Town of Tupper Lake Water and Sewer Consolidation Study Committee Meeting #8 – August 10, 2017 @ 1:00 p.m. @ Town Municipal Office Minutes Attendees: Star Carter, Mary Casagrain, Ron LaScala, Patti Littlefield, Paul O’Leary, Mark Robillard, Carrie Tuttle
1. Old Business a. Finalize DRAFT Existing Conditions Report i. C. Tuttle provided an update on the revisions made to the draft report: added Section 2.3 and Appendix C detailing district adjustments, and updated units in the report and prior presentations to accurately reflect updates determined from detailed reconciliation of customers lists from the Village, Town and County. ii. No further comments from committee were received on the report. If there are no additional comments from the Committee, then the report will be finalized after the Public Informational Meeting on 8/31/17. b. Finalize DRAFT Alternatives Report i. C. Tuttle provided an update on the revisions made to the draft report: added Section 3.1 and 3.1.1 that clarify certain issues for Alternatives (i.e., vacant parcels and metered customers). ii. The agreement between Sunmount and the Village was also added to the report with the Appendix that contains local laws and agreements. It was clarified that the Village does not have a current agreement for water/sewer services with Sunmount. Billing for Sunmount is not consistent with the billing for other Town customers. It’s recommended that the Village address this issue as part of the district consolidation implementation. c. Press Release/Advertising for Public Informational Meeting i. The Committee discussed changing the venue to support a larger group than the Town Offices can accommodate. The Town will confirm the venue and advertise the meeting in the paper, on Facebook page, on Town Sign, etc. d. Potential Funding - No updates from last meeting i. Citizens Re-organization Empowerment Grant (CREG) for implementation Consultation with DOS indicates that the CREG program may be the best option for the Town/Village. The Village and Town could apply for $100,000 each for Page 1 of 2
Water/Sewer consolidation. A 10% local match is required. The CREG funding cycle is monthly with applications being accepted the 1st Wednesday of every month. 2. New Business a.
