AUTHORIZED USERS It is each state’s responsibility to manage its users. As specified in the Rules of Behavior, which all users must accept upon account activation, only authorized users are permitted access to the system. Usernames and passwords are not to be shared. If a person responsible for entering data needs an account, the user manager(s) for that state must create a unique account for them. There are no Center level accounts for this system. NOTE: Help Desk Inquiries from unauthorized users will not receive responses.

PASSWORD CREATION AND MAINTENANCE The security requirements under FIPPS-199 and NIST 80053Rev4 require all federal IT systems to adhere to the password policies we have implemented in the 21APR system. We are exploring ways to make the process more user friendly. Make sure that your password includes: • at least 12 characters • at least 1 UPPERCASE letter • At least 1 lowercase letter • At least 1 number, and • at least 1 of only the following special characters !@#$^&*+-= Example: 21APr$20!5Fall

TERM-BASED DATA ENTRY

The following sections must be entered by term for ALL grantees (including summer, where applicable): Activities Staffing Participation For grantees that have Outcome data available by term, they must enter it by term.

ENTERING PARTICIPATION FOR SPRING 2015

In order to maximize the number of regular attendees captured by the 21APR system, States will be prompted to enter cumulative participation data for the fall and spring semester for regular students. Example: If you had 20 students in the fall who attended for 30-59 days and 20 students in the spring who attended for 30-59 days, you will report 40 students total.

ENTERING OUTCOMES FOR SPRING 2015

In order to maximize the number of regular attendees captured by the 21APR system, States will be prompted to enter cumulative outcome data for the fall and spring semester for regular students. Continuing from the previous example: If you had 40 students across fall and spring terms who attended for 30-59 days you will report Outcomes for these 40 students.

WHAT DO STATE LEVEL USERS SEE? WHAT DO GRANTEE LEVEL USERS SEE? State level Users and Grantee Users see the same Center profile and APR input data. The difference is that state level users see ALL grantee profiles and their centers for their state.

Grantee users see only the centers associated with their grant.

HOW DO I NAVIGATE TO APR DATA ONCE I HAVE ADDED A CENTER PROFILE? You can reach the APR sections (Activities, Staffing, Participation, and Outcomes) from each Center Profile in two ways: 1. Click the Activity arrow in the top right:

CAN I ENTER TEST DATA INTO THE SYSTEM?

No. 21apr.thetactilegroup.com is a LIVE site. The data entered into this system will be used to report to Congress.

If you have any test grantees or centers in this system, delete them. Test entries skew data for your state.

WHAT BROWSER SHOULD I USE?

We recommend that all users interact with the new federal system on one of these browsers: Chrome, Firefox, Safari, and only the most recent version of Internet Explorer. NOTE: Internet Explorer 8, 9, and 10 are no longer supported by Microsoft.

WHY IS IT TAKING LONGER THAN TWO DAYS TO GET A RESPONSE FROM HELP DESK? Help Desk is dedicated to assisting each of the system’s 2300 users with their inquiries as quickly as possible. You may be able to find an answer to your question faster via FAQs and Quick Guides. Go to:

HOW CAN I GET A FASTER RESPONSE FROM HELP DESK? To expedite a response, follow these tips: • Ask only one question per email. (Send as many as you need!) • Be specific in the subject line. • Be detailed in describing your question or issue. • Include screenshots with your inquiry if possible. Help Desk aims to reply within two business days. A resolution will follow as soon as possible. With such high volume, help desk will respond as soon as possible.
