Also present at the meeting were Town Planner Tim Cain and Administrative Assistant/Municipal Court Clerk Mindy Andis.

CONFLICTS OF INTEREST Commissioner Ellis reported a conflict of interest with respect to items on the agenda in regards to being the owner of 316 W. Main St. No other commissioner reported a conflict.

REVIEW MINUTES FROM PREVIOUS MEETING Motion: Commissioner Riddile made a motion to approve the minutes from March 18, 2013 as submitted. Commissioner Ellis seconded the motion and it passed unanimously.

Discussion of the New Castle Highland Cemetery Map Administrative Assistant/Municipal Court Clerk Mindy Andis, explained to the commission that she did not receive the cemetery map for the commission’s final approval. She asked the commission if they would like to have a special meeting to approve the map. The commission agreed to meet for a special meeting.

Vice-Chair Rippy reported to the commission he had gone to the Rifle cemetery to look at their kiosk. He explained that the kiosk was a wooden frame glass enclosed board that has the cemetery map and names on three of the four sides. No further action was taken. Discussion of Approving 316 W. Main St. Building Permit Application

Planner Cain introduced the application to the commissioners, and summarized his report, which is exhibit A to these minutes. Planner Cain asked the commission if they were alright with him looking over the building permit application to make sure the application is complete and is in compliance with the historic preservation code and not the building Page 1 of 2

inspector since the inspector is a contractor for the town. Chair Rippy state that would be fine since the commissions purpose is to make sure the exterior of the building was not going to change and the historic character was staying the same. The commission is limited to only the exterior of the building. The building inspector would be inspecting the interior by the building code. Planner Cain also commented that The Secretary of the Interior’s Standard for Rehabilitation and Guidelines for Rehabilitating Historic Buildings states alterations do not radically change, obscure or destroy character-defining spaces, materials, features or finishes, which this application is in compliance based upon that. Planner Cain is asking for the commission to approve the building permit application, as it meets all the historic requirements for remodel.

Motion: Commissioner Riddile made a motion to approve building permit application for 316 W. Main Street Commissioner Rippy seconded the motion and it passed unanimously.
