SWVA Rush Futsal Tournament Rules

 TEAM ELIGIBILITY AND REGISTRATION All teams are eligible to register but must be a member of United States Futsal either direct member or through a member state association. The maximum roster size is 12 players with the recommendation teams have 10 players on the roster. A player may be rostered to play on one team only during the duration of this tournament. Teams accepted will provide at, or prior to registration: Team Futsal Roster approved by the state futsal association or United States Futsal, Individual Medical Release Forms, and Futsal Player Passes with picture permanently attached. At age group divisions U11 and younger – Whenever a ball strikes a player in the head, play is stopped. The proper restart depends upon whether the player deliberately played the ball with his or her head. If deliberate, the proper restart is an indirect free kick to the opposing team. If this occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the point nearest to where the infringement occurred. If the play by the head is deemed in advertant, then the proper restart is a dropped ball.

 PLAYER ELIBILITY The tournament is limited to the following age groups: U9-U19 Adult Open Adult Coed The tournament committee reserves the right to combine age groups if necessary.

 GENERAL All decisions of the referee are final and binding. The Tournament Committee reserves the right to decide on all matters relative to the tournament and its decisions are final. The Tournament Rules Committee reserves the right to make the following changes in the event of inclement weather: -

Relocate and/or reschedule a match Reduce scheduled duration of match Change division structure Cancel a match Cancel any or all games Cancel the tournament due to inclement weather

Under no circumstances whatsoever will the Tournament Committee, SWVA Rush Soccer Club, any official sponsor, or VYSA be responsible for expenses (including tournament entry fee) incurred by any team. This includes a situation where the tournament or any game(s) is cancelled in whole or part.

 INCLEMENT WEATHER In the event of inclement weather forcing play to be halted and preventing the match from completing during the scheduled time, the score shall stand if at least one half of the game has been played. In the case of matches halted prior to completion of at least one half, the Tournament Director reserves the right to declare the match final thereby counting the score at the time the match was halted. Regardless of weather conditions, teams and coaches must be at the game site and ready to play at the time as scheduled. Failure to appear will result in forfeiture of the game.

 WITHDRAWAL POLICY Applied Teams Withdraw before Acceptance: Teams withdrawing from the event before acceptances are issued via email will be issued a full tournament refund. The tournament is not responsible for any hotel or additional costs incurred by the team. Accepted Teams Withdraw after Acceptance: Teams withdrawing from the event after being accepted will not be refunded.

 CANCELLATION POLICY If the tournament is cancelled due to weather or other unforeseen circumstances, teams will not be issued a refund.

 REFEREES A one-man system will be used for all games.

 SIDELINES Coaches and players will share the same side of the designated field. Teams will set up on benches in their defensive half. Teams will switch benches at halftime to remain in their defensive half. All spectators will take up a position on the OPPOSITE side of the field during the time the match is in progress. Coaches, players, and spectators for all participating teams must remain on their respective sides of the field during the time of the match. Behavior of spectators associated with the team remains the responsibility of the coach. The referee and field marshal are authorized to remove any spectator whose behavior, in their opinion, interferes with the play of the game. Alcoholic beverages will not be permitted at any tournament side; violators will be subject to criminal prosecution.

 COURTS Games will be played on futsal marked courts with proper boundaries.

 START OF PLAY A U9-U19 team that cannot field four (4) players at the scheduled start time of a match shall have a 5 minute grace period. Any team not fielding four (4) players after the grace period shall forfeit the match. Once a game has started, it

may not continue with fewer than three (3) players. If a match cannot start or continue because of a team having fewer than the minimum, that team will forfeit the match. Any team that forfeits a match shall be declared the loser. A score of 5-0 shall be awarded to opponent for a forfeited game. Any team forfeiting a game may not advance to the playoffs or finals. It is the duty of the coaches to ensure that players report to the field 10 minutes prior to the start time of each match for possible verification of rosters and player passes. Player passes and roster must be present at the field for the duration of every game.

 PROTESTS No protests will be permitted.

 PLAYER EQUIPMENT Shoes must be non-marking indoor soccer, futsal or athletic shoes. All players must wear shin-guards. Casts will be allowed: -

If they are well padded in foam or other protective material. The player with the cast does not attempt to use it to an advantage or to harm other players, AND the referee approves the cast.

In the event of a uniform conflict, the HOME team must change. The Home Team is the team listed first on the schedule.

