The Snowmass Village Police Dept. has actively participated in the l-70 West P.O.S.T Grant since 2005. The grant is funded thru a state tax process. The Colorado Department of Law distributes funds throughout the state based upon grant requests. The l-70 West P.O.S.T. Grant provides training to law enforcement agencies from the 5th and 9th Judicial Districts with approved funds in the grant. The 2017-2018 l-70 West P.O.S.f. Grant was completed in March of 2017 and awarded in June, 2017. The Town of Snowmass Village volunteered to be the financial host of the grant. The Finance Department will administer the POST grant fund. Through grant management funds, awarded within the grant itself, the Town of Snowmass Village has contracted with Robert Glassmire for Program Delivery of the grant, with Sergeant Todd Haller.
The Town of Snowmass Village will request approximately $156,641.00 from the Colorado Department of Law to fund training and education to law enforcement officers within the l-70 West P.O.S.T. region for the time period of July 1,2017 thru December 31,2017. This amount will cover scheduled training classes and management costs. FINANCIAL IMPACT:
As the Financial Host of the P.O.S.T. grant, the Town of Snowmass Village may accept 57o ($1 1,656.90) for Grant Management over the course of the grant p"ri"oO of ju[ 1 ,' 2017 through June 30,2018. APPLICABILITY TO COUNCIL GOALS

TOWN OF SNOWMASS VILLAGE TOWN COUNCIL ORDINANCE NO. 13 SERIES OF 2017 AN ORDINANCE AMENDING THE 2017 TOWN OF SNOWMASS VILLAGE BUDGET TO ACCEPT FUNDS PERTAINING TO THE I.7O WEST PEACE OFFICER STANDARDS AND TRAINING BOARD'S GRANT OF FUNDS FOR LAW ENFORCEMENT TRAINING OF PEACE OFFICERS IN THE sTH AND gTH JUDICIAL DISTRICTS OF COLORADO BY APPROVING SAID GRANT FUNDS TO BE ADMINSTERED BY THE TOWN OF SNOWMASS VILLAGE. WHEREAS, Todd Haller, Town of Snowmass Village ("TOSV") Police Sergeant, a member of the l-70 West Peace Officers Standards and Training ("POST") Grant committee, has received a state funded grant for law enforcement training; and WHEREAS, the grant is specific to law enforcement agencies/officers of the Judicial and 9th Judicial Districts in the State of Colorado; and

WHEREAS, TOSV has a signed contract with the State of Colorado Department of Law, to provide financial responsibility in the administration of the grant; and WHEREAS, the l-70 West POST grant was approved in the amount of $268,109.00 and TOSV will receive $11,657.00 for acting as financial host and providing administration of the grant.
WHEREAS, revenues and expenditures of this grant will be collected, distributed and reported to the State of Colorado, Department of Law. WHEREAS, the Town of Snowmass Village Home Rule Charter requires adjustments to the TOSV budget by adoption of an Ordinance. NOW, THEREFORE, BE lT ORDAINED by the Town Council of the Town of Snowmass Village, Colorado as follows:
1. Section One: Revised Budget That the Town of Snowmass Village original adopted 2017 budget be amended to include revenues and expenditures of the l-70 West POST Grant, as shown on the true and accurate copy of the grant schedule which is attached hereto as Exhibit "A". 2017 Revenues budgeted to be $156,641.00 and 2017 Expenditures budgeted to be $156,641 .00.

Section
Two: Appropriation
That the Town of Snowmass Village 2017 revised budget reflect the addition of the l-70 POST Grant revenues and the funds for the expenditures shown in Exhibit "A" are hereby appropriated for the 2017 budget year.2017 Revenues budgeted to be $156,641.00 and 2017 Expenditures budgeted to be $156,641.00.

Section Three: Effective Date
This Ordinance shall become effective upon adoption in accordance with Article lX, Section 9.11 of the Home Rule Charter.
