Gene T. Endicott Endicott Communications, Inc. With more than 20 years of corporate and consulting experience, Gene Endicott provides media relations, government relations and community relations services for companies, government agencies and associations. He specializes in helping clients to engage effectively with public-sector, private-sector and non-profit stakeholders to achieve key organizational, public policy or positioning goals. Before launching his consulting practice in 2006, Gene helped three global companies develop and effectively implement local, state, national and international public affairs programs. He has developed a broad network of private-sector, public-sector, media and non-profit relationships, and his primary publicpolicy interests and experience include transportation, technology, air quality and land use. Gene currently is working with the California High Speed Rail Authority, Port of West Sacramento, Sacramento Area Regional Technology Association, Cosumnes Community Services District, Placer County Air Pollution Control District, Glue Networks and Placer County Transportation Planning Agency. He also has provided outreach services for the Capital SouthEast Connector Joint Powers Authority, City of Sacramento, City of West Sacramento, 2008 Yes on Prop 1A ($9.95 billion high-speed train bond) campaign, Highway 50 Corridor Mobility Partnership and Richland Communities. Prior to the launch of his consulting practice, Gene was vice president at Ziegler Associates, where he handled several technology, land use and health-care projects. Before joining Ziegler in July 2005, Gene served for six years as the first Global Public Affairs director for Agilent Technologies. Under his leadership, the company’s community involvement efforts were recognized with a President’s Community Volunteer Award presented at the White House in December 2002 and highlighted by Fortune magazine when it first identified Agilent as one of the “100 Best Companies to Work For.” In addition, his work with other Agilent departments to better coordinate the company’s corporate citizenship efforts resulted in a #9 ranking on the Business Ethics list of America’s most ethical and socially responsible businesses. Before joining Agilent in June 1999, Gene was Public Affairs manager for Hewlett-Packard in Roseville, Calif., and led a staff responsible for the company’s Sacramento-area media relations, government relations, community relations and employee communications programs. He began his career in the Public Relations department at Bechtel Group, Inc., in San Francisco. Gene holds a bachelor’s degree in Political Science from the University of California, Davis, and resides in Roseville, Calif., with his wife Trisa, and children Andrew and Julia. He is an American Leadership Forum senior fellow; chair of the Sacramento Metro Chamber Transportation Committee; a member of the Urban Land Institute; and a former Parks & Recreation commissioner in Roseville and Sunnyvale, Calif.

Gene T. Endicott Consulting Project Experience California High Speed Rail Authority Gene designed and currently is implementing a proactive public affairs program in the Sacramento region and San Joaquin County to build support for the California high-speed train (HST). His role is focused on strategic communications and outreach related to development of environmental impact reports for the Merced-to-Sacramento section of the HST project, and the Altamont Corridor Rail project. He is responsible for education of elected officials, communications with regional agencies such as the Sacramento Area Council of Governments and San Joaquin Council of Governments, outreach and presentations to business and community organizations, and media relations. Primarily through his efforts, several Sacramento area jurisdictions and business organizations supported state legislation (AB 3034) that amended the $9.95 billion HST bond measure approved in November 2008, and several later endorsed the proposition.

Port of West Sacramento Gene currently drives efforts to educate elected officials, business and community organizations, and the media about the Port of West Sacramento’s positive impact on the Sacramento region’s economy, and to build support for the Port’s top public-policy priority: securing federal funding needed to deepen its 43-mile inland deep-water ship channel. As part of that effort, he developed and implemented a communications plan – including outreach to members of the California Transportation Commission (CTC), Sacramento Area Council of Governments staff and Board of Directors, Sacramento-area state legislative delegation, and The Sacramento Bee and Sacramento Business Journal editorial staffs – to build regional support for the Port’s successful pursuit of $10 million from Proposition 1B bond funds for the channel-deepening project. He also launched a quarterly e-newsletter and social-media presence to increase the Port’s external reach, and has generated print and electronic media coverage of several Port business developments.

City of Sacramento As part of a multi-firm consulting team, Gene provided communications and outreach services in support of a Department of Transportation initiative to develop a citywide transportation development impact fee. Gene’s role included development of collateral communications material; formation and management of a stakeholder advisory committee; ongoing communication with developers, business groups, trade associations and community organizations; and media relations support. More recently and also as part of a multi-consultant team, Gene provided stakeholder outreach and communications services for a study to evaluate new crossing options over the Sacramento River between Sacramento and West Sacramento. This process included formation and management of a 50-member stakeholder advisory committee, media relations, website-content development, and development of key messages and talking points for use by City of Sacramento and City of West Sacramento staff.

