2016 Major Accomplishments… Parks and Recreation Department reorganization formalized Youth summer camp participation increased by 24% Whitmore Pool visits up 21% Mammoth RecZone visits increased by 17% TOML/MUSD Joint Use Agreement executed (replaces 1991 agreement) Volcom Naming Rights Agreement secured ($37,500/five years) Recreation Commission conducted extensive community outreach for the programming (Playbooks) of the proposed community multi-use facilities at Mammoth Creek Park West. Trails End Park completed after 12 years and awarded the prestigious Outstanding Facility Award by the California Parks and Recreation Society (CPRS) District 7.

Recreation Programming… Goal: Provide innovative, age-appropriate and affordable community-centric recreation programming for the community that encourages opportunities for lifelong play, creativity, learning and discovery. Connect with each and every community member through our many programs, events, services, and volunteer opportunities. Service Standards: Diversity and number of age-appropriate programs (3-99), registration process, value for money, quality of instruction, customer service, counselor/participant ratio, waitlist, average fill rate (utilization) and availability of information. Grade: A13
Budget Implications… Requesting additional funds for a Senior Recreation Leader and two summer Recreation Interns ($5,839). Increased staffing will: • improve the quality of instruction • reduce the counselor/participant ratio • lower the waitlist, and help us manage the increasing demand for services.

Facility Programming… Goal: Provide multi-purpose, year-round, indoor and outdoor recreation facilities and programming accessible to all residents and visitors. Service Standards: Diversity and number of age-appropriate programs, registration process, value for money, quality of instruction, availability of information, customer service and condition of fields/facilities. Grade: B+

Budget Implications… Requesting additional funds for enhanced programming, recreation supplies and needed facility updates. Increased funding will: • Teach more youth how to swim (Drowning is the 2nd leading cause of injury death for children ages 1 to 14 yrs.) • Provide animation at our aging facilities • Provide lockers for pool staff, paint, shower curtains, office functionality, etc.

Administration… Goal: Deliver exceptional customer service by utilizing technology and implementing best practices to maximize staff efficiency, reporting, accounting and operational processes. Service Standards: Registration process, customer service, office management, development and implementation of communication plan, oversight of web-based reservation system (ActiveNet), financial management, and special event support. Grade: ANo immediate budget implications… 17
Parks Maintenance… Goal: Enhance existing Town-owned or managed parkland by maintaining fields, trails and facilities to accommodate community needs. Service Standards: Effective and efficient maintenance of all Town Parks, Trails and Facilities (activity & frequency), parks management, condition of fields/facilities, special event support and parks administration. Grade: C+ Not reflective of quality, productivity/effort or professionalism of staff – our facilities require significant investments in funding due to their age, extreme environment, poor functionality and increasing use of community. 18
Public Works Support… Goal: Provide support for specific functions of the Public Works Department. Service Standards: Effective and efficient winter sidewalk snow removal, hard surface (MUP) maintenance of town trails/sidewalks, perform all building/grounds maintenance, and install Street Lamp Post Banners and community event support. Grade: B-

Our Community Assets… The Parks and Recreation Department programs, reserves and maintains the following Town facilities:

Outlook… Aging Facilities + Stagnant Funding + Growing Deficiencies = “To be the best alpine recreation community in the country.” 22
Budget Implications… To address the growing deferred maintenance obligations of the Town, staff is proposing the following recommendations: • Staff – New FT Hybrid Public Works/Maintenance position adds 990 hours • Equipment – Require replacement mower, an aerator, and MUP/Trails Workman (exploring rent, lease, vehicle replacement, capital purchase options) • Funding – MUP deterioration, facility repairs, additional fertilizer, baseball infield mix, skatepark repairs and professional development. • Longer term – How do we address the increasing deferred maintenance obligations?

Parks and Recreation Mgt… Goal: Administration and oversight of recreation projects to deliver results and ensure accountability; develop and implement recreation plans; promote recreation activities; develop maintenance workplans for existing parks and facilities and collaborate with user groups, stakeholders, jurisdictional partners, and Mammoth Lakes Recreation (MLR) to ensure a seamless recreation experience for the user. Service Standards: Parks and Recreation Management (Staff Recreation Commission, accountable for department productivity/performance, financial management (budgets), policy creation/enforcement, recreation liaison and process and administer Special Event Permit Process). Parks and Recreation Planning (Develop specific master plans for recreation facilities and prioritize annual Capital Improvement Program (CIP) for parks and recreation facilities). Parks and Recreation Promotion (Engage with recreation stakeholders, including arts and culture and special event user groups to increase collaboration and participation), and public outreach for the Town of Mammoth Lakes (PIO). Grade: A-
