REVIEW MINUTES FROM PREVIOUS MEETING Motion: Commissioner Rippy made a motion to approve the minutes from January 21, 2013 as amended. Commissioner Ellis seconded the motion and it passed unanimously.

Citizen Comments not On Agenda Councilor Leland made a presentation about the walking tour map. Councilor Leland has been working with former Chair Mary Lou Haflinger on the design of the map. Councilor Leland used an old walking tour map as a primary guide along with the Historic Building Survey that is on the town’s website. Councilor Leland and Ms. Haflinger thought the map would be a pamphlet with text and photos. The pamphlet idea is more attractive to people and easier to manage. However, Councilor Leland has tried to just print the text in columns and it would need a 6 column pamphlet printed on front and back. It would not be a problem to reduce the font size to 10pt, reduce the margins; then there would be room for a cover page. Councilor Leland spoke with Town of New Castle Administrative Assistant-Sharon Huber, to talk with the printer who prints the newsletter for the town. The printer informed her that they do not have the paper size that is need for the pamphlet or machine to print that paper size. The paper size that was offered was 13x19. Which would create at 2 inch fold at the top, and then have 5 folds. The pamphlet would be an unusual awkward size.

Councilor Leland handed out the text which would appear on in the walking tour pamphlet which is exhibit A to these minutes. Councilor Leland asked the commission to review the text in the handout for corrections, additions, and deletions as needed. Councilor Leland has also spoken with New Castle Police Department - Chief Chris Sadler, to draw up a map to go along with the text. Ms. Haflinger will be looking for historic photos of the buildings to go into the pamphlet. Commissioner Rippy said he would review the text and look at some of his records. Page 1 of 2

Commissioner Ellis spoke as a citizen to the Commission about his plan for a restaurant in his building. Mr. Ellis handed out a drawing of the proposed design of the building to incorporate the restaurant which is exhibit B to these minutes. Commissioner Rippy asked what the concept of the restaurant will be. Mr. Ellis said it would be gourmet comfort food with a bread and soup bar. COMMISSION COMMENTS None stated

Discussion of the New Castle Highland Cemetery Map Commission Chair Holley said she had gone over to the history room at the library to get old pictures of people who are buried in the cemetery to have on the map. Chair Holley said she had spoken with Elyse Hutchinson about needing more photos or text for the map. Ms. Hutchinson said she will not have a draft of the map until after March 31st.