Highway 50 Corridor Mobility Partnership Gene managed a comprehensive public affairs program in support of transportation project and funding proposals for the Highway 50 corridor from Rancho Cordova to El Dorado Hills. Working with area land owners, government jurisdictions, Caltrans, Sacramento Regional Transit and the Sacramento Area Council of Governments, his role included strategic planning, message development, community outreach, coalition building, media relations, government outreach, Web site development, and development of collateral communication materials. Gene was actively involved in the successful effort to secure approval from the California Transportation Commission for $22 million in state bond funding for White Rock Road improvements, and worked with reporters at The Sacramento Bee other area newspapers on several articles related to the partnership’s work.

City of West Sacramento Working closely with a team including City staff and state and federal lobbyists, Gene supported advocacy efforts to secure state and federal funding for critical West Sacramento flood-protection and transportation infrastructure projects. His role included development of key messages and collateral communications material for elected official and government staff education; coalition building and stakeholder outreach; monitoring and reporting on regional infrastructure funding issues and opportunities; ensuring West Sacramento representation on regional business organizations and appropriate committees; and providing proactive and reactive media relations services. His efforts resulted in the delivery of numerous stakeholder letters to U.S. Senator Feinstein, U.S. Senator Boxer and Representative Mike Thompson in support of the City’s FY 2010 and FY 2011 federal flood-protection appropriations requests.

Placer County Air Pollution Control District Gene worked closely in 2006 with the Placer County Air Pollution District (PCAPCD) to draw positive media attention to a new Advanced Locomotive Emission Control System (ALECS) technology for capturing and treating emissions from diesel locomotives. Gene’s role included development of key messages and collateral communications material, and proactive media outreach. An August 2006 event at the Union Pacific Roseville rail yard was attended by more than 100 stakeholders, including U.S. Representative John Doolittle, EPA Regional Administrator Wayne Nastri, California Air Resources Board Executive Officer Catherine Witherspoon, and numerous other government officials. The event also generated significant media coverage in The Sacramento Bee, Roseville Press Tribune and local television news programs. Gene currently is providing communications and outreach services to the PCAPCD in support of key initiatives, including its annual Clean Air Grants program, a forest biomass-to-energy demonstration project, and a new wood-stove replacement financial incentive program.

Capital SouthEast Connector Gene’s responsibilities on the 37-mile roadway project connecting Elk Grove and El Dorado Hills included strategic and tactical communications and outreach related to development of the environmental impact report. He played a key role in designing and implementing an outreach program focused on the Sheldon and Wilton communities, and facilitated a series of related community working group meetings. He also organized and facilitated two workshops with alternative-transportation stakeholders from throughout the Sacramento region.

Richland Communities Working on behalf of Richland Planned Communities, Gene developed and implemented a public affairs strategy designed to build support for and help secure approval in March 2008 of the 50-year City of Lincoln General Plan Update (GPU). His efforts – which included outreach to the Sacramento Area Council of Governments; Lincoln Chamber of Commerce; community organizations; Lincoln opinion leaders; and regional media, including The Sacramento Bee, Sacramento Business Journal and Lincoln News Messenger – played a key role in helping to secure unanimous votes in support of the GPU by the Lincoln Planning Commission and City Council.

Sacramento Metro Chamber As chairman of the 2007 and 2008 Sacramento Metro Chamber of Commerce “Cap-to-Cap” Transportation Teams, Gene coordinated processes to identify the region’s top federal transportation project and issue priorities. This required direct and frequent consultation with local and regional transportation planning agencies throughout the Sacramento region on issues such as regional goods movement, full funding of the authorized transportation spending bill, and the Passenger Rail Investment and Improvement Act. Gene also worked with the teams to identify and advocate for numerous additional regional and local project priorities, and secured an appointment with U.S. Transportation Secretary Mary Peters in 2007 to help set the stage for future federal support on these requests. The 2008 program featured 23 transportation-related meetings on Capitol Hill and with a variety of federal transportationrelated agencies. Gene also served as a Transportation Team co-captain for the 2009 and 2010 Cap to Cap programs.
