DEFINITION OF RECIPIENT QUALIFICATION Qualified recipients are appointed or elected officials and engineers in state, county, city, township, municipal, federal and special road districts. Also qualified are contracting firms, consulting engineers and other titled and non–titled personnel in the field served.
