ANALYSIS As part of the Lehi City annexation procedures, all annexation requests are required to be reviewed by the Planning Commission. The Planning Commission’s responsibility is to review the proposed annexation and determine whether or not the requested zoning is appropriate and complies with the General Plan. The Planning Commission’s recommendation will be forwarded to the City Council for their review upon final consideration of the annexation. The General Plan designates this property as VLDRA, and the proposed zoning of R-1-22 is consistent with that designation. This annexation is being done by resolution because the property is part of an existing county island. Water dedication will be required prior to the annexation being recorded with the Utah County Recorder’s Office. It should be noted that the annexation plat shows the annexation acreage as 2.05 acres, which is incorrect, and the requested zoning as A-1, which is also incorrect. The DRC noted that any relocation of the existing RMP overhead line would be at the developer’s expense, and that any alteration of or connection into the irrigation pipe would require irrigation company approval. Please consider all DRC comments as part of the motion. RECOMMENDATIONS Planning Staff The Planning Division staff recommends ACCEPTANCE of the proposed Clark Annexation, including the DRC comments from July 19, 2017. This recommendation is based on the following findings: 1. The proposed application conforms to the goals and policies of the General Plan. 2. The proposed application does not affect the health, safety, welfare, and morals of the City. 3. Other findings as determined by the public hearing.

Gary Clark – Requests review of the Clark Annexation, approximately 1.96-acres of property located at 1450 West 1500 North with a proposed R-1-22 zone. DRC Members Present: Glade Kirkham, Greg Allred, Todd Munger, Kim Struthers, Gary Smith, Ross Dinsdale, Trent Dyer Representatives of the Applicant Present: Gary Clark Date of Plans Reviewed: 07/11/17 Time Start: 1:12 PM Time End: DRC REPORT: Critical Issues:  As a condition of recording the annexation and prior to submission of an application for preliminary subdivision, the owner needs to complete the required water dedication for the R-1-22 Zone. The amount of water required is .79 acre feet per acre of culinary water and 2.9 acre feet per acre of irrigation water.  An annexation agreement will be required as part of the annexation process. The applicant is responsible to request a copy of the draft agreement prior to the final City Council meeting.  A Mylar copy of the annexation plat is required prior to scheduling the annexation for final City Council approval.  A minimum of 300’ of sidewalk must be improved. 1.

Add note to plat: “A soils report will be required at time of building permit.” Show existing Lehi Power equipment at time of construction drawing. May require moving or changing equipment.
