BOARD OF EDUCATION MINUTES NEWELL SCHOOL DISTRICT #9-2 MAY 8, 2017 Chairman Youngberg called the regular meeting of the Newell Board of Education meeting to order at 6:35 p.m. with members Burtzlaff, Weeldreyer, Wells and Trohkimoinen present. Absent members Wendt and Gaer. Administration present: Supt. Dutt, Prin. Nehl, Business Mgr. Pflaumer, SPED Director Mullaney. Visitors: Scott Wince, Steve Schoenfish, Keith Morell, Stacie Morell, Aileen Brunner, Shannon Dirk, Scott Dirk, Melissa Mahaffy, Anna Erk, Maynard Yule, Noreen Yule, Sabina Harmon, Todd Komes, Betty Bruner. Unless otherwise noted, all Board action was by unanimous decision. AGENDA Motion Wells, second Burtzlaff to approve the agenda with additions/changes. Carried. APPROVAL OF MINUTES Motion Trohkimoinen, second Weeldreyer to approve the minutes from the April 10th meeting with the following amendment under approve CD transfer, striking “use” and adding “scholarship and library use” Carried. APPROVAL OF BILLS & FINANCIAL REPORT Motion Trohkimoinen, second Burtzlaff to approve payment of Gen. Fund, Capital Outlay, SPED and Food Service fund bills, end of month April, Pre-paid May and May 8, 2017 bills; April Financial Report. A Trust & Agency report for April was not included in the Board packet and was not approved at this time. Reports were given by staff members at this time. 2ND READING POLICIES CGA THROUGH DLC Motion Wells, second Burtzlaff to approve the 2nd reading of policies CGA through DLC as presented. Roll Call Vote: Burtzlaff – yes, Weeldreyer – yes, Youngberg – yes, Trohkimoinen – yes, Wells – yes. Carried. DECLARE SURPLUS Motion Weeldreyer, second Wells to declare the “Old Concession Stand” surplus as the building is no longer necessary, useful, or suitable for the purpose for which it was acquired. The building is to be torn down. Carried. SDHSAA DIVISION II REPRESENTATIVE BALLOT Motion Burtzlaff, second Wells to cast vote for Steve Moore, Watertown H.S. for Division II Representative on the SDHSAA ballot. Voting yes – Burtzlaff, Weeldreyer, Youngberg, Wells. Abstained – Trohkimoinen. Carried. SDHSAA AMENDMENT I BALLOT Motion Trohkimoinen, second Weeldreyer to cast a yes vote on the SDHSAA Amendment No. 1 ballot. Carried. 2017/2018 PROPOSED BUDGET The Board reviewed the proposed budget at this time. Budget meetings will be set up in the near future to go over the budget in detail. Motion Trohkimoinen, second Wells to approve the 2017/2018 Proposed Budget. Voting yes; Burtzlaff – yes, Weeldreyer – no, Trohkimoinen – yes, Wells – yes, Youngberg – yes. Carried.
APPROVE CONTRACTS Motion Weeldreyer, second Wells to approve the following teacher contracts for 2017/2018 school year. The salaries are (2016-2017 salary data). Valerie Samuelson , Kindergarten (2017-2018 only) 3BA $35,606, Janelle Soring, SPED Teacher 0BA $34, 406, Hannah Torgersen MS Social Science 0BA $34,406. Carried. APPROVE RESIGNATION Motion Wells, second Trohkimoinen to approve, with regret, the resignation of Chad Schaefer effective May 18, 2017. Carried. Motion Wells, second Trohkimoinen to allow permission to advertise for the position. EXECUTIVE SESSION Motion Weeldreyer, second Wells to enter into executive session at 8:00 p.m. to discuss negotiations SDCL 1-252(4). Carried. The Board returned to regular session at 9:43 p.m. Motion Weeldreyer, second Wells to decline approval of the 2017-2018 Negotiated Agreement due to errors found in the Hiring Schedule. Carried. EXECUTIVE SESSION Motion Weeldreyer, second Burtzlaff to enter into executive session at 9:45 p.m. to discuss personnel SDCL 1-252(1). The Board returned to regular session at 9:55 p.m. Motion Trohkimoinen, second Wells to delete Sally Pflaumer from the Classified Employee List, and to offer Sally Pflaumer an employment contract for the 2017/2018 School Year. Carried. Motion Trohkimoinen, second Weeldreyer to approve the 2017/2018 Classified Employee list as modified for the 2017/2018 school year. Carried.
