Dear Eng. Al Hudaib, At its August 2017 meeting, the Accrediting Commission of the Accrediting Council for Continuing Education & Training (ACCET) reviewed the report of the Quality Assurance Visit (QAV) that was conducted at your institution by ACCET from May 16 – 18, 2017, and the institution’s response to that report, dated July 27, 2017. The Commission noted that the institution is offering one or more applied bachelor degree programs which fall outside of the recognized scope of ACCET and therefore cannot be offered by ACCET accredited institutions. Therefore, the Commission voted to issue a show cause directive, requiring the institution to show cause why its accredited status should not be withdrawn, and directed the institution to submit an interim report to include the following specific items: 1. In its response to the QAV report, the institution indicated that it launched evening bachelor’s degree programs in June 2016 for a target audience of primarily employed students as well as to selected professional specialties at some colleges. The response further indicated that the institution is in the process of developing masters level programs. Finally, the response stated that the bachelor’s and master’s programs are in line with the national qualifications framework, that the programs are not provided to the community at large, and that the ACCET logo is not used on the graduation certificates. However, the commission noted that bachelor’s and master’s degree programs are outside the scope of ACCET’s institutional accreditation and therefore cannot be offered by ACCET accredited members. As such, the institutional show cause provides a short timeline for the institution to rectify this situation.

The out of scope program issues must be resolved on or before the submission of this interim report. 2. At the time of the QAV, the institution indicated that it was planning to offer a mobile telephone program of study beginning in the 2017/2018 academic year to create more job opportunities for the national workforce wishing to work in the telecommunications sector. However, the institution had not submitted a new program application to ACCET. Therefore, the institution is reminded that the mobile telephone program may not be offered until it receives ACCET approval in accordance with ACCET Document 25 Policy for New, Revised, and Existing Programs/Courses. The institution must submit a completed application to the attention of Ms. Donna Hutchison ([email protected]) for review in the normal course. 3. At the time of the QAV to the Riyadh main campus, the team found that 16 programs fell below the ACCET benchmark of 67% completion and 70% placement for calendar year 2016. Additionally, the team discounted one placement as it was not training related. Further, the Commission also reviewed the institution’s annual report and its response to that report, received July 28, 2017, and found that the following 47 programs fell below the ACCET benchmarks of 67% completion and/or 70% placement for calendar year 2016:

In its response to both the QAV and the Annual Report, the institution provided a corrective action plan which included general objectives such as expanded student services in tutoring and counseling, engaging with alumni, and developing partnership with employers in the community. However, no updated Document 28.1s or revised employment verifications were provided. The institution provided Completion and Placement policies; however, they did not include the specific procedures to verify each type of placement or indicate how frequently completion and placement data is reviewed.

Technical & Vocational Training Corporation August 25, 2017 Page 5 of 7 The institution also provided blank placement attestation forms; however, the Commission noted that these forms are outdated. For example, a) the self-employment attestation includes the requirement of building a client base and requires a signature at the time of graduation, which are no longer required by ACCET Document 28 – Completion and Placement Policy, b) the institution’s part-time attestation form requires 20 days of work in a 90-day period, whereas Document 28 requires a graduate placed in a part-time position to attest that they are satisfied with part-time work, that they have worked for 30 days, and that they are making training related income. This attestation can be signed no sooner than 30 days following graduation. For reference, please refer to ACCET Document 28 - Completion and Placement Policy, which was revised and distributed to the ACCET membership in October 2015. Therefore, the institution is directed to provide the following in separate pdf files: a. A brief narrative report addressing the below-benchmark completion and placement rates for the programs noted above. This report should describe any mitigating circumstances that the institution feels are pertinent to the programs offered which do not meet the minimum benchmarks, and must include an update on the operational plan for improving these rates within a designated timeframe. b. Updated policies to include specific guidance regarding collecting placement verification, responsible parties, and timeframes, including who and how the completion and placement data is reviewed, and what actions take place when completion and placement rates fall below the minimum ACCET benchmarks. c. Updated graduate attestation forms to reflect revised ACCET policy (see Employment Verification Forms on the ACCET website). d. Updated Document 28.1s – Completion and Placement Statistics (in separate pdf files) for calendar year 2016 and YTD 2017 (January – May) for each of the following programs and locations: •

As a reminder, please be advised that late submission and receipt of documents and reports are subject to significant late fees in accordance with Commission policy. These fees are outlined in ACCET Document 10, which can be found at www.accet.org. Further, while under a Show Cause directive, the institution is restricted from making any substantive changes including, but not limited to, new programs (with the exception of the mobile telephone communications program noted on page two), major program revisions, new branch campuses or other new sites, or relocations out of the general market area. Your demonstrated capabilities and commitment in support of the institution’s accredited status are essential to a favorable outcome in this process. It is noted that failure to respond to the Commission’s directive will result in a withdrawal of accreditation.
