ACTIVE/INACTIVE GRANTEES AND CENTERS Each State’s Grantees and respective Centers’ profiles have been preserved from 2014-2015. If the Grantee has an existing award for 2015-2016, keep the Grantee profile. Do not delete it. You can update profile information for an existing Grantee, but the Grantee name cannot be modified.

Centers under existing Grantees cannot be modified or deleted. New Centers can be added to an existing Grantee.

ACTIVE/INACTIVE GRANTEES AND CENTERS Each State’s Grantees and respective Centers’ profiles have been preserved from 2014-2015. If in 2015-2016 the award is exhausted or there is no award, delete the Grantee. Removing the grantee from the 20152016 profiles does not delete performance data that you entered for that grantee in 2014-2015. If a Grantee has received a new award, create a new Grantee profile and its Centers for the new award.

TERM-BASED DATA ENTRY
The following sections must be entered by term for ALL grantees (including summer, where applicable): Activities Staffing Participation For Grantees that have Outcome data available by term, they must enter it by term.

CUMULATIVE DATA
Like 2014-2015, data for the 2015-2016 academic year will be collected cumulatively. To maximize the number of regular attendees captured by the 21APR system, you will be prompted to enter cumulative participation data (fall and spring combined) for regular students in the spring term. Example: If you had 20 students in the fall who attended for 30-59 days and 17 students in the spring who attended for 30-59 days, you will report Participation of 37 students total who attended 30-59 days in the spring term. Continuing from the previous example: You will report Outcomes for these corresponding 37 students who attended 30-59 days in the spring term.

HELP DESK
For 2015-2016, there is an improved help desk with built-in efficiencies. • Answers to common requests will be available without having to send an email. • Inquiries will be submitted through a systembased form.

WILL TEACHER’S SURVEY BE USED IN 20152016? The Teacher’s Survey was devised to be used with the predecessor to 21APR, but it was not and is not an official federal survey. Therefore, the Department cannot and will not provide support on the implementation of the Teacher Survey.
The GPRAs are worded to ask for teacher reported improvement in two areas: (1) Homework & Participation and (2)Student Behavior.* States must determine and communicate to their grantees how to collect and report on these two measures.

WILL THERE BE EXTENSIONS GIVEN LIKE LAST YEAR?
Since 2014-2015 was the first use of a new system and the data entry windows were compressed into 3 ½ months, a reopen period was established whereby states could make updates and corrections. As 2015-2016 windows are not compressed and are closer to what will become the “new normal,” we do not anticipate the need for reopen periods.

CAN I ENTER TEST DATA INTO THE SYSTEM? 21apr.thetactilegroup.com is a LIVE site. The data entered into this system will be used to report to Congress. If you have any test grantees or centers in this system, delete them before you certify your data. Test entries skew data for your state.

HOW DO I RESET MY FORGOTTEN PASSWORD? • If you are not an authorized user, you need to contact your State Education Agency (SEA) representative for authorization and creation of an account. You can find their contact info at 21apr.thetactilegroup.com.
• Only SEAs have the ability to create accounts for users in their particular state. • This is a federally secured system for authorized users only – HELP DESK AGENTS ARE NEITHER AUTHORIZED TO CREATE ACCOUNTS FOR NOR ASSIST UNAUTHORIZED USERS.

You will need to answer your challenge question you had set when activating your account.

If you are unable to answer your challenge question correctly, you will need to have your account deleted and recreated by your SEA. If you are the SEA Super User and find yourself in this position, you will need to contact ED. Only ED can create an SEA Super User account.

When an account is deleted and recreated, all data entered previously remains safe and secure.

HOW IS HELP DESK RESPONDING TO MY INQUIRY? Help Desk aims to reply within two business days. A resolution will follow as soon as possible. Help desk has responded to all tickets submitted for the 2014-2015 performance period. We thank each of you for your patience as we worked to improve the response time. For 2015-2016, we have implemented an improved and more efficient help desk. Getting answers to common questions will be self-service and inquiries will be submitted through a system-based form.
