CALL TO ORDER Mayor G. Moore called the meeting to order at 7:00 pm in the Council Chambers, Port Coquitlam City Hall, 2580 Shaughnessy Street, Port Coquitlam, BC.

ADOPTION OF THE AGENDA

Adoption of April 25, 2017 Regular Council Meeting Agenda It was moved and seconded that the April 25, 2017 Regular Council Meeting Agenda be adopted with the following revision: Item 7.6 be removed. Carried.

CONFIRMATION OF MINUTES 3.1
April 11, 2017 Council Meeting Minutes It was moved and seconded that the April 11, 2017 Regular Council Meeting Minutes be adopted. Carried.

PROCLAMATIONS 4.1
Day of Mourning for Workers Killed or Injured on the Job - April 28, 2017 Mayor G. Moore proclaimed April 28, 2017 as a Day of Mourning for Workers Killed or Injured on the Job.

May Day 2017 Mr. Bob Lee, Chair, May Day Committee, presented an overview of May Day 2017.
PUBLIC HEARINGS 6.1
Zoning Amendment Bylaw No. 4008 for Child Care Regulations Mayor G. Moore asked if there were any speakers wishing to address Council regarding Zoning Amendment Bylaw No. 4008 for Child Care Regulations. Two speakers approached the podium: Ms. Kim Stack and Ms. Natasha Piercy, co-owners of Bright Start at 3242 Westwood Street expressed concerns regarding the limited availability of commercial space that meets the needs of Fraser Health and City bylaws. Ms. Krystle Olsen-Chang, a resident and early childhood educator read a letter to Council regarding outdoor play space requirements. The public hearing was suspended to May 23, 2017.

Zoning Amendment Bylaw No. 4008 (Child Care) - Third Reading Third reading was deferred to May 23, 2017.

OCP Amendment Bylaw No. 4013 for 2438 and 2446 Mary Hill Road First Two Readings It was moved and seconded that OCP Amendment Bylaw No. 4013 for 2438 and 2446 Mary Hill Road be given first two readings. Carried.

Zoning Amendment Bylaw No. 4014 for 2438 and 2446 Mary Hill Road - First Two Readings It was moved and seconded that Zoning Amendment Bylaw No. 4014 for 2438 and 2446 Mary Hill Road be given first two readings. Carried.

Zoning Amendment Bylaw No. 4015 for 2170 Kelly Avenue, 2380-90 & 2420-2438 (portion) Mary Hill Road - First Two Readings It was moved and seconded that Zoning Amendment Bylaw No. 4015 for 2170 Kelly Avenue be given first two readings.

DRAFT RESOLUTION 8.1
Mental Health Resolution Councillor Dupont presented an introduction to the resolution. It was moved and seconded that the Mental Health Resolution be adopted. Carried.

REPORTS 9.1
Section 57 Hearing – 1300 Dominion Avenue It was moved and seconded that Council request City staff, including the fire department and the land owner work together to resolve safety issues and report back to council. Carried. Councillor Dupont voted against the resolution. It was moved and seconded that an amendment be made to the above resolution: That the report to Council be made within one year. Carried. Councillor Dupont voted against the resolution.
