Motion passed unanimously. 9) 11/28/2016 9:14 AM Review Appointments of Rob Cottle, Ryan Cranney, Carl Boden, and Jay Black as Flood Control District Commissioners a. This is for District 15 and 16 and was read by Kunau. b. The Clerk will send a letter reminding those commissioners of their bonding responsibility and to be sworn in. 10) 11/28/2016 9:22 AM Review Idaho Public Utilities Commission (PUC) Case Nos. IPC-E-16-23, IPC-E-1624, IPC-E-25, and IPC-E-16-27 a. The PUC Cases were reviewed by Kunau b. Motion passed unanimously. 12) 11/28/2016 10:54 AM Indigent Matters 11/28/2016 10:54 AM Motion: To consider Indigent matters of a personal nature that are exempt from disclosure under Idaho Code § 74-106 (6), Action: Enter Executive Session under Idaho Code § 74-206 (1) (d), Moved by Paul Christensen, Member, Seconded by Bob Kunau, Member. Vote: Motion carried by unanimous roll call vote (summary: Yes = 3). SCHEDULED INFORMATION AND ACTION AGENDA ITEMS 13) 11/28/2016 9:39 AM Consider Approval to Purchase Firearms and Uniforms for Misdemeanor Probation – Amber Prewitt CASSIA COUNTY COMMISSION REGULAR SESSION Monday, November 28, 2016 2|Page

a. Prewitt indicated it was approved earlier by the board to purchase firearms. A quote JW Law Enforcement Equipment out of Spokane, Washington for five Glock 17 9 mm’s with 3 magazines, holders, and pouches for the holsters. They bid totaled $2,603.20. b. Funds were budgeted sufficiently to cover those costs and for ammunition. c. Christensen stressed the importance of training for Juvenile Probation Officers (JPO’s) that is going to take place through CSI’s law enforcement program. 11/28/2016 9:42 AM Motion: Purchase of Glock firearms and accessories for Adult Misdemeanor Probation in the amount of $2,603.20, Action: Approve, Moved by Paul Christensen - Member, Seconded by Bob Kunau Member. Motion passed unanimously. d. There are also sufficient funds in their budget to cover costs for uniforms which will be under $1000.00. e. It was pointed out there is no change necessary with the County ICRMP coverage for JPO’s carrying firearms. 14) 11/28/2016 9:45 AM Department Head Meeting a. Patty Justesen – Treasurer i. Justesen presented the Treasurer’s Cash Balance and Urban Renewal Report ii. She reported they are within their budget constraints. b. Amber Prewitt – Adult Misdemeanor Probation i. Prewitt reported on active probationers and probation violations. ii. Nicole Reynolds was hired as a probation officer recently and is in training. iii. Revenue is in line and there are a couple of budget line items over but overall they are in line. c. Craig Rinehart – Coroner i. Rinehart is well in line with budget year to date. ii. The contract with Ada County for autopsies was signed and returned. iii. Chief Deputy has had health issues and may need to vacate his position. Rinehart discussed with the board possibilities for consideration of a new chief deputy. d. Dwight Davis – Assessor i. Davis reported they are under budget. ii. Deadline for appeals for sub roll values is today at 5:00 p.m. iii. Flooring repair is about completed. e. George Warrell – Mini-Cassia Criminal Justice Center i. Warrell reported on inmate housing population ii. They are currently down four employees and they are trying to recruit. iii. Front entry flooring repair is about completed. f. Jay Heward – Sheriff i. Budgets are in line except for Dispatch where there are employees in training. ii. All people are back from POST and they are fully-staffed. iii. The Sheriff’s Office has purchased a vehicle and are looking to purchase additional vehicles. g. Michael Ottley – Weed and Pest Control i. Ottley’s budget reported on his budget as being in line. ii. They have received their four wheelers and the Kubota they purchased. iii. Things are winterized and they are working with Medusa Head noxious weed with an inoculant. iv. The Weed Department received $65,000 from BLM in grant funding this year. v. Ottley presented possibilities for boat inspections. The Board indicated they would support Ottley’s decision if it works budget-wise for his department. h. Joe Larsen – Clerk i. Larsen indicated that his only budget over allocations year-to-date is the General Election as it is a seasonal event. That will not exceed the overall allocation. ii. He reported on the progress of iCourt Odyssey software implementation. i. Doug Abenroth – Prosecuting Attorney i. Budget is well in line. ii. Courts generally get busier after the first of the year. j. Kerry Mc Murray – Administrator i. McMurray presented a building report. ii. He also reported on Planning and Zoning activities which included a recent hearing. k. Joel Packham – Extension Agent – Not present 15) 11/28/2016 11:31 AM United States Forest Service (USFS)/Bureau of Land Management (BLM) Report a. Matt Ginder – USFS District Office i. Ginder reported on fuel reductions in the area for this fiscal year. More acres will be implemented if there is adequate funding in the budget. ii. They are looking at Aspen reintroduction in the Albion area working with Fish and Game and others to rejuvenate the Aspen stands. iii. They are also looking at what is eligible for listing on the historical register. iv. Sage Grouse habitat work continues and they hope to have a decision late this year or next spring. v. Christensen asked about what constitutes day use charges in areas. Ginder said day use is just for parking and there is not a charge. vi. Ginder answered questions regarding side by side UTV limitations which are included with trailhead markings. He also reported on fires this past fire season. b.
