Principal’s Letter Hi everyone, It’s hard to believe I am writing the March letter already. Basketball season is concluding with the Sub-State Basketball Tournament here in Waverly the week of March 3rd. Spring Break is quickly approaching as we prepare for everything that 4th quarter brings to finish out the year. We are hosting the LCL Scholars Bowl Tournament for Junior High students on the 5th. Our district and county spelling bee champion, seventh grade Waverly student Chaska Lacey will be representing us at state competition in Topeka this month. Art students exhibited their work at the first annual Lyon County League Art Show this month. Primary grades are participating in Read Across America Day on March 3rd and have invited guests to come in to read to the classes to celebrate the importance of reading each and every day. Family Fun Night will be on Friday, March 14th at the Elementary gym from 6-8 p.m. I hope that everyone has a peaceful and enjoyable time with friends and family over the break.

Sincerely, Dr. Susan Brenner

Counselor’s Corner ASSET Test - March 12, 2014 at 8:30 *This is open to current sophomores interested in taking college classes for dual credit and juniors who did not take it last year or need to take the math portion. The elementary students will be doing Kansas Assessment Tests the week of March 31-April 4, 2014. This testing will affect grades 3-6. Parents please try not to schedule appointments for your child/children during this week. Also, try to get your child/children to bed in good time.

Update on Budget Deficit for 2014-2015 The district received good news a couple of weeks ago from our health insurance provider. Instead of an increase in premiums, we will see a 2% decrease for 2014-2015. I estimated a 12.7% increase based on our 12-year average. The district has been in the state plan for 12 years and has never experienced a decrease. This is about a $97,000 “swing” in the budget. They gave us an estimate for 2015-2016 of 8.9% (increase). Unfortunately, this doesn’t change the situation of our cash balances. In terms of financial strength, school districts are only as strong as their cash balances. We must come up with a plan that will increase our cash balances over time. Speaking of cash balances, I need to clarify a concern that a patron brought to my attention at the February board meeting. The patron read my article and was concerned with my opening statement, “Over the past four years, the district’s cash balances have diminished considerably. The total on July 1, 2010 was $2,620,294 and it declined to $1,644,187 on July 1, 2013.” He correctly informed the board that 2010-2013 is 3 years. As a superintendent, I look at budgets in terms of fiscal years. Our fiscal year runs from July 1st-June 30th. When I wrote about the cash balances, I was referring to “beginning cash balances.” The data was taken directly from the state published budgets for the following years: July1, 2010; July 1, 2011; July 1, 2012; July 1, 2013. These are the “four years” I referenced and hopefully it clears up any other misunderstandings. We still have some tough decisions to make for next year. My latest estimate (subtracting the health insurance premiums, and adding estimated utility increases) is between $110,000-150,000, depending on whether teachers negotiate for a raise or are allowed to move on the salary scale. Discussions will continue with the board to determine how we make up this money. I cannot speak for the board, but it will likely involve a combination of cuts to programs and/or positions, and the increase in mill levies on the LOB and/or capital outlay. As I stated before, we will do our best to keep the good of the organization in mind. Sincerely,

David E. Jackson, Supt. USD 243/ Lebo-Waverly, KS
