PROPOSED SOLUTION The Liberal USD 480 Board of Education has proposed a $127.86 million bond election to fund the following proposed projects to impact every student: Pre-Kindergarten Improvements - $0 • Eliminate portables at Washington; students will move to permanent facilities at Southlawn and Lincoln Elementary Elementary Improvements - $63.22 million

CHALLENGES CHALLENGES

• All-Day Kindergarten with additional classrooms

Current schools lack proper safety and security at building entrances

• Cottonwood and Sunflower Intermediate schools repurposed to K-5 schools



Currently there are 38 classrooms in 19 portable buildings



Only 13% of the kindergarten students in the state of Kansas, including Liberal, do not attend all-day Kindergarten

• 4th and 5th graders attend neighborhood elementary schools, which eliminates a building transition

Not all elementary students get to attend neighborhood schools



Students experience a minimum of four building transitions from Pre-K to graduation; lottery system increases transitions



Student to teacher ratio continues to increase, therefore decreasing one on one student/ teacher interaction

Student population is exceeding building capacities at the majority of schools Classroom square footage and configuration limits appropriate instruction at all grade levels Drop off/pick up areas for students are dangerous; in some cases designated areas do not exist

The $127.86 million facilities plan will utilize three sources of funding: • • •

1/2 cent sales tax Kansas State Aid Bond Election (Property Tax)

1/2 cent Sales Tax 22%

• 3 New K-5 schools; MacArthur, a north and a south location





WHAT WILL IT COST?

• Safe and secure building entrances • Eliminate all portable buildings Middle School Improvements - $59.38 million • All middle school students will attend one of two new 6-8 schools, at a north and a south location • West Middle School facility becomes part of Liberal High School Campus • Safe and secure building entrances • Eliminate all portable buildings High School Improvements - $5.26 million • Safe and secure building entrances • West Middle School facility becomes part of Liberal High School Campus • A larger Liberal High School Campus will relieve overcrowding and allow for more instructional space and additional programs
