ANALYSIS As part of the Lehi City annexation procedures, all annexation requests are required to be reviewed by the Planning Commission. The Planning Commission’s responsibility is to review the proposed annexation and determine whether or not the requested zoning is appropriate and complies with the General Plan. The Planning Commission’s recommendation will be forwarded to the City Council for their review upon final consideration of the annexation. This property is currently 2.79 acres of residential and agricultural property located at approximately 1200 South 1700 West. The applicant is requesting annexation into the R-1-22 (residential) and TH-5 (transitional holding) zones. The applicant is requesting TH-5 zoning for the northern portion of the lot with the existing home and R-1-22 zoning on the southern portion with the intent is to develop one additional home there. The proposed R-1-22 and TH-5 zones are consistent with the Very Low Density Residential/Agriculture (VLDRA) General Plan Designation. As per the DRC comments, a 2-lot subdivision will be required in order to develop the proposed building lot, including street improvements along 1700 West at the front of the new lot. The DRC also commented that the applicant is required to pay for the purchase of the Rocky Mountain Power costs and asset transfers. As a condition of recording the annexation plat, and prior to submission of any development application, the owner/developer needs to complete the required water dedication for the R-1-22 Zone. The rate is .79 acre feet per acre of culinary water and 2.9 acre feet per acre of irrigation water. RECOMMENDATIONS The Planning Division staff recommends a POSITIVE recommendation to the City Council for the proposed zoning on the Dale Snyder Annexation. This recommendation is based on the following findings: 1. The proposed application conforms to the goals and policies of the General Plan. 2. The proposed application does not affect the health, safety, welfare, and morals of the City. 3. Other findings as determined by the public hearing.

GENERAL COMMENTS: 1. As a condition of recording the annexation plat, and prior to submission of any development application, the owner/developer needs to complete the required water dedication for the R-1-22 Zone. A 2 lot subdivision will be required to develop the proposed building lot, which includes street (curb, gutter, asphalt, etc.) improvements along the street frontage of 1700 West for the new building lot. 3. The applicant is responsible for all Rocky Mountain Power costs and asset transfers. THIS ITEM WILL BE SCHEDULED FOR CITY COUNCIL ON JUNE 14, 2016.
