Opportunities • Solar PV has shown unprecedented growth over the past 4 years, driven by falling costs. • Solar PV has become an ORED priority, in the 2012 update to the Renewables Roadmap…

• …and we have the 2 part Solar PV Strategy • Ministerial commitment is very strong for the Solar PV industry… • …Greg Barker’s aim is to see industry and commerce operating as independent generators, to create a “Big 60,000” – solar PV can be at the centre of this change 8

UK Solar PV Strategy

Solar PV Strategy 1 • We are seeing continuing expansion in the PV Sector • The DECC EMR Delivery Plan shows a potential deployment range of 10-12GW of capacity by 2020 supported by RO, FiTs and CfDs

• …and the Minister’s personal ambition is for up to 20GW – (recognising that this would need to be driven by ongoing cost reduction towards grid parity)

• The key policy objective of the strategy is to emphasise development on the nation’s buildings 10

Solar PV Strategy 2 • Domestic – looking to see continued growth, driven by FITs and the Green Deal • Solar Fields – “DECC wants to support well-sited and well-designed solar while maintaining budget control”

• Commercial and industrial – an untapped opportunity and the focus for today

Proposed Changes To The Renewables Obligation for Solar PV

Proposed changes to the Renewables Obligation for >5MW solar PV Rationale for proposals • Large-scale solar PV is deploying faster than expected  Delivery Plan range for large solar PV is 2.4-4GW by 2020  By end March 2014 – 1.8GW either accredited under the RO or applied  Other sources suggests an additional 1.5GW of deployment in 2014/15  If not constrained, we could see ~5GW by as early 2017  This poses a significant risk to the Levy Control Framework budget

• Government considers it necessary to control cost of large solar PV in the RO 14

Proposed changes to the Renewables Obligation for >5MW solar PV Summary of consultation proposals • Consultation opened on 13 May 2014 • Close RO from 1 April 2015 across Great Britain to solar PV >5MW  Applies to both ground and building mounted developments – new capacity  Applies to additional capacity added to an existing station if it becomes >5MW  Projects of 5MW and below are not affected  Projects may accredit as normal before 1 April 2015

• Grace period to protect significant financial commitments made by 13/5/14  If station has obtained preliminary accreditation by 13/5/14, or  If station meets certain criteria that demonstrate commitments made  Grid connection offer/date – planning – land ownership/lease – expenditure 15

Proposed changes to the Renewables Obligation for >5MW solar PV Other options considered but not proposed • A capacity cap – placing a limit on the amount of new capacity in the RO

• Supplier cap – limiting the proportion of ROCs that suppliers can present from >5MW solar PV • A solar-specific banding review – relies on evidential triggers, which are currently not apparent

A Programme of Measures to Support Building Mounted Solar PV

Actions - Buildings • Landlord / tenant relationship – Greg Barker will host a round table on the 9th September with key stakeholders (landlords, retail sector, solar PV sector), to look at barriers and how we can address them

• Permitted Development – DCLG consulting over the summer on increasing permitted development ceiling (for commercial and industrial buildings between 50kW and 1MW)

• Valuation – DECC working with industry and RICS to identify how better to apply the value of PV on domestic properties 18

Actions - FITs • Streamlining ROOFiT processes – OFGEM published revised guidelines last week last month.

• Consultation on FiT degression bands – separate standalone degression band (protects building mounted deployment from degression triggered by standalone deployment)

• Transferability – We are looking into this, with strong ministerial support – However, need to have clear evidence that this is a barrier and that changes would assist deployment 19

Actions – Government lead • Government Estate – Government determined to show leadership in the promotion of building-mounted PV deployment. – Looking at potential candidates for deployment across Government Estate – Cabinet Office putting in place structures to deliver deployment

• Encouraging solar PV on schools – Ministerial launch of the “Power to the Pupils” leaflet – Further work on-going with DfE – The BPVA will lead a campaign with NGOs 20

Actions – Exports and Inward Investment • International – Working with UKTI and others to promote inward investment opportunities. – Ministerial leadership on trade missions/visits, e.g. 1. China 2. East Africa 3. Saudi Arabia 4. Currently working up programme of future missions – Supporting industry activity where possible
