Potable Water & Sanitary Sewer • What affect will dissolution of the Village have on Water & Sewer? – Centralized water and sewer will remain in effect with administration of the services being passed to the Town. The Town would manage each individual infrastructure type as individual town beneficial use district.
• How will services change if provided by the Town? – The service level should not change, administratively, the Town will become the fiduciary of the individual districts under town law. All parcels in the town benefitted by the individual services will be part of the appropriate district. 2

Items to consider: – Only those parcels receiving water as a benefit will be included and charged as part of a water district. Town residents outside a district are unaffected. – Town Water District Formation is a legal process and requires preparation of a Map, Plan and Report. – A district would have a water use and charge law developed that outlines technical elements of a water connection, protection of the system, and the method of charging (frequency, rates, penalties) to manage funds for sustainable operation. • Village Local Law 1 – Year 2013
– Adoption of a new Inter‐Municipal Agreement [IMA] for water with the Town of Dekalb. Executed June 1999. • Average Day Flow Peak Month ‐ 50,000 GPD

Village Owned Real Property The Village owns 22 parcels 4 Parcels are associated with Water System 1 Parcel is associated with Sewer System All Village‐owned parcels are tax exempt except for two: the old dump site and the spring lot in the Town of Russell (#1 and #7 in list below).
