2016 ENDICOTT BOYS 10U TOURNAMENT RULES Union-Endicott Baseball All-Star Tournament Rules 1. No player may play with more than one team in the tournament. 2. Birth certificates are not required; however, if a player’s age is questioned, proof must be shown before the next game. An ineligible player constitutes disqualification of the team. 3. Rosters are restricted to 15 players, a manager, three coaches and a scorer. Rosters and fees must be submitted before a team’s first game, once submitted, rosters are frozen. 4. Endicott Association Umpires will be used for all ‘A’ bracket games and for the semifinals and finals of all brackets. Endicott Youth Baseball umpires will be used for ‘B’ and ‘C’ bracket games as well as 1st round and quarterfinal games for ‘B’ and ‘C’ brackets. Only the manager is allowed to speak to the umpire. 5. The Union-Endicott Youth Baseball Board of Directors will have the discretion to resolve any rule infraction; including player, parent and coach misconduct. 6. Teams are required to be at the game facility 30 minutes prior to the scheduled game time and prepared to start their game 15 minutes after the end of the previous game. Teams will be expected to be stretched and loose before taking the field. There is a 20-minute limit in the cage, unless the opposing team does not want to use it. A 5-minute on field warm-up will be allowed with the visiting team taking the field first. There is a 10-minute grace period for forfeits. 7. All managers are required to hand in a post-game report sheet to the field’s concession stand at the conclusion of each game. The final score should be reported, as well as the names of all pitchers and number of innings pitched per game. 8. The tournament director and members of the Union-Endicott Baseball board of directors reserve the right to change a team’s tournament division (A, B, C) after pool play if it is deemed that the team has been inaccurately placed in that classification. The manager of the team will be notified of the change and that team will be required to play in the new division for the elimination round. 9. Teams will be seeded for the elimination round based on results from round robin play. If a team is required to play more than 3 round robin games, the results from one of the games will be ‘thrown out’ through random selection that will be witnessed by a Union-Endicott board member and the opposing coach from the team’s 4th round robin game. Teams WILL NOT be reseeded based on game results once the quarterfinal round has been established. 10. Travel teams are not permitted to enter the tournament. 11. If a team is playing in another tournament at the same time as the Union-Endicott tournament, accommodations will be attempted during round robin play. If a team cannot play in an elimination game due to commitments in another tournament, a forfeit will result. 12. A voluntary or involuntary forfeit during the round robin portion of the tournament will be recorded as a score of 12-0. Official Little League rules will be used with the following exceptions: 1. Doubleheaders and Sunday games may be played. 2. There may be two adult coaching the bases. Managers, coaches and scorekeepers are allowed to wear shorts. 3. Manager, (3) coaches, Score Keeper, and players only are allowed in dugouts. 4. Home team will be determined in the following manner; a) For round robin games, the winner of a coin toss shall have the option of being the home team. The team traveling the furthest will call the flip. b) For elimination games, the highest seeded team will be the home team. c) The home team will occupy the first base dugout, and their scorebook shall be the official book. 5. Each player shall play in the field for at least 9 defensive outs. In the event a player does not fulfill these requirements, this player must start the next game, complete the prior games requirements and the current games requirements prior to being removed from the game. (this does not apply to mercy rule games, or for players removed for sickness or injury). 6.
Managers have the option to hit all players on their roster in the line-up, to play a straight 9, or to hit 10 players in the line-up by using one EH. If all players on the roster are in the line-up, the manager may freely substitute throughout the game with no restriction on re-entry other than to the position of pitcher. In this scenario, all players not starting the game at a defensive position are still required to play a minimum of 9 defensive outs. If the manager chooses to have a line-up of 10 players with 1 EH, the EH remains in the line-up for the entire game and must play 9 defensive outs. Any players who are not in the starting line-up must play 9 defensive outs. The starting player who is substituted for may re-enter the game in the same spot in the line-up.
7. Courtesy runners will be allowed for both injured players, and when the catcher is on base with two outs. The courtesy runner must be the batter/runner who made the last out. The catcher rule applies only to the catcher of record. 8. No inning may begin after one hour and forty-five minutes from the start of play, but any inning started must be completed. Games in pool play may end in a tie. Prior to the start of the game, the coaches from both teams and the umpire shall agree upon the official start time of the game. The time limit rule is waived in semi-final and final games of the elimination round, and all elimination games must be played until a winner is determined. 9. There will be a twelve (12) run mercy rule after the losing team has batted four times and a ten (10) run mercy rule after the losing team has batted five times. 2016 ENDICOTT BOYS 10U TOURNAMENT RULES 10. All Union-Endicott Baseball ground rules will apply; a copy of our rule book is in the concession stand. 11. No deliberate contact is allowed by base runners. This will result in an automatic out and possible ejection from the game. This is based on the umpire’s judgment. 12. Any unsportsmanlike conduct by a Player or Coach will result in ejection from the game or field (park). The player/coach will be ineligible for the next game. This includes championship games. This ruling will be the result of conversation with the umpire involved, Tournament Director and Union-Endicott Baseball Board of Directors. A second ejection during all-star tournament play; be it the same tournament or another Union-Endicott Baseball sanctioned tournament, will result in an immediate suspension for the remainder of the tournament being played. The player or coach must leave the complex. Failure to leave the complex will result in a forfeit of the game where the second offense took place. The Endicott Police Department may be called and additional action could be taken if necessary. 13. Any unsportsmanlike conduct by a spectator will result in removal from the park. The Endicott Police Department may be called and additional action could be taken if necessary. 14. No head first slides are allowed (except returning to a base). In the event of a headfirst slide the player will be called out. 15. In the event of a close play, a player must either slide or give themselves up (umpire’s judgment). In the event of such a play the player will be called out with a possible ejection if the offense is determined to be a flagrant offense. 16. No “slash-bunting” will be permitted. This is when a player squares as if to bunt, then pulls back and swings. THIS WILL BE CONSIDERED A DANGEROUS PLAY and will result in that pitch being called a strike regardless of the actual outcome of the pitch. The ball will be ruled dead and runners may not advance. 17. The dropped third strike rule is not being used for the 10U tournament.

2016 ENDICOTT BOYS 10U TOURNAMENT RULES Pitching Rules: 1. A pitcher may not pitch more than six (6) innings in any one game. 2. A pitcher may pitch a maximum of six (6) innings in two (2) consecutive games. (one pitch constitutes an inning) 3. A pitcher may not pitch in three consecutive games. This rule DOES NOT re-set for the playoffs…i.e., a player pitching in his team’s second and third round robin games would not be eligible for the next game (most likely their first playoff game). 4. A player removed from pitching may not return as a pitcher in the same game. 5. A manager is allowed one trip to the mound or any other defensive position in one inning. On the second visit, the pitcher must be removed as the pitcher. (an injury visit does not constitute a visit) 6. No balks called 7. No intentional walks Union-Endicott Youth Baseball strongly suggests that all coaches keep track of pitch counts. Williamsport pitch count rules are not in effect for this tournament, but coaches should be aware of each pitcher’s total number of pitches and should always make pitching decisions with the health and maintenance of a player’s arm as their first priority. Pool Play Rules: 1. Tiebreaker goes as follows: Head to Head competition, least runs allowed, most runs scored, coin flip. Safety Rules: 1. No horseplay allowed in the park. 2. No warming up (playing catch/batting) is allowed in spectator areas. 3. On deck batting warm up allowed in designated area ONLY. 4. No watches, earrings, or other jewelry allowed while on the playing field. 5. Players warming up pitchers must wear a catcher’s helmet. 6. Base runners must wear a protective helmet the entire time that they are upon the playing field.
