Washington Friends of Farms & Forests Session 2011 Friday, February 18 ● Week 6 House committee cutoff was today. Bills that have not passed out of policy committees are likely dead at this time. Senate committee cutoff is Monday. The supplemental budget, covering the remainder of the 2011 fiscal year passed on Thursday. Attention is now on developing a 2011-2013 biennial budget. The Legislature must address a nearly $5 billion deficit for the biennium, which begins July 1. The next state economic forecast will come out on March 17. This will give the legislature the most up to date information on the state's economic conditions. One budget related concern is the potential loss of funding for agricultural research. WSU research & extension has a number of funding sources, but support primarily comes from state and federal funding. At both the state and national level this funding is vulnerable to cuts. In all, WSU is facing the potential loss of millions of dollars. These cuts put beneficial programs and research at risk. In the past few years, ag research hasn't taken any cuts deeper than those made throughout WSU. We will be watching to see if this "across the board" approach happens again in the forthcoming budget or if deeper cuts are made. SHB 1169 would mandate that the State Noxious Weed Control Board adopt rules guiding the reconsideration of plants not previously added to the noxious weed list. The senate companion, SSB 5087 is the same but explicitly excludes English holly from addition to the list. Last fall, English holly was proposed to be added to the noxious weed list. Holly growers objected and it was not added. The new bills would define the process of reconsidering plants that have been up for consideration before.
