Town of Plainfield Weekend Directional Sign Permit Petition Packet

RULES AND PROCEDURES: In all residential, commercial, and industrial districts weekend directional signs shall be permitted under the following guidelines: A.

Signs directing the public to or informing the public of the location of a residential development under construction are permitted only between the hours of 5:00 p.m. local time on Friday and 8:00 a.m. local time on Monday.

B.

Such signs may be no larger than six (6) square feet in size and no higher than forty (40) inches from grade.

C.

Such signs when located in areas other than within residential subdivisions shall be located no less than ten (10) feet from the street pavement and so as not to interfere or obstruct a motorist’s view of pedestrian and vehicular traffic. Within residential subdivisions, such signs shall be permitted to be located between the street and sidewalk (without written permission) within the public right-of-way so long as they do not interfere or obstruct a motorist’s view of pedestrian and vehicular traffic.

D.

Such signs shall not be placed so as to interfere with the corner vision clearance at intersections.

E.

Such signs shall not be placed on private property without permission of the property owner on whose property the sign is erected.

F.

No such signs shall be attached to any existing utility structure, tree, fence, or any existing public or private sign or sign structure.

G.

No such sign shall identify property located outside the Town of Plainfield.

H.

No more than one (1) sign per open house, development, or auction shall be located at a single corner or spaced closer than 500' apart.

I.

Signs which by color, location, or design resemble or conflict with traffic control signs or signals, or obstruct the view of an intersection, or a street or highway with a railroad crossing are prohibited.

FEES & PERIOD OF APPLICABILITY: A.

Those entitled to a permit or permits may apply for issuance of such permit or permits at the Plainfield Department of Planning and Zoning. The fee for each permit shall be $25.00 for the year of issuance or any part thereof. An applicant shall submit one application for each permit sought to be obtained. Upon proper submission of any application for a weekend directional sign permit pursuant to the provisions of Ordinance 10-97, the Plainfield Department of Planning and Zoning shall issue a permit sticker for each permitted sign which shall be placed on the upper right hand corner of the permitted sign face. The appearance of such permit sticker shall be prima facie evidence that such sign has been issued a permit in accordance with the provisions of this ordinance. If a sign is lost or stolen, upon submission of an affidavit by the permit holder verifying the circumstances under which the permit sticker was lost or stolen, a replacement permit sticker shall be issued without charge.

B.

All such permits shall expire on December 31st of the year of issuance.

C.

After June 30th, the annual permit fee for each permit shall be reduced by one-half to $12.50.

D. Each residential development under construction shall be allowed a total of (10) such permits.

VIOLATIONS: A.

Any officer of the Plainfield Metropolitan Police Department, the Town Manager, the Assistant to the Town Manager, the Director of Planning and Zoning or any other agents authorized by the Plainfield Town Council may, in the name of the Town of Plainfield, file and pursue actions in the Plainfield Town Court of the Town of Plainfield, Indiana or any other court of general jurisdiction against a person who violates the Plainfield Town Council Ordinance No. 10-97.

B.

Violation of the ordinance will result in a $25.00 plus court fees penalty for the first violation and $50.00 plus court fees for each subsequent violation. Each day the violation occurred or continues to occur is considered a separate violation.
