Estimated Budget Deficit for 2014-2015: Over the past four years, the district’s cash balances have diminished considerably. The total on July 1, 2010 was $2,620,294 and it declined to $1,644,187 on July 1, 2013. The thought process behind spending down the cash balances was to “get by until the state raised the Base State Aid Per Pupil,” which never happened. Here are the big three: -Capital Outlay (only used for “brick & mortar” projects and technology “hardware”) went from $1,446,827 in 2010 to $622,359 in 2013. We have spent $90,000 on maintenance to buildings this year, so Capital Outlay is currently $532,000. -Contingency Reserves (generally used for emergency “rainy day” expenses, such as when the state doesn’t make a payment to our General fund on time, we can make payroll) declined from $376,227 in 2010 to $102,094 in 2013. -Textbook & Student Material declined from $138,846 in 2010 to $25,142 in 2013. When I arrived July 1, 2013, it was my duty to have a budget ready for the board to review within 10 days, then published and approved in August. I realized early on there were problems and recommended a 3.9 mill increase to the LOB (Local Option Budget, also called the Supplemental General Fund). The district used its cash balances to pay bills instead of raising the mill levy since 2010. This year’s deficit, estimated at $80,000, will be paid from contingency reserves. The BOE has authority to raise 4 mills on the LOB before reaching the 30% max (statute), meaning it can’t be raised again. One mill in the LOB raises around $30,000. I compare the district using cash balances to pay bills with a household budget paying bills out of a savings account; a temporary solution. If we continue raising taxes, without making changes to spending, it is a temporary solution and is similar to taking out a 2nd mortgage in a household. However, when that money runs out, we are still faced with the same problems, yet won’t have the option of raising the mill levy again. How much of a crisis is this? I estimate a $190,000 deficit for the 2014-2015 school year. To put this in perspective, we need 50 new students to enroll to make up the difference. Our enrollment was 548 in 2008 and is now 491. Since we have larger graduating classes than we do KG classes, enrollment will likely decline again. This deficit could be plus or minus by several thousands of dollars, based on enrollment and increased insurance premiums. Even if we can make up the deficit, it doesn’t account for the fact that we have nothing to put back into contingency reserves or capital outlay, i.e., no “rainy day” plan. Regardless of how the crisis came to be, it has to be fixed. We must trim $190,000+ from our budget. There is no such thing as “cuts” to education that don’t affect kids. We are forced to look at programs and people. We will keep the good of the organization as a whole in mind when making these difficult decisions. Sincerely,
