Upper Dublin Township has reviewed Final Plans for Land Development Approval for the tract at the corner of Welsh Road and Dreshertown Road. This project received Preliminary Plan Approval, with Conditions, from the board of Commissioners, on July 11, 2017. We offer the following comments and requests regarding this plan: Background This application requests Final Plan approval of a proposed mixed use development consisting of office, commercial, residential, and building services units. The site area is 25.41 acres in gross. Improvements include public water and sewer, proposed roads, parking, landscaping, lighting, stormwater management, open space and other utilities.
General Plan Comments 1. The following items are now required as part of the Final Plan approval application: • •
ADA compliance details for sidewalk, and handicap ramps, parking stalls, etc. House and/or building unit numbers.
2. There are a few locations where the exterior walkway veers onto the private land. An easement should be depicted for the walkway in these areas, allowing public access. This would coincide with an easement for additional R-O-W regarding future road improvements also.

SUBDIVISION ORDINANCE REQUIREMENTS 3. Section 212-24.B. (1): Applicant must coordinate with the Township regarding the installation of stonnwater inlets along Dryden Road, depending on the timing of the improvements for either the Promenade or the Prudential Age-Restricted development. 4. Section 212-35.C: Additional detail should be provided for the Open Space features, play areas, the water feature near Dreshertown Road such as depth, spillway, fencing, aerator, etc. No detail was provided for the neighborhood area at the West Building. 5. Approval of these erosion control and construction plans is required from Montgomery County and PADEP. LANDSCAPING 212.32.F. — Specific Plant Requirements 6. 212.32.F.B.2: The Street Trees along Dreshertown Road are not within 15' of the right-of-way. A waiver has been requested to allow the trees to remain as depicted.
STORMWATER 7. Section 206-31.I.(4).(d) — The Final plans shall provide all sources of water from mechanical sources, and shall indicate discharges to infiltration or BMP areas. 8. Section 206-31.N — The Final plans shall provide easement location and language for stollnwater maintenance accesses. 9. Section 206-31.P - A drainage release or easement, in a form approved by the Township Solicitor, may be required by the Township for discharges to adjoining properties and watercourses. 10. Section 206-35.H — Applicant must demonstrate compliance with DEP and NPDES requirements for stonnwater compliance, including delivery of SWPPP and monitoring reports. 11.Section 206-43.A.(6) — Description of an ownership and maintenance program, in a recordable fonn, that clearly sets forth the ownership and maintenance responsibility for all temporary and permanent stormwater management facilities to the satisfaction of the Township Solicitor. Include BMP operation & maintenance requirements and report procedures. 12. The applicant has indicated a long-term Operation & Maintenance manual for on-going care of the plants and gardens will be provided at Final Plan application. We recommend a longterm replacement guarantee for the plantings and function of the rain garden.