 BALL SIZE U12 and younger – size 3 futsal ball U13 and older – size 4 futsal ball

 DURATION OF MATCHES All games are 40 minutes. The duration of the halves is 20 minutes. The interval between halves shall be three (3) minutes. The referee is the official timekeeper of the match. During the preliminary matches there will be no injury time allowed.

 TIME-OUTS Each team is allowed one (1) 30 second time out per half.

 SUBSTITUTIONS Substitutions are to be made on fly without the permission of the referee. The field player must leave the field before the substituting player may enter. Goalkeeper substitutions can only be made when the ball is out of play or referee consent.

 BALL IN AND OUT OF PLAY Ball out of play: When it has wholly crossed the goal line or touchline; when the game has been stopped by the referee; when the ball hits the ceiling or curtain nets, (restart: kick-in at the place closest to where the ball touched the ceiling or curtain net. Lines: Touchlines and goal lines are considered the playing area.

 KICK-INS Restarts after the ball has gone out of play, the ball is kicked into play from the touchline and from corners. The ball must be placed stationary and the feet of the player taking the kick-in must not cross the line.

 PASSBACKS One (1) passback to the goalkeeper per possession. A goalkeeper throw counts as the 1 passback per possession.

 OFFSIDE There is no offside rule in Futsal.

 PENALTY KICK To be taken from the penalty mark on the mid-point of the 6m line.

 RESTARTS Goals may not be scored directly on restarts, which include: -

At the kickoff of the game To start the second half After a goal is scored From kick-ins (touchline)

 4 SECOND RULE (Kick-ins, free kicks, goal clearances and corner kicks) the player in possession of the ball has 4 seconds to restart play which the referees will count with fingers in the air. If play is not restarted within 4 seconds an indirect kick will be awarded to the opposing team. The goalkeeper is not allowed to control the ball for more than 4 seconds in his/her own half.

 6 FOOT RULE (Corners and kick-ins) Players are required to keep 6 feet from the player in possession of the ball.

 SLIDE TACKLING Sliding tackles are not allowed in Futsal, but players are allowed to slide on the field (e.g. to stop a ball from going out of play, to direct a pass towards the net, etc). For a player sliding to be considered a foul, the tacklers opponent must be in possession of the ball.

 GOALKEEPERS AND GOAL CLEARANCE A goal clearance must be thrown and not kicked and the goalkeeper cannot touch the ball again until it has crossed midfield or a member of the opposing team has touched the ball. U9-U15: A throw must be touched by a player on the same half before the crossing of midcourt. U9-U16: A throw may cross the midcourt. Position and movement of the goalkeeper for a kick from the 2nd penalty spot is the same as from the regular penalty spot. (Goalkeeper must be on goal line until ball is kicked).

 PLAYOFF GAMES AND PENALTY KICKS Playoff games must have a winner and will be decided by penalty kicks if tied after regulation. The winner of a coin toss will have the option of choosing to kick first or last. -

3 players per team Choose any 3 players from the roster, kick from the PK spot on court (6 meters, approximately 20 feet) If additional PKs are needed, teams go 1 by 1 with new players. No player may take a second shot until every player on the roster has taken a PK, including goalkeepers.

 DIVISION STANDINGS Division standings will be decided by the following point system: -

3 points for a win 1 point for a tie 0 points for a loss

 TOURNAMENT TIEBREAKERS Total points ties within divisions and/or brackets will be broken by the following tiebreakers in order: 1) 2) 3) 4) 5) 6)

Head to Head competition (Disregard if more than 2 teams are tied Goal Differential (max of 5 per game) Least goals allowed (no max) Most wins Most goals scored (max of 5 per game) PKs

 TOURNAMENT OVERTIME

All preliminary games will remain a tie. In semifinal and final matches, if regulation play ends in a tie score, the tie will be broken by penalty kicks as outlined in the Playoff Games and Penalty Kick section of this document.

 WARNINGS – EJECTIONS If a player is sent off from a match – red card by the referee – the player must sit out the remainder of that match and leave the team area, plus his team’s next tournament match. The team with the sent-off player can substitute for that player after the 2 minutes of playing time or after the opposing team scores whichever comes first. The substitute cannot come on until the ball is out of play and has the consent of the referee. Coaches are responsible for their players, parents and guests on the sideline. No team or club official may enter the field of play regardless of the circumstances unless that person has been given permission to enter the field of play by the referee. Because of the seriousness of such instances, red cards issued after the end of regulation play or as a result of physical assault are subject to review by the Tournament Committee and more strenuous penalty, which is not subject to appeal, may be employed.
