APPROVED Minutes Stated Meeting of the Session of the First Presbyterian Church

WASHINGTON, NORTH CAROLINA TUESDAY, FEBRUARY 19, 2013 OPENING PRAYER: Rev. Wm. Lee Kinney opened the Meeting of the Elders in prayer.

A quorum was present.

ATTENDANCE: Elders Present: Charles Bracken, Bob Fish, Stewart Rumley, Will Mayo, Jim Ellis, William Alligood, John Jernigan, Jeff Rumley, Andrew Kingsbury, Tommy Swanner, Carol Humphreys, Al Norwood, John Fowle, Archie Jennings, Kurt Tucker and Adra Kennedy. Excused Absences: Steve Brodie Lindsey Crisp Others Present: Rev. Wm. Lee Kinney (Moderator), Deacon Present: Barb Curran (Deacon) Reid Brodie (AR Chesson Representative) DEVOTIONAL: Andrew Kinsbury presented a devotional to the Session based upon the Authority and Inspiration of God’s word as found in scripture. We all need to refresh our appreciation of God’s word and continue to receive the Holy Spirit and be born again by God’s words. CLERK’S REPORT: Rev. Wm. Lee Kinney asked for a motion to accept the minutes of the Session meeting held on January 15, 2013, the congregational meeting and the meeting of the corporation which were held on January 27, 2013 which were unanimously approved after Bob Fish’s motion and Carol Humphreys’ second. Correspondence: None. DEACON’S REPORT: Barb Curran reported to the Session regarding the Deacons continued work on the Parish Plan. She encouraged us all (since we are all Parish Leaders) to orally communicate with the members of our Parish because not all Church members read our church publications and emails. We need to share the good things happening at FPC Washington with our Parish members as well as share concerns and health needs with others. Parish Plan should provide each member a way to get to know a smaller portion of the church congregation better and allow the Church as a whole to take better care its members. Parish members are also encouraged to send letters and cards or invitations to all of our church activities. Barb Curran then passed out a template of a letter for each Session member to possible use when tailoring our own letters to the members of our Parish. OLD BUSINESS; The Chairs of each Commission are asked to please get their annual reports to the Planning Commission as it needs to prepare the annual report of the church for presentation to the congregation. SESSION COMMISSION REPORTS: BUILDING & GROUNDS: Jim Ellis informed that all was good and nothing to report. CHRISTIAN EDUCATION: Andrew Kingsbury also informed us that all was good and nothing to report. MISSIONS: Carol Humphreys informed the Session that the Missions Commission distributed $50,000.00 in 2012 and that FPC will continue its Angel Tree ministry. Future Mission opportunities include participating in the gleaning of the sweet potato fields and working with the at risk kids in local schools which is headed up by Nancy Rowe and Kathey Rumley. Carol encouraged us all to give of our time to our Missions. PERSONNEL: Stewart Rumley reported to the Session that we have a new Sextant at FPC. Michael Doiel is Patsy Doiel’s son and thus far has received glowing reviews from the staff and rumor has it that he cooks a great cake. EVANGELISM/MEMBERSHIP: John Jernigan informed that all was good as reported in his commission’s minutes but asked that any Session member please inform his commission of any ideas which can be incorporated into their daily business of Evangelism and membership retention and growth. FRAMES OF FAITH: Jeff Rumley reported that the project has finally begun. The asbestos abatement is complete, the foundation of the addition has been started and for those who are interested there is a phasing schedule in the Church office and Fellowship Hall. Jeff Rumley also informed the Session that Jerry Bienes and Neal Atkinson have agreed to lend their engineering expertise to the project and continue to assist the Planning Commission in finding ways to save money on the project. To date, Jerry and Neal with Reid Brodie’s assistance, have found savings within the contract which should allow us to repair the fellowship hall roof and replace all windows in the Educational Building and still be within budget. Currently, decisions regarding our new kitchen are being made such as tile and cabinet choices. We

need 5 consecutive days of sunshine which have been hard to come by lately for the brick masons to continue and for the foundation to be poured. Reid Brodie has been hired by AR Chesson to be the superintendent of the job. Reid addressed the Session and informed us that it is the goal of AR Chesson to continue daily construction with the least amount of conflict with planned church activities. Reid asks that if we are aware of any events, please let Dean or him know for scheduling purposes. Bob Fish expressed that he was impressed with how clean and neat the project has been thus far. STEWARDSHIP: Tommy Swanner presented the final 2013 budget to the Session which had a few changes since the preliminary one submitted to us previously. The amount of funds in the “people in need fund” was increased. The Stewardship Commission will recommend that beginning next year the budget will include a $4,000.00 monthly payment for repayment of the construction loan in an effort to reduce the amount of money we will be required to borrow for our permanent financing. This will greatly reduce our interest expense. He also pointed out that this budget does not include any distributions from the investment/endowment account in Texas Presbyterian Foundation which continues to grow. Tommy Swanner answered a few questions regarding the pledges received for the Frames of Faith Campaign and he reported that the pledges are coming in ahead of schedule. The motion to approve the 2013 budget comes from the Stewardship Commission and needs no second. The motion carried unanimously. NEW BUSINESS: None Announcements: * Next Stated Session Meeting, February 19, 2013 * Wednesday Night Life, February 20, 2013 * Lenten Lunches (tomorrow at First Baptist) * Al Norwood, John Jernigan and Wm. Lee Kinney will attend the Presbytery meeting in Wake Forest where Corey Larson will make his statement/proof of faith for his candidacy to become a minister. Corey Larson will also be the liturgist for our Sunday February 24 church service. Adjournment and Closing Prayer: The moderator asked for a motion to adjourn. Jeff Rumley so moved and Archie Jennings seconded. The meeting was adjourned and closed in prayer by Rev. Wm. Lee Kinney.
