What is WELS?
New Zealand’s Water Efficiency Labelling Scheme (WELS) is designed to provide information, through labelling at the point of sale, to consumers buying products that use water. The labelling provides clear information on a product’s water efficiency and water consumption in a standardised form, and helps the consumer to choose products that use less water while still being functional. The WELS applies to six product classes:

THE REGULATIONS The WELS is mandated by Consumer Information Standards (Water Efficiency) Regulations 2010 made under the Fair Trading Act 1986. The Regulations come into force on 1 April 2011. This means that all water-using equipment and products imported or manufactured in New Zealand on or after 1 April 2011 must comply with the Regulations. Products imported or manufactured in New Zealand before 1 April 2011 must display a WELS label by 1 April 2013. WELS does not apply to second-hand products.

THE WELS LABEL The WELS label displays two key pieces of information:

a star rating (out of six) indicating relative water efficiency a water consumption or water flow figure.
Note that while the dimensions, font and colour scheme of the New Zealand labels are the same as the Australian labels (as specified in the Australian/New Zealand Standard AS/NZS 6400 – the Standard), the New Zealand WELS labels differ slightly. Downloading Label Files http://wels.brandfm.com
It is anticipated that suppliers of water-using equipment will not download labels themselves, but ask their designer or printer to do this. However, it is the suppliers’ responsibility to ensure that their products are labelled in compliance with the Regulations.
Step 1 Login. First time visitor? You need to register as a new member to download label artwork files. This is free. Once registered, go to Step 2. If you have already registered, then just log in and start from Step 2. Step 2 Search for or choose your product class eg, dishwashers, or if your product has a star rating of zero then go directly to this section to download the appropriate label. Step 3 Find the label/s with the number of stars and in the size/variation you need. There are also combined labels for dishwashers and washing machines (for combining with an energy label). Step 4 Choose your preferred file format – pdf or editable eps. You will need a graphics programme that handles vector-based files to open the files eg, Adobe Illustrator. Note that artwork files with “RGB” in the file name are only for web display, not for printing. Step 5 Download your labels. This style guide will automatically be included with the download which will be sent to your email address as a zipped file. Step 6 Open the label files in a programme such as Adobe Illustrator to enter the variable data. Enter the product’s water consumption, brand and model details as indicated by the square brackets. Step 7 Send your labels to print.
Technical Notes: 1. The label artwork includes a dieline for cutting out the label along the arch. 2. The labels are set up in Pantone spot colours to convert correctly to CMYK. 3. Bleed: a bleed layer has been set up in the artwork and can be turned on or off as required. 4. The reduced size labels for shower and tap equipment are shown at the minimum permissible size and can be scaled larger if required.

Colour Palette
The colour palette for the labels is as specified by the Australian/New Zealand Standard AS/NZS 6400 in Pantone colours. The colours are:

Red: Pantone Warm Red
The labels are intended to be printed on a white background. For digital printing, the CMYK (Cyan, Magenta, Yellow and Black) breakdown of the Pantone colours may be helpful. However this is not necessary as the label artwork has been set up in spot colours to correctly convert to CMYK for digital printing.
Dark Blue: Pantone 299 Black: Pantone Black
Monochrome (eg, black and white labels) are only acceptable when the label is fixed to packaging or displayed in specifications,
White: Pantone White (only applicable if labels printed on coloured background)
brochures, magazines and websites and the rest of the packaging, or specifications, brochures, magazines and websites are also printed in monochrome. Monochrome labels shall remain faithful to the design of the label and the message of the label shall remain clear and unambiguous.

Colour Palette
The colour palette for the labels is as specified by the Australian/New Zealand Standard AS/NZS 6400 in Pantone colours. The colours are:

The labels are intended to be printed on a white background. For digital printing, the CMYK (Cyan, Magenta, Yellow and Black) breakdown of the Pantone colours may be helpful. However this is not necessary as the label artwork has been set up in spot colours to correctly convert to CMYK for digital printing.

Monochrome (eg, black and white labels) are only acceptable when the label is fixed to packaging or displayed in specifications,
White: Pantone White (only applicable if labels printed on coloured background)
brochures, magazines and websites and the rest of the packaging, or specifications, brochures, magazines and websites are also printed in monochrome. Monochrome labels shall remain faithful to the design of the label and the message of the label shall remain clear and unambiguous.
