CITY OF BLOOMFIELD REGULAR COUNCIL MINUTES June 12, 2017 The Regular Meeting of the Bloomfield City Council was held at 6 p.m. in the Council Chambers at 915 N. First Street, Bloomfield, NM. The meeting was in full conformity with the laws and rules of the Municipality. In attendance were Mayor Scott Eckstein, Councilors Matt Pennington, Curtis Lynch and DeLaws Lindsay. Councilor Elwin Roark was absent. Also present were City Manager Eric Strahl, City Attorney Ryan Lane and City Clerk Erikka Martinez. Department Heads present were Brad Ellsworth, Dorothy Nobis, Fire Chief John Mohler, Jason Thomas and Police Chief Randy Foster. City Attorney Ryan Lane offered the invocation and led the Pledge of Allegiance. Approval of Agenda: Councilor Lynch made a motion to approve the Agenda and its changes and Councilor Lindsay seconded. Approval was unanimous. Consent Agenda: Councilor Pennington made a motion to approve the Consent Agenda in its entirety. Councilor Lindsay seconded the motion. Approval was unanimous. A. Approve Accounts Payable B. Approve Minutes of the Regular Council Meeting, May 22, 2017 C. Approve Minutes of the Special Budget Workshop May 24, 2017 Presentation: Public Works Director/ City Engineer Jason Thomas and Marketing Specialist Dorothy Nobis stood before Council providing information on three parcels on Blanco and Fifth Street and the possibilities of a Brownfield Project. Thomas and Nobis discussed grants and other funding options that the City could apply for to help with the project. New Business: Public Works Director/City Engineer Jason Thomas sought approval to have a Phase I Site Assessment be performed at Lampliter Properties at Blanco and Fifth Street. Councilor Pennington made a motion to approve moving forward with a Phase I Site Assessment and Councilor Lynch seconded. Approval was unanimous. City Manager Eric Strahl sought approval of appointing an alternate for the Metropolitan Planning Organization (MPO) Policy Committee. Strahl stated that Dorothy Nobis
currently is the alternate but due to her work load she is not able to fully commit. Strahl stated he would take the position as the alternate. Councilor Lynch made a motion to appoint City Manager Eric Strahl as the alternate for the MPO Policy Committee. Councilor Lindsay seconded. Approval was unanimous. Department and Public Input: Emily Rue a citizen of Bloomfield stood before Council with concerns about her water bill and the tax rate in Bloomfield. Edith Grey a citizen of Bloomfield stood before Council with concerns to Saiz Lane. The road is severely damaged. Pothole after pothole. City Engineer Jason Thomas stated the road would not be repaved anytime soon but the potholes would be addressed. Janet Mackey with Tesoro Refinery wanted to let City Officials know that Tesoro is a big funder when it come to the Community and this the City should apply for funding for the Brownfield project. Also she wanted to remind everyone of the Balloon Rally this weekend at the soccer complex. Police Chief Randy Foster wanted to let City Officials know that they have received several complaints about speeding within the City and the Police Dept. is monitoring speeds and the speed trailer is being utilized. Also there had been several reports of a bear roaming the City. NM Game and Fish set a trap and didn’t have any luck. The bear was spotted outside Dollar General near Ruth Lane and Ranger Smith was able to tranquilize the bear and relocate him.
