Assumption of Risk and Indemnity Agreement, Insurance, Medical Consent Form, Roster/Release Agreement, and birth certificate copies are to be turned in at manager’s meeting if ready. Check-in with completed forms at the registration table at least one hour before the start of your first game if your forms have not already been completed and approved by tournament staff. A coin flip will take place appox.15 mins prior to pool play games to determine the choice of either A) home/away or B) 1st/3rd base dugout. Winner of coin flip has choice of one category; A) or B), loser of coin flip has choice of the other category. Home dugout for Majors and Minors field is 1st base, and AA-field is 3rd base side. Each team is allowed to have up to 5 coaches . When a pitcher is 1) in possession of the ball, 2) has his/her foot on the pitchers plate, 3) is ready to pitch, and 4) the catcher is ready to receive the pitch, all base runners must return to the last bag they have reached. Batting cage use is on a first come first use basis, but must be shared with other teams who are also prepping for games. Game start time is the scheduled start time for your game – not the first pitch. Games are a maximum of 6 innings. For pool games: No new inning to start after 90-minutes of play. For playoff games: No new inning to start after 100-minutes of play. A new inning starts with the last out of the previous inning. No infield practice between innings. A strict “in/out policy” in effect. Only 5 warm-up pitches allowed. Coaches may warm up pitchers. Have the catcher & pitcher ready. Pinch runner allowed for catcher or pitcher with 2 outs. Pinch runner must be player who made last batted out. Pitching Rules: If a player pitches 46-65 or more pitches in a day, must rest 2 calendar days before pitching again. If a player pitches 31-45 pitches in a day, must rest 1 calendar day before pitching again. If a players pitches 30 or less pitches in a day, no rest is required. Pitcher is allowed to finish a batter per exception from Green Book.1 The home team will keep the official scorebook, and scorekeepers for both teams will confirm pitch count after each half-inning, but the home team book is the official count. Moreland will provide each field with an official scorebook. Any player who plays catcher in four or more innings in a game, is not eligible to pitch later on that calendar day. And also any player who pitches more than 45 pitches in a game cannot later play catcher during that calendar day. One pitch constitutes an inning. No INFIELD FLY rule. Only Little League approved bats – No big barrel bats. There is no on deck circle for this tournament. Only the player at bat shall take practice swings. Continuous batting order including all players on the team roster present for the game. Team must field 9 defensive players or the game is forfeited. No slash-bunts (i.e. bringing the bat back after showing bunt, and swinging or slapping at the ball).

1 EXCEPTION: If a pitcher reaches a day(s) of rest threshold while facing a batter, the pitcher may continue to pitch until

anyone of the following conditions occurs: 1. That batter reaches base; 2. That batter is retired; 3. The third out is made to complete the half-inning or the game. The pitcher will only be required to observe the calendar day(s) of rest for the threshold he/she reached during that at-bat, provided that pitcher is removed or the game is completed before delivering a pitch to another batter.

18. No leading off. Base runners shall not leave their bases until the ball has been delivered and has reached the batter. Once a pitch has reached the batter, runners may advance at their own risk until the ball is dead. 19. 5 run cap per inning for first 5 innings. 6th inning is not capped but is limited 14 players. Home team is allowed final at bat even if there is no possibility to win since any additional runs may impact Playoff Seeding. Not he other hand, once the home team takes the lead in the last inning, the game is over. 20. Mercy rule: 12 run differential after 4 innings or 10 run differential after 5 innings have been completed. 21. If the game is tied after 6 innings, and the game has not reached the time limit, a California tie breaker will be executed. A California tie-breaker is an inning where each ½ inning begins with two outs and the batting team places the last batter of the previous inning on 2nd base and plays the remainder of the inning. 22. A pool game may end in a tie after the time limit is reached. 23. An elimination (play-off) tied game must continue until the tie is broken. 24. Moreland reserves the right to make a decision on any unforeseen rule that comes up. 25. Umpire’s call is final and will be made at the time of the call. At no time will an official be called for ruling. This is a 9 and under tournament, please remember this at all times. 26. Manager is responsible for fans, players and coaches. Umpire or a Moreland Official will ask the Manager and/or coaches to leave if fans, players and coaches become unruly. Failure to leave the complex will result in disqualification of the Manager’s team. No manager or coach shall voice a complaint of an umpire call or ask for an appeal without asking for and being granted permission an on field discussion by the lead umpire. 27. If any team is found to have an illegal player - team will be told to leave. 28. How Playoff seedings are done (in order): Overall Record, Head to head, runs against, runs for. 29. 2015 Little League Official Regulations and Playing Rules are in effect unless stated otherwise above.

