ANALYSIS As part of the Lehi City annexation procedures, all annexation requests are required to be reviewed by the Planning Commission. The Planning Commission’s responsibility is to review the proposed annexation and determine whether or not the requested zoning is appropriate and complies with the General Plan. The Planning Commission’s recommendation will be forwarded to the City Council for their review upon final consideration of the annexation. The General Plan designates this property as Low Density Residential and the proposed zoning of R-1 Flex is consistent with the General Plan. As part of the annexation agreement the applicant is requesting to maintain Category 3 animal rights (sheep, goats, llamas, etc.). The City Council may allow the Category 3 animal rights to be maintained on the property if they include it within the annexation agreement at the time of final approval. This annexation is being done by resolution because the property is part of an existing county island. Water dedication is required before the annexation can be recorded. RECOMMENDATIONS/POSSIBLE ACTIONS Planning Division staff recommends a POSITIVE recommendation to the City Council for the proposed zoning on the Rowley annexation. This recommendation is based on the following findings: 1. 2. 3. 4.

The proposed application conforms to the goals and policies of the General Plan. The proposed zoning of R-1 Flex is consistent with the LDR General Plan designation. The proposed application does not affect the health, safety, welfare, and morals of the City. Other findings as determined by the public hearing.

Mahlan Rowley – Requests review of the Rowley Annexation, approximately 0.73 acres of property located at 510 West 2100 North with proposed R-1 Flex zoning. Critical Issues:  Annexation agreement will be required as a condition of recording the annexation plat – as a part of the agreement.  Water dedication will be required. 2.

Location of existing and proposed City facilities:  Sewer – In 2100 North - 8”  Culinary water – In 2100 North - 6”  Pressurized irrigation – In 2100 North - 10”  City owned power – 2100 North  Drainage – Located in 2100 - drainage will remain on the property.

Distances to schools/parks/shopping:  Elementary School – Eaglecrest Elementary 0.5 miles  Lehi High School – approximately 1.8 miles  Park – Centennial Park, approximately 0.1 miles  Shopping center – Outlets at Traverse Mountain, approximately 2 miles

Transportation: The Lehi City Master Transportation Plan identifies 2100 North as a 62-foot minor collector.

Will require a short powerline extension (overhead), and secondary (underground). The annexation plat needs to include space for the surveyor’s signature. Need to show the location of the existing Lehi City boundaries on the annexation plat. Remove the general notes that are related to construction and the utility items in the legend. The applicant would like to maintain Category 3 animal rights on the property which would need to be included in the annexation agreement if the City Council were to agree to allow this to occur.
