current process basically consists of "guessing" where the road is, adding the information to GIS and importing to CAD. As you can imagine, this method causes issues with verification and dispatch. The GPS unit is basically an extension of the GIS software that allows us to obtain the most accurate information possible.

Kimberly Rowe‐‐Craven County  From our previous e-mails back and forth on the matter of funds being used for a new handheld GPS unit, I am being told this is not an allowable expense. You explained that it is your understanding others use the orthos to maintain the centerline data. I am asking the board to reconsider this as an allowable expense. If I have to rely on orthos to keep my centerline data up to date, well it's really not up to date. I feel I cannot fully do my job, which is to make sure our Communications center map data is as current and up to date as possible. Thank You, Kim Kimberly A. Not a stupid question but not one they has been asked by anyone else. I may be wrong but it is my understanding that folks use the orthos to collect that data.

Kim, The handheld GPS unit does not appear on the eligible expenditure list so I will have to say no, it is not eligible to be paid for from 911 funds. If Craven County has money available in their 50% Public Safety Need fund it could certainly be paid from those funds. If you have any questions, please let me know. Thanks, Richard

collect centerline data and structure points. The current one is pushing 7 years old and we are having some issues. Also the technology is becoming outdated and have discovered that the handheld itself can't be upgraded anymore.