Notes about the Moreland Complex: We will have a fully stocked snack shack during the tournament games, and we request that teams do not bring coolers full of food and drinks to the fields. Each night of the tournament we will have a different special for dinner each weeknight. These specials will be posted at the snack shack and also on our website, so that your families can plan. If you have any requests that you would like us to carry in the snack shack during the tournament, please let us know as soon as possible and we will make every to accommodate your request. There is plenty of space on the grass close to the fields for any team to put up a canopy or two to create a ‘home base’ for your team on the Saturday of the tournament. Please let us know if your team would like to do this you can scout out a spot during our tour of the MLL complex after the per-tournament managers meeting. Practice fields and three batting cages are available to be used for pre-game practices. Parking lots and street parking are available on Eastus Drive, Marilla Avenue, and Doyle Road. We are located on Moreland School District property, therefore we must abide by
 the following: a) No dogs on the complex b) No smoking c) No alcohol d) No BBQs NO PARKING OR DROPPING OFF PLAYERS IN RED ZONES OR CROSSWALKS ON EASTUS DR. If using the White Zone for drop off or pick up, drivers must stay with car. Please notify us of any special access needs so we can accommodate you.

Release and Assumption of Risk Agreement Moreland Complex Nine and Under (9U) Baseball Tournament June 20 through June 25, 2016

In consideration for the acceptance of our application for participation in or presence at the Moreland Nine and Under Baseball Tournament (“Tournament”), we, __________________________________________ (“Releasors”) hereby waive, release, discharge and hold harmless Moreland Little League, Moreland Little League Board of Directors, Little League Baseball of America, Moreland School District, Moreland Board of Trustees, and their agents, employees, assignees, and successors in interest (“Released Parties”) from any and all liabilities for any and all losses, personal injuries including but not limited to wrongful death, or property damage that may have arisen out of, or in any way is connected or related to our participation or presence at the Tournament, even though that liability may have arisen out of negligence or carelessness on the part of the Released Parties described above. This release does not apply and does not have any effect in the event the above described Released Parties have committed fraudulent or intentional acts which cause the injury or damage. We the Releasors understand, contemplate, and accept that Releasor’s sole remedies, warrantees, and recourse, legal or equitable, for actions, disputes, controversies, negligence, gross negligence, property damage, any and all personal injuries including wrongful death, consequential damages, medical expenses, or any and all litigation and all associated costs, now and in the future, arising out of our participation in the Tournament are with ourselves or the insurance we have purchased in contemplation of participation in the Tournament. Baseball is, and can be dangerous, therefore we assume all responsibility and agree to indemnify, defend, and hold harmless including responsibility for any and all attorneys’ fees and costs borne by Released Parties, the Released Parties for any and all losses, damages or injuries to ourselves or our property which may have been caused by negligence, or any act, of any of the Released Parties who may be connected to the Tournament. We have read this document, understand its meaning and voluntarily sign it on behalf of ourselves and our children. Date

Medical Consent to Treat Moreland Complex Nine and Under (9U) Baseball Tournament June 20 through June 25, 2016 I, the responsible parent/guardian of _____________________________________________________________(player) hereby give consent and permission to his/her baseball coach to authorize any needed emergency medical treatment. Such treatment is to include diagnostic tests, in addition to any needed treatment of any such injuries. The medical treatment authorization is in effect until midnight June 25, 2016.
