CITY COUNCIL WORK SESSION MINUTES April 18, 2016 5:30 p.m.
1) Call to Order Mayor Whalen called the meeting to order at 5:30 p.m. Present – Council: Mayor Lisa Whalen, Patricia Thoele, Mark Vanderlinde, Pam Mortenson, and Bob Christians; Staff: City Administrator Michael Barone, Finance Director Brian Grimm, Community Development Director David Abel, and City Clerk Kris Linquist; Consultant: City Engineer Paul Hornby, WSB Engineering. 2) Hennepin County Assessor’s Office Discussion Hennepin County Appraiser Kevin Wynn presented the report found in Work Session packet dated April 18, 2016. He overviewed the 2016 Open Book Meeting and Assessment Summary. Highlights included: The 2016 Minnetrista Open Book Meeting is scheduled for April 27, 2016 Summary of the 2016 Assessment The Open Book appeal process Overall value increase for the City of Minnetrista is 11 percent There were handouts regarding growth
There was some discussion on how the values are determined. Barone made comments that the City budget does reflect the values of the market of the home sales but does not increase what the county assessment increases. 3) Storm/Surface Water Utility Fund Discussion Finance Director Grimm presented the staff report found in Work Session packet dated April 18, 2016. He overviewed the Storm/Surface Water Utility Fund. have a structure on them or not. o Look at using a land use classification and factor for the utility fee Expenditure Items o Storm/Surface Water CIP plan One Time Revenue/Financing Sources o Grants o Transfers from other funds within the City.
Whalen commented that there were discussions of area charges beside SAC and WAC. Hornby stated that it could be difficult to do an area charge when developments have their own stormwater plans. There was more discussion on Stormwater area charges. Christians commented that he would like to see parcels that cause the hardship to be taxed or assessed to fix the problem. Hornby stated that taxing districts could be set up for certain problem areas. There was discussion on if the non-structure parcels would also have to pay recycling fees if it was decided to charge a stormwater fee to all parcels. Grimm stated that they would not, they would only be charged the determined stormwater fee. Vanderlinde questioned if it could be put on the tax statement as a once a year charge. Whalen commented that the reason why it couldn’t be put on the tax statement is because then it would be based on the property value and not a per parcel fee. Thoele questioned the safety of the stormwater pond contaminants. Hornby stated that the contaminants settle on the particles at the bottom and stay there. Council would like to see more details at a future meeting on both revenue items. Whalen brought up the Jennings Cove Stormwater issue and questioned the council on how to proceed with the issue. Christians commented that this is a unique situation and it is a lot of money to fix the problem. He does not want to see a precedence set for future storm related flooding claims. Whalen commented that there should be a policy in place and to possibly have a cost share with the property owner so that the property owner has a stake in the solution. Christians commented that he would like to see the house fixed and not the pond. There was discussion about contacting FEMA for a list regarding flood plain parcels in Minnetrista. Council directed staff to further look into options regarding the stormwater issue and to bring it back to a future council meeting. 4) Adjourn Motion by Christians, seconded by Vanderlinde to adjourn the Work Session Meeting. Motion carried 5-0. Mayor Whalen adjourned the meeting at 6:54 p.m.
